Start with the current custody record. This practical guide covers the four main Philadelphia adult jails, the May/June 2026 visitor changes, separate account and mail destinations, care, travel and release preparation.
JAIL411 / FAMILY FIELD GUIDE
Philadelphia adult jail family guide
Sources reviewed
Four active main PDP adult facilities: CFCF, DC, PICC and RCF. Conditional RCF ASDMOD3 instructions retained without treating the former ASD site as an active independent jail.
- Find the person
Confirm the current facility and PPN.
- Check the visit
Every adult needs approved phone-contact status and a reservation.
- Choose the right destination
DC visits check in at RCF; personal letters go to Maryland.
- Plan support and release
Keep health, court, account and pickup contacts ready.
Find the person and facility
Confirm custody, current housing and system boundaries.
Find the person before choosing a building
Philadelphia Department of Prisons (PDP) runs the local adult jail system. Use the City’s incarcerated-person locator with the person’s full name and date of birth or police identification number (PID). JavaScript is required. Compare identity carefully; a similar name is insufficient. Keep the exact name, date of birth, PID, prison identification number (PPN) if supplied, current housing facility, case number, next court date and bail information. The PPN used for mail and deposits is not interchangeable with a court docket number.
- If there is no result, check spelling and another known name. Ask the arresting agency whether the person is still in police custody or has transferred to PDP.
- Call Classification, Movement and Registration at 215-685-8394, 215-685-8395 or 215-685-8396, available 24 hours. Give identifying details and ask for present custody location and the correct PPN.
- For family-service questions, call Community Justice and Outreach (CJO) at 215-685-8909 or 215-685-7288, Monday–Friday 08:00–17:00. Do not send sensitive medical records to a general inbox.
- Recheck the location before traveling, sending direct-facility mail or paying. A transfer, unavailable online record or court order alone does not confirm physical release.

Four main facilities and the correct destinations
| Facility | Direct facility mail / physical address | Phone | Important distinction |
|---|---|---|---|
| CFCF — Curran-Fromhold Correctional Facility | 7901 State Rd., Philadelphia, PA 19136 | 215-685-7843 | Large main jail; follow the current custody record rather than old intake descriptions. |
| DC — Philadelphia Detention Center | 8201 State Rd., Philadelphia, PA 19136 | 215-685-8436 | Includes medical and behavioral-health inpatient services; visitor check-in is at RCF, not this mailing address. |
| PICC — Philadelphia Industrial Correctional Center | 8301 State Rd., Philadelphia, PA 19136 | 215-685-7100 | Current September 25, 2026 notice confirms female housing here; an older facility description says adult men. |
| RCF — Riverside Correctional Facility | 8151 State Rd., Philadelphia, PA 19136 | 215-685-6911 | Active main jail and shared visitor lobby for DC/ASD arrangements. Do not assume a women-only assignment. |
These addresses serve approved legal mail, publications and money instruments. Ordinary personal letters go to the Phoenix, Maryland scanning address in the mail chapter. A custody or health assignment does not by itself establish visit eligibility.

Closed buildings, ASD/MOD III and other custody systems
House of Correction is closed as a jail. The City’s 2019 retrospective confirms the earlier closure. Do not plan a visit there. PDP’s April 9, 2025 budget testimony describes a training academy and fitness center at the former Alternative and Special Detention (ASD) site. The current visiting page nevertheless retains an RCF ASDMOD3 Saturday row and directs DC, ASD and ASD MOD III visitors to the RCF lobby. These sources do not establish that the entire former ASD jail has reopened.
If a current custody record or reservation says ASD/MOD III, ask 215-685-8394 and CJO 215-685-8909 to confirm the actual housing assignment, available appointment and RCF check-in. Do not treat a historical ASD address as an independent operating prison. The public main-facility list contains CFCF, DC, PICC and RCF.
Federal Detention Center Philadelphia, federal RRM, Pennsylvania state community corrections centers, city police holding and youth detention have different operators and rules. The separate Youthful Offenders Saturday row is not permission to apply adult PDP rules to a youth facility. This guide does not cover those systems.

Plan an in-person visit
Approval, reservations, facility schedules and entry requirements.
Reserve a visit and get every adult approved
- Confirm the person’s current facility and eligibility. Since May 4, 2026, the incarcerated person’s approved phone contact list is also used for in-person visiting. Every adult age 18 or older must appear on it to schedule or attend. Ask the person to work with staff to correct the list; registering online does not add you to it.
- Register or sign in at VisitPDP using your visitor ID or email. Use information matching your identification and the approved contact record. Use the registration-email or password-recovery options if needed.
- Reserve an available appointment 48 hours to 7 days ahead. Visits are first-come, first-served, normally 1 hour per week. Walk-ins are not accepted. Save the confirmation, approved visitors, facility/lobby, date and time.
- Recheck the reservation and current housing before leaving. If the person or slot does not appear, ask CJO 215-685-8909 or 215-685-7288 whether the cause is approval, record mismatch, transfer, restrictions or no remaining capacity. Do not create duplicate paid communication accounts to fix an onsite appointment.
Current party size: the portal’s June 1, 2026 notice allows up to 2 adults and 2 children. The general City page still says 1 adult and 1 child; the dated portal notice and Philly311’s updated party rule are the basis for this guide. Register every required participant and confirm the actual reservation.

Visiting schedule and where to check in
| Assignment | Days | Slots | Visits per slot | Check-in destination |
|---|---|---|---|---|
| CFCF | Monday–Friday | 09:00–10:00; 13:00–14:00; 15:00–16:00 | 12 | 7901 State Rd., Philadelphia, PA 19136 |
| DC | Monday–Friday | 09:00–10:00; 13:00–14:00; 15:00–16:00 | 6 | 8151 State Rd. — RCF visiting lobby |
| PICC | Monday–Friday | 09:00–10:00; 13:00–14:00; 15:00–16:00 | 10 | 8301 State Rd., Philadelphia, PA 19136 |
| RCF | Monday–Friday | 09:00–10:00; 13:00–14:00; 15:00–16:00 | 10 | 8151 State Rd., Philadelphia, PA 19136 |
| RCF ASDMOD3 — only if assigned and confirmed | Saturday | 09:00–10:00; 13:00–14:00 | 6 | 8151 State Rd. — RCF visiting lobby; listed unit address 8101 State Rd. |
The capacity column counts visits available in the slot, not members allowed in one visiting party. Arrive at least 10 minutes before the appointment; allow separate time for parking, the final approach and screening. Saturday is reserved for designated populations. Holiday visits are allowed only on Thanksgiving, Christmas and New Year’s Day, with an approved reservation. Do not assume a holiday opens every normal slot.
DC visitors must report to the RCF visiting lobby. RCF staff direct onward movement; do not enter other buildings looking for the person. A delay transporting the person to the visiting room can occur. If the person refuses a visit, staff will not force it.

Identification, children and infant planning
Bring valid government photo identification. Philly311 lists a passport, driver’s license or non-driver identification card. Have the incarcerated person’s exact name and ID number. If you only have an expired document, foreign consular card, digital image or another alternative, ask CJO 215-685-8909 to approve the exact document before travel; the reviewed sources do not publish a complete alternatives list.
Children must be accompanied by a parent or an adult with official court documentation who is on the person’s approved contact list. Children themselves need not be listed. Bring a birth certificate showing the child’s and parent’s names or court documentation establishing the accompanying adult’s authority. A notarized permission letter alone is not a verified substitute, and a child may not arrive alone.
The City’s current general rules admit children 6 months and older and prohibit visits during school hours; Philly311 identifies after-school visits beginning at 15:00. The June 2026 portal notice changes group size but does not explicitly remove the age minimum. Ask CJO before bringing a younger infant or relying on a school-closure exception. Allowed bottles, diapers, wipes, baby food, carriers and stroller storage quantities are not specified in the reviewed current pages: obtain the facility’s exact permitted-items list before packing.

Dress, belongings and screening
Wear a sleeved shirt and underwear. Leggings or stretch pants are permitted only when the top covers the hips with arms raised. The current dress code prohibits:
- Plain white T-shirts; orange jumpsuits, blue scrubs or clothing resembling a jail uniform; hoodies and hooded jackets.
- Shorts, skirts or dresses 2 or more inches above the knee; low-rise clothing exposing underwear; torn jeans; sheer torso fabric, revealing clothes, halter/tank/sleeveless/crop tops.
- Offensive or provocative wording, or writing across the seat of pants or a skirt.
- Open-toed or slip-on shoes, including flip-flops, sandals and Crocs; all jewelry, including facial piercings, smart watches and rings.
Bring 25-cent coins (quarters) for the waiting-room lockers: there is no change machine. The public page does not give the exact coin charge or locker dimensions. Store belongings as directed; do not assume a phone, bag or medical item can pass screening. Each visitor is searched privately and passes a metal detector; an officer may ask you to loosen undergarments. If a search seems improper, ask for a supervisor or contact CJO. Discuss disability-related equipment, religious clothing or medically necessary items in advance so staff can explain an appropriate screening arrangement. Dress violations can cancel the visit.

Restrictions, accommodations and failed reservations
PDP lists probation, parole, conditional release (including furlough/work release), incarceration in a PDP facility within the last 6 months, security concerns and suspended visiting privileges as reasons a visitor may be excluded. The facility warden can consider special permission. Ask CJO 215-685-8909 how to submit the request and what written approval to bring; a booking confirmation alone does not waive a restriction.
For long-distance travel, an extended or special visit, hospitalization, disability access, interpreter needs or a professional visit, contact CJO before booking transportation. No current public automatic mileage exception or guaranteed extra visiting duration was verified. PDP offers telephone interpretation through GLOBO, translated materials and assistance for people who are deaf or hard of hearing. Ask for Spanish at 215-685-8692; explain the accommodation and the appointment date.
Use the portal to manage the reservation and contact CJO promptly if you must cancel, see a wrong participant or lose the appointment after transfer. The current public pages do not specify a cancellation deadline, no-show penalty or automatic replacement for a facility cancellation. Ask whether the weekly visit remains available and save the confirmation and staff response. Confirm service during PICC’s HVAC replacement announced September 25, 2026; that notice does not itself announce a visit closure.

Calls, video, mail and money
Separate accounts, correspondence destinations and practical support.
Choose the right account before paying
| Purpose | Official transaction route | What the money or registration does |
|---|---|---|
| Commissary / trust | Access Corrections | Items bought inside the jail. Select Pennsylvania and the correct Philadelphia agency/person; confirm PPN before payment. |
| Phone, messages, video and tablet services | GettingOut / ViaPath | City-designated communications deposit path. Choose the actual service/account displayed for PDP; this is separate from commissary. |
| Your receiving phone number, if directed by the provider | AdvancePay / ConnectNetwork | A prepaid receiving-number account differs from money owned by the incarcerated person. Use only if the PDP account flow identifies it. |
| In-person visit reservation | VisitPDP | Appointment registration and approved-contact matching. A deposit does not create approval or reserve a slot. |
Keep the payer’s name, selected facility, recipient PPN, account type, date, amount, fee and confirmation number. Review the final fee and recipient before approving a charge. A successful card charge is not proof that funds reached the intended account. Do not expect funds to move automatically between Access Corrections, GettingOut and a receiving-phone account.

Calls, approved contacts and connection problems
The City directs PDP communications deposits to GettingOut. Set up the account from that official link, select the correct facility and person, verify your phone/email as requested, and confirm the phone number matches the approved contact record. Ordinary calls are initiated from custody; the jail’s office number is not a line that connects relatives to the housing unit. Do not send case strategy through ordinary calls or messages; ask counsel to arrange a verified professional channel.
- If no call arrives, check the approved phone list and exact receiving number, including any changed number. Ask the person to request staff help with restrictions or a list correction.
- Check phone blocking, spam filtering, carrier restrictions and whether the service requires accepting a call prompt. A transfer, lockdown or unavailable tablet may also interrupt access.
- If a balance exists but calls fail, identify whose account holds it and the service it funds. Depositing again into commissary will not resolve a communications-account mismatch.
- For GettingOut technical help use provider support; if your account is specifically ConnectNetwork/AdvancePay, call 877-650-4249. Give the facility, recipient ID, receiving number, time and exact error; save the support ticket.
A July 2021 City announcement described 165 free communication minutes per week. It is historical, not a verified current allowance or tariff. Ask CJO 215-685-8909 about today’s free allocation, eligible call/video services and restrictions before buying credit. Current PDP per-minute prices and maximum call length were not verified.

Set up video and document failed sessions
Use GettingOut for the PDP service and follow the facility-specific video option displayed in the account. Create and verify the family account before the person tries to connect. PDP’s older launch guide describes calls initiated from the incarcerated person’s tablet; current public pages confirm the service but do not publish a complete replacement booking workflow. The 48-hour to 7-day onsite reservation window is not a verified rule for tablet video.
- Check that the selected PDP location supports the offered video mode. Install the app requested by that account flow, complete device permissions and any identity check, and test camera, microphone, speakers and a stable internet connection.
- Use a quiet, well-lit place and a charged device. Keep the account login, confirmation or call instructions ready. Ask the person to confirm their tablet access and available time.
- If the session fails, note the date/time, facility, PPN, duration, error text and transaction receipt. Check permissions, network access and whether the session was actually initiated or canceled by the facility.
- Contact GettingOut support for technical or charge problems and CJO 215-685-8909 for facility eligibility. Ask whether the session can be restored or a charge reviewed. No automatic credit, replacement session or refund deadline was verified for current PDP video.
Video access is not approval for an onsite visit. Do not reuse the old 2020 free-session count or paid-minute price as a current quote; confirm the current account screen and CJO’s policy. Children’s participation in video and any required adult supervision should be confirmed separately from onsite rules.

Refunds, inactive accounts and transfers
The City publishes this written refund destination for ViaPath funds:
ViaPath TechnologiesATTN: Refund Request
P.O. Box 95
Lake Butler, FL 32054-9901
Include the facility where the person was held and PPN/ID number; add your account and receipt details so the balance can be located. Keep a copy and mailing date. If no refund arrives within 30 days, call 866-640-5445, Monday–Friday 07:00–15:30 Eastern.
The City’s wording refers broadly to deposited funds, but the named recipient is ViaPath. First establish whether the balance is communications credit, a receiving-phone account or PDP trust money. For Access Corrections deposits contact 636-888-7004 (24-hour provider help) and CJO 215-685-8909; do not assume sending a ViaPath letter releases commissary funds. Ask the facility how remaining trust funds are returned at discharge and whether another jurisdiction must receive them.
GettingOut posts an inactivity notice effective June 1, 2026 for Friends and Family accounts after 180 days, subject to applicable law and contract exceptions. Check the terms applying to your account and request provider guidance before leaving a balance unused. A transfer or release does not automatically merge or refund accounts.

Personal mail goes to Maryland for scanning
Use this format for personal letters, photos and drawings:
Philadelphia IPCS, PA[Incarcerated person’s full name], PPN #[correct number]
P.O. Box 247
Phoenix, MD 21131
Personal mail is scanned and delivered electronically on tablets. The City says personal mail sent to a PDP facility will be returned. Use the exact PPN and name supplied by PDP, include your full return address, and keep a copy of an important letter. Do not send an irreplaceable original expecting it to be handed to the person.
Money orders, certified checks, legal/professional correspondence and seller-shipped publications have different destinations below. They do not go to the scanning box. Current public instructions do not state retention/destruction timing for originals, a retrieval process, scan-page limits, or how a person without tablet access receives personal mail. Ask CJO with the person’s facility and PPN before sending something that depends on those details. Electronic account messages are a separate service from scanned postal mail.

Paper, photos, publications and rejected items
| Item | Preparation / destination |
|---|---|
| Letters and cards | Plain white paper and white envelope; pen or pencil only, not crayons or markers. At most 2 decorative stickers on the envelope; no glitter. Send to Phoenix, MD. |
| Photos | No larger than 5 × 7 inches; no nudity, weapons, money or drug use. PDP publishes a possession limit of 5 pictures; do not treat that as a verified per-envelope scanning allowance. |
| Books, magazines, newspapers | Direct from a third-party seller to the named person and PPN at the current facility. Examples include Amazon, Barnes & Noble and Philadelphia Inquirer. No hardback books. |
| Personal packages | Not permitted through ordinary mail. The separate approved clothing process does not authorize a family care package. |
Before ordering a publication, confirm the present facility, acceptable binding and any title, quantity or subscription restriction with CJO. If mail is rejected, retain the envelope, notice, sender details and mailing date; ask the mailroom through CJO for the reason, correction allowed and any review/appeal deadline. The current service page does not publish that deadline or an original-item retrieval method. Do not repeatedly resend the same prohibited item.

Legal correspondence and direct-facility mail
Approved legal and professional senders must mark correspondence Legal Mail and send it directly to the current facility:
[Full name], PPN #[correct number]Legal Mail
[Facility name]
[Facility street address]
Philadelphia, PA 19136
Use the four-facility address table. A family member writing “Legal Mail” on an ordinary letter does not establish privileged status. Ask the attorney or professional sender to confirm the approved-source rules and delivery method. All mail is subject to contraband screening; the current public page does not explain in-presence opening, legal-document copying charges or legal-mail rejection review. Counsel should resolve confidential handling with the facility before sending sensitive originals.
Money orders/certified checks and seller publications also go directly to the facility, with the recipient’s name and PPN, but should not be mislabeled Legal Mail. Separate these items from personal letters going to Maryland.

Commissary deposits and payment problems
- Obtain the correct PPN and verify the recipient’s current custody. Open Access Corrections from the City’s official deposit link. Select Pennsylvania and the correct agency, then confirm the displayed person before paying.
- The City lists electronic credit/debit-card deposits. Review the amount, fee and any agency limits displayed before confirming. Provider guidance requires correct billing information and does not accept government-issued payment cards; ask the provider about a declined card before trying repeated charges.
- For mail, send a money order or certified check directly to the current facility, addressed to the person’s name and PPN. No cash or personal checks. The Phoenix, MD box returns money instruments. Confirm the required payee, issuer restrictions and maximum amount with CJO before purchase; the current City page does not specify them.
- Save the receipt. For a missing deposit call Access Corrections 636-888-7004 and ask whether it settled, failed or went to a different account. Give the confirmation, PPN and agency; contact CJO 215-685-8909 for the jail ledger. Do not assume a pending charge needs a second payment.
No current public PDP deposit limit, posting deadline or approved lobby-cash kiosk was verified. Check the selected agency screen and CJO rather than importing a limit from another Pennsylvania jail.

Basic supplies, indigent mail and approved clothing
If the person has no money, ask them to request basic hygiene supplies, writing materials and indigent postage from the housing-unit staff or social worker. The available PDP handbook is dated June 2, 2016 and describes indigent-mail assistance, but its balance threshold, waiting period and weekly allowance were not verified as current. Ask CJO 215-685-8909 for the current eligibility calculation, request form, replenishment schedule and any later account deductions; do not wait to report an immediate lack of essential hygiene items.
The City’s clothing service links to the approved commissary clothing catalog. Use that City link and select PDP before ordering; the ordinary-mail ban on packages remains. Court clothing requires unit-manager approval and a 1-for-1 exchange. Approved exchanges may occur any day; the published limits are before 13:30 at DC and before 17:00 at PICC. Ask for the exact acceptance desk and hours at CFCF/RCF. Shoes and sneakers are not accepted through this exchange.
Do not use an older instruction requiring a designated delivery day to override the current City service page. Keep the approval and an item list, and ask whether the person’s court date or a transfer changes the arrangement.

Health, rights and reporting
Urgent concerns, routine care, complaints and oversight.
Report an urgent health or suicide concern
If a person talks about self-harm or suicide during a call or visit, PDP instructs families to call 215-685-8443 or 215-685-8442 immediately. Give the exact name, PPN, known facility/unit, what was said or observed, when it happened and your callback number. Ask staff to alert the housing supervisor and clinical team. Do not rely on a general email, postal letter or a future visit for an urgent concern.
For other urgent custody health concerns, call the current facility from the address table and ask for the supervisor and health staff. Explain missed critical medication, withdrawal symptoms, serious injury or a sudden change in behavior as specifically as possible. If the location is unclear, Classification, Movement and Registration 215-685-8394 can identify the current facility. Ask who received the report and record the time. If the first call does not reach responsible staff, use the alternate PDP number or facility supervisor.
For a medical emergency affecting someone beside you in the community, call 911. A jail health report is a request for assessment; family members should not change medication instructions or try to send an emergency supply through regular mail.

Medical history, consent and approved medical items
PDP describes intake medical screening, ongoing sick call, medication services, withdrawal care, dental services and behavioral-health care across its facilities. DC includes inpatient medical and behavioral-health services. Ask the person to submit a sick-call or mental-health request through unit staff; if access is blocked or a request goes unanswered, record dates and contact the facility supervisor/CJO for escalation. An urgent symptom should be reported immediately rather than left in a routine request queue.
- Prepare a concise health history: name/PPN, diagnoses relevant to present care, medication names and doses, last dose, allergies, pharmacy and treating clinician contacts, recent hospitalization and any immediate concern.
- Ask the facility’s clinical staff for the approved secure method to send it. Providing information is different from receiving private medical information; ask what signed consent or release-of-information form the patient must complete and which person may receive updates.
- Ask about continuity of prescribed treatment, mental-health follow-up, withdrawal assessment, pregnancy/lactation needs and disability accommodations as relevant. The clinical team determines treatment; a family prescription list alone does not authorize a delivery.
- The City permits health-provider-approved prescription glasses, dentures and prostheses. Obtain approval and the precise delivery desk before bringing them. Do not bring pills, syringes, over-the-counter medicine or other equipment without explicit clinical authorization.
The public pages do not identify a current family medical fax, downloadable consent form or routine response deadline. CJO 215-685-8909 can route the request; ask for the clinical contact rather than sending records to unrelated administrative offices.

Complaints, grievances and keeping a record
For a visitor problem, first ask the on-duty supervisor to resolve the immediate issue; CJO 215-685-8909, 215-685-7288 or cjo@prisons.phila.gov can receive follow-up. Give the facility, date, location, staff identifiers if known, a factual account, any reservation or receipt, the action requested and a safe way to contact you. Keep copies and the staff response.
For a person in custody, ask unit staff for the current grievance form and appeal instructions, including a translated version or help if disability or literacy prevents filing. The available 2016 handbook describes a locked grievance box and forwarding to the Deputy Warden for Administration, as well as a separate property-claim form. It does not establish the current filing deadline, response/appeal timetable, emergency procedure or available electronic system. Request those exact rules promptly from CJO and the unit manager; do not assume a family email preserves the person’s internal grievance deadline.
Independent family assistance is available from Pennsylvania Prison Society, 215-564-4775, helpline@prisonsociety.org, or 230 South Broad Street, Suite 605, Philadelphia, PA 19102. It can help with conditions and information requests; it does not replace the jail grievance or counsel. Tell a lawyer promptly about urgent rights or court-order concerns.

Sexual abuse reports and outside oversight
A person in custody can report sexual abuse or harassment to a trusted staff member, supervisor or clinical professional and request immediate protection and medical assessment. Family members should call the current facility, ask for the supervisor/PREA reporting contact, give the person’s identifying information and report the concern clearly. If the alleged offender is staff, ask for an alternative reporting official and tell counsel or Pennsylvania Prison Society 215-564-4775 about difficulty reaching a safe channel.
The PDP handbook dated 2016 describes staff reports, grievances, sick-call requests and an internal #95 phone shortcut. This is historical: a current public adult-PDP external PREA hotline and verification that #95 still operates were not found. Do not treat #95 as a number a relative can dial from outside. Ask CJO 215-685-8909 for the current adult-PDP PREA coordinator, third-party reporting route and confidential support contact. The City’s youth PREA pages belong to a different department and are not substituted here.
The City’s September 17, 2026 explanation describes the Prison Community Oversight Board and public meetings. It says the separate Office of Prison Oversight is to be created; it does not publish an established emergency intake line. Use the board’s current information for meeting participation and systemic concerns, while taking urgent safety reports directly to responsible custody/health staff.

Travel, parking, food and lodging
The correct lobby, current transit and practical overnight contacts.
Choose the entrance and parking plan before departure
All four main PDP addresses are on State Road in northeast Philadelphia. Use the confirmed visitor lobby, not simply the recipient’s mailing address: DC visitors go to RCF at 8151 State Rd. CFCF uses 7901, PICC 8301 and RCF 8151 State Rd. Conditional ASD/MOD III appointments also report to RCF. Ask CJO 215-685-8909 for the designated public vehicle entrance, visitor parking area, accessible drop-off and the path to the lobby.
A current primary-source visitor-lot name, gate hours, price and accessible walking route were not verified. The 2016 handbook’s parking description predates House of Correction’s closure, so this guide does not send visitors into that former jail’s grounds. Follow current signs and staff directions; do not assume an employee lot, secure driveway or unsigned curb space permits visitor parking.
| Location | Hours / posted charge | How it fits a PDP trip |
|---|---|---|
| SEPTA Frankford Transit Center parking garage — 5223 Frankford Ave., Philadelphia, PA 19124 | Open 24 hours, 365 days; published garage rate $4 per day, including weekends/holidays. Garage phone 215-580-4978. | Use the garage as a SEPTA customer and transfer to route 84 toward State Road. It is not a jail visitor lot or a promise of available spaces. |
SEPTA’s parking page states that no customer surface lot is available at Frankford Transit Center. Confirm the garage entrance and current signs with the operator, and budget the bus connection and return service separately. This option is useful when transit is part of the trip; it does not eliminate the final approach to the jail.

SEPTA route 84 and the final approach
The operator’s current route 84 timetable is effective August 23, 2026. It connects Frankford Transit Center with the State Road corridor and identifies Curran-Fromhold Correctional Facility — State Rd. & Rhawn St. as a timing point. Its route map also marks DC and RCF. From Center City, the L / Market–Frankford Line to Frankford Transit Center connects with route 84; choose the northbound trip serving the prison corridor.
| Visit destination | Operator-supported approach | Limit to confirm |
|---|---|---|
| CFCF — 7901 State Rd. | Route 84, CFCF / State Rd. & Rhawn St. timing point. | Ask the driver for the correct direction-side stop and follow the approved public route to the lobby. |
| RCF and DC visits — 8151 State Rd. | Route 84 State Road corridor; RCF and DC appear on the operator map. | Confirm the nearest active stop for RCF check-in, the crossing and accessible gate with SEPTA and CJO. Do not walk to DC’s mailing address. |
| PICC — 8301 State Rd. | Plan a route 84 trip using the exact PICC visitor destination. | The reviewed timetable does not establish a named stop or door-to-door accessible path at PICC. Confirm the stop and final approach. |
Use the current route 84 timetable and SEPTA’s trip planner for the actual day, including the return trip. SEPTA customer service is 215-580-7800; TTY 215-580-7853. Ask about alerts, stop changes, mobility access and the last usable departure. No fixed walk time or continuous accessible sidewalk to every prison lobby was verified. Street proximity on a map is not permission to cross secure grounds.

Food stops for the State Road facilities
| Business | Address | Phone | Published hours and trip planning |
|---|---|---|---|
| Sweet Lucy’s Smokehouse | 7500 State Rd., Philadelphia, PA 19136 | 215-333-9663 | Sunday–Thursday 11:00–20:00; Friday–Saturday 11:00–21:00. State Road meal/takeout option; not open for an early morning visit. |
| Three Monkeys Cafe | 9645 James St., Philadelphia, PA 19114 | 215-637-6665 | Monday–Thursday 11:00–22:00; Friday 11:00–23:00; Saturday 09:00–23:00; Sunday 09:00–21:00. Farther north in Torresdale; plan separate transportation. |
These are practical contacts, not guaranteed availability or jail-approved waiting areas. Confirm holiday hours, dietary needs and the time needed to return for screening. Do not take restaurant food into a visit; ask staff where it can be stored or consumed outside the facility. Neither location is presented as a verified accessible walk from every jail entrance.

Lodging contacts for an overnight trip
| Hotel | Address / phone | Useful planning facts |
|---|---|---|
| Four Points by Sheraton Philadelphia Northeast | 9461 Roosevelt Blvd., Philadelphia, PA 19114 · 215-671-9600 | Published check-in 15:00; check-out 11:00; minimum check-in age 21. Hotel lists complimentary guest parking and no shuttle service. |
| Holiday Inn Express Philadelphia NE–Bensalem | 1329 Bristol Pike, Bensalem, PA 19020 · 215-245-5222 | Operator-confirmed address and front desk. Ask about check-in age, accessibility, deposit, cancellation and transport before booking. |
Both require a separate trip to the confirmed prison lobby; neither is advertised here as walking distance or providing a jail shuttle. Ask for the total room cost, incidental hold, cancellation terms and late-arrival arrangement. Confirm the visit before committing to a nonrefundable stay. Hotel parking is for authorized guests, not assumed prison overflow.

Courts, release and reentry
Counsel, bail, property, pickup and community help.
Court dates and finding counsel
PDP custody records and court dockets answer different questions. Save the court case/docket number, assigned attorney, next hearing, courtroom and whether the person will appear in person or remotely. Use the First Judicial District’s current information and ask counsel or the clerk to confirm the listing. A jail visit is not a court appearance, and the State Road jail address is not the downtown criminal courthouse.
| Need | Contact / location | What to ask |
|---|---|---|
| Criminal hearing information | Criminal Justice Center / Stout Center, 1301 Filbert St., Philadelphia, PA 19107. Common Pleas criminal listings: 215-683-7004, 215-683-7005 or 215-683-7006. | Confirm the case’s division, date, courtroom, attendance and any changed listing before traveling. |
| Assigned public-defense counsel | Defender Association of Philadelphia, 1441 Sansom St., Philadelphia, PA 19102 · 215-568-3190 · contact@philadefender.org | Give the name, PPN, case number and court date. Ask whether the office represents the person and for the assigned lawyer or appropriate conflict/private counsel contact. |
Do not assume the Defender Association represents every person in PDP. Ask the attorney about bail review, another detainer, treatment information relevant to court and release conditions. Send private case details only through the attorney’s approved channel. For legal visits, counsel should use the professional visitor process and confirm access directly; family appointments do not substitute for confidential legal access.

Paying bail and avoiding an unnecessary second payment
- Ask the court/attorney for the exact current bail requirement and case number. Ask PDP whether any other hold prevents release even if this case’s bail is paid. A displayed bail amount is not a guarantee of eligibility for immediate release.
- The City lists general-case Bail Acceptance in the basement of the Criminal Justice Center, 1301 Filbert St., accepting bail 24 hours daily. Call 215-683-7726 or 215-683-7727 to confirm the payment channel, documents, amount and current access. Bring government identification and retain the receipt. Cash and credit/debit cards are listed. The City FAQ publishes cashier’s/treasury-check acceptance Monday–Friday 08:30–13:00 and 14:00–16:00, using the payee wording “Clerk of Quarter Sessions.” These are source-attributed instructions from a mixed/partly legacy FAQ, not a newly issued policy: confirm the current payee, instrument and window with Bail Acceptance before purchasing a check.
- PDP links to the Pennsylvania courts’ PAePay Bail service. Search the exact case and check whether electronic payment is available. The portal warns that availability differs by county/docket and that a surety may still need to complete court/prison paperwork after payment.
- Before paying, review all charges and the payer’s obligations. Save the transaction number. If payment is pending or the person has not been released, ask the payment office to verify receipt and PDP to check outstanding holds; do not automatically pay again.
The City’s bail FAQ contains inconsistent prefixes for a real-estate-bail contact and older separate family/traffic instructions. This guide uses its general-case 215-683 numbers and the current court payment link. Ask Bail Acceptance about non-general cases, property security, acceptable checks and refund conditions instead of applying an old address or a universal percentage rule. The FAQ lists bail-refund information at 215-683-7723, with general Bail Acceptance as a fallback if the contact has changed. Bail refunds are a court issue, separate from commissary or ViaPath refunds.

Property release, court clothes and missing belongings
The current PDP visiting page says family/friends may collect personal effects from the cashier during listed visiting hours, and that the cashier is open 24 hours at release. This does not mean an outside relative can retrieve anything without authorization. Before traveling, ask the current facility which property is releasable, whether the person must sign a form, the collector’s required ID, the cashier’s exact location and whether a transfer changes the pickup point.
- Have the person request authorization through unit staff and identify the intended recipient. Confirm the approval before bringing a relative to the facility.
- Bring identification and any authorization/receipt staff require. Compare the inventory and retain a signed receipt; ask immediately about missing identification, phone, keys, clothing or funds.
- Ask whether an item is held by PDP, the arresting police agency as evidence, or another jurisdiction. A PDP release cannot automatically return police evidence.
- For loss or damage, request the current property-claim process and deadline through the unit manager/CJO 215-685-8909; the available 2016 handbook describes a separate claim form, but current deadlines were not verified.
Approved court-clothing exchange is a separate 1-for-1 process, with DC/PICC cutoff times in the supplies section. Do not combine a property pickup with an unapproved clothing or medication delivery.

Prepare for actual release and a safe pickup
A court order or completed bail payment begins processing; it does not establish the moment the person will leave. Ask Classification, Movement and Registration 215-685-8394 about remaining holds and the responsible release facility. Confirm the actual pickup location, who can call the family, the person’s access to a phone and how staff will handle transportation if no ride is available.
The City’s archived April 2021 policy describes transportation assistance for releases following bail posted between 22:00 and 06:00, a call to arrange a ride, and pickup at a SEPTA stop across the campus. Because it is archived and a newer reentry center now exists, do not treat that old stop or its 2-hour arrival instruction as a current release appointment. Ask PDP for today’s exact waiting place and transport process; avoid waiting at an unconfirmed gate or relying on the last bus without checking service.
- Before release, ask staff for medication/prescription arrangements, follow-up appointments, reentry-center help and a destination if there is no housing.
- At discharge, check identification, phone, keys, personal property, account funds and written court/supervision conditions. Ask for a receipt or written follow-up for missing items.
- Arrange a charged phone, clothing suitable for weather, food and transportation. Share pickup details only with the people coordinating the ride.
- Confirm any required reporting date with the attorney or named supervision office. A release from custody does not cancel pending court appearances.

Custody notifications and victim support
The City directs people to PA SAVIN registration information for free, confidential automated notice of release, transfer or escape. Follow the City’s link to the registration service, choose the correct person and save the registration information. Keep your contact details current and check what events the selected facility reports. A notification service supplements direct custody confirmation; it does not predict an exact pickup time.
For immediate danger call 911. The City lists the Philadelphia Domestic Violence Hotline at 866-723-3014 and Victim/Witness Services at 215-686-8027. Use a safe phone or contact method if notification messages could expose your location or plans. Ask the victim-service provider for help making a safety plan; registration alone is not a complete plan.

Programs and planning before discharge
PDP’s published programs include literacy/GED education, substance-use treatment, behavioral-health services, chaplaincy, vocational training through PhilaCor and social-work discharge planning. Ask the housing social worker or unit manager how to request a program, whether it is offered at the current unit, any eligibility or waiting list, and how a transfer affects participation. A system-wide program listing does not guarantee a place at every facility or immediate enrollment.
Start a practical discharge plan with the social worker: safe housing, identity documents, health coverage, medication continuity, substance-use treatment, transportation, benefits and employment needs. The City confirms a PDP Reentry Center at 8101 State Road, opened in 2025. The annual report describes transportation help, identification/document support, benefit navigation, peer support and referrals for housing and healthcare. Ask staff to connect the person before leaving; current walk-in hours and an external direct phone were not verified.
PDP says people leaving custody receive a naloxone prescription. Ask clinical staff about the actual medication supply/prescriptions and where to fill them, follow-up appointments and continuity of treatment for opioid use disorder. Do not infer a guaranteed number of take-home doses from the older handbook. The linked discharge packet was published in February 2020; verify its individual contacts before using it as a current directory.

What remains unresolved and who can answer
Reviewed on September 28, 2026. This guide gives the current publicly verified instructions and keeps conflicting or dated material visible. The following questions require an operational answer:
| Question | Responsible contact / evidence limit |
|---|---|
| Current ASD/MOD III assignment and which old names remain in use | Classification 215-685-8394 and CJO 215-685-8909. Current visit row conflicts with the former ASD site’s repurposing; four main facilities remain the verified scope. |
| Infants, ID alternatives, visitor-list changes, special visits and cancellation consequences | CJO 215-685-8909 / 215-685-7288 and facility warden. Current sources do not publish complete item quantities, processing times or exception criteria. |
| Current free communications, video workflow, exact prices and failed-session credit | CJO and the selected GettingOut service. Historical 2020/2021 offers are not current price promises. |
| Mail originals, tablet-unavailable delivery and rejection appeals | CJO/mailroom. Current scanning instructions omit retention, retrieval and review deadlines. |
| Indigent eligibility, trust limits and release-funds method | CJO and facility cashier; Access Corrections for transaction errors. The 2016 handbook cannot establish current thresholds. |
| Current grievance deadlines and adult-PDP external PREA channel | Unit manager/CJO and facility supervisor. The 2016 handbook is dated; youth PREA rules do not apply. |
| Visitor parking gate and final accessible route; release pickup and reentry hours | CJO/current facility and SEPTA 215-580-7800. No verified current jail lot price, all-building stop list or fixed release time. |
Ask for the staff member’s name, date and any written instruction. A reviewed date means the public sources were checked, not that PDP confirmed every unresolved point by phone.

Facility record / Pennsylvania
Curran- Fromhold Correctional Facility (CFCF) is a county or city jail in Philadelphia, Philadelphia County, Pennsylvania. It has a rated capacity of 2,560 and a reported population of 2,185 — about 85% occupancy, as recorded in the February 2026 federal dataset. By capacity it is the 3rd-largest of the 69 county or city jail records listed for Pennsylvania with a published capacity. It is one of 12 correctional facilities in Philadelphia County.
Jail411 does not hold custody records. A listing here does not mean anyone is held at this address. Confirm the person’s location with the responsible agency before you travel, send money, or pay for a service.
Where this record came from. The contact, status and security fields, with capacity and population, come from the HIFLD and Federal Bureau of Prisons directory release refreshed February 2026. They describe the record, not today’s population. Check the facility’s current official website.

Finding someone held here
Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Philadelphia County Sheriff’s Office.

Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
