Central, reopened North and older names
The Mecklenburg County Sheriff operates the adult detention system. Detention Center Central, 801 East Fourth Street, Charlotte, NC 28202, includes Arrest Processing (APC), medical services and central administrative functions. Arrest location, court address and current housing can be different places.
Detention Center North, 5235 Spector Drive, Charlotte, NC 28269, reopened for adult housing on September 17, 2026. The Sheriff’s September 18 announcement reports 209 residents transferred and four housing pods operating. This actual reopening supersedes earlier plans, including the August 31 announcement awaiting final steps. The older Sheriff page and August 2024 handbook describe the Spector Drive site as juvenile detention; that description does not establish its current adult role or current youth location.
This is one adult-system guide with facility exceptions. North’s new entrance arrangements, direct public phone, face-to-face service location, commissary delivery days and release pickup point were not independently published in the reviewed reopening notice. Confirm the person’s location and service at 704-336-8100; do not assume Central’s desk procedures are available at North.
The Jail Annex is a separate historical facility; the county audit records its closure in 2011. North’s reopening does not prove the Annex reopened. The former Work Release and Restitution Center at 901 Elizabeth Avenue now provides Sheriff administration and public video stations, not the housing destination described by its old name. Juvenile, state prison, federal and other police custody need their own rules; none inherits this adult guide.

Find the current booking before making plans
Start with Sheriff Resident Inquiry. Have the booked name, spelling variants and date of birth ready. The search supports name, PID, JID and custody filters; use the active-record option when looking for someone presently detained. The FAQ says a name search needs at least a first-name initial. A PID identifies the person across bookings; the JID identifies a particular booking. Save both, booking date, case numbers, listed bond type/amount and current custody information.
The database includes released people and approximately 3 years of records. An active marker helps distinguish a current record. Updates appear after staff enter them; a recent arrest may not yet be searchable. Broaden spelling, remove filters and compare birth date rather than choosing a similar name. If no result or location is unclear, call APC at 980-314-5100 with the identifying information and ask whether booking is unfinished, the person was released, transferred or held elsewhere.
The arrest-processing page retains an old July 17, 2022 online-outage notice alongside newer eCourts information. The currently available Resident Inquiry is the starting point; an old notice does not establish a present outage. A state/federal/immigration custody label is not proof of a particular physical housing unit. Court Portal records show case activity, not a guaranteed live jail location.

| Programs / chaplain | 980-314-5183 / 980-314-5465 | Release planning, program referrals and spiritual support. |
When calling, distinguish a resident service from a public visit appointment. Give the person’s name and PID, current housing if known, your callback number and the specific request. Keep the date, office and instructions. A general office cannot confirm private medical records or promise a release time.

Plan the right visit
Mode, booking, identification, children, conduct and professional exceptions.
Choose the correct visit and building
| Mode | Published arrangement | Important limit |
|---|---|---|
| Face-to-face at detention facility | One free 25-minute visit per week. | Reserve the actual location; a face-to-face visit does not mean physical contact. |
| Public on-site video | Stations at 901 Elizabeth Avenue, Charlotte, NC 28204. Portal lists two free visits weekly. | Former Work Release building; no public parking there. |
| Internet video | Portal/Sheriff page publish $6.25 for 25 minutes or $2.50 for 10 minutes. | Check the selected appointment’s price before confirming. |
The official-linked portal names both Jail Central and Jail North for video. North’s September 2026 reopening notice does not provide a new face-to-face arrival procedure. If the person moved to North, verify that the appointment is still valid and whether you must travel to North, Central or the Elizabeth Avenue video center; call 704-336-8100 before leaving.
Published allowances conflict. The portal offers one face-to-face plus two on-site video visits free weekly, while the August 2024 handbook says one of each. The Sheriff page also offers two free 10-minute internet visits weekly on different days; the portal’s similar offer still says it applies during COVID closure. The handbook instead quotes $12.50 for a 25-minute internet visit. Do not add every offer together or rely on the older price: confirm the free allowance and charge shown for that resident and mode with 855-208-7349.

Register everyone and save the confirmation
Use Mecklenburg’s ViaPath visitor portal, select Register Today and enter accurate contact and identity information. Complete verification and the registration email; check spam or use the missing-email/password links if needed. Under Manage Inmates, add the resident by PID or name. Under Manage Visitors, add participating children and invite other registered adults; an adult invitation may need acceptance before that person is available for the appointment.
- Select the resident and every participant in Visitation.
- Choose the offered date, time and location/mode. Schedule at least 24 hours ahead and no more than one week ahead.
- Review any price, restrictions and refund notice, then confirm.
- Save the confirmation showing Confirmed, the visit address/mode and all visitor names. Registration alone is not an appointment.
No available slot may reflect capacity, restrictions, a housing move or a quota; it does not prove release. Call 855-208-7349 for account problems and the jail for eligibility. The handbook describes visitation after 48 hours in custody except ICE residents; confirm current eligibility rather than treating that older statement as an appointment guarantee. A complete public approved-list size, criminal-history exclusion period and visitor-ban appeal procedure were not verified; ask the jail about the specific restriction before traveling.

Hours, unit exceptions and late arrival
| Days | Windows | Scope |
|---|---|---|
| Every day | 8:00–11:00 a.m.; 1:00–4:00 p.m.; 8:00–10:00 p.m. | Current visiting page/guidelines; portal explicitly names Central & North for video. |
| Central worker/program pods in August 2024 handbook | Weekdays 8:00–10:00 p.m.; weekends include daytime windows. | Pods 5300, 5500, 5700, 4700 and 6500: confirm the resident’s available slot. Do not transfer these pod assignments to North. |
The handbook’s general/weekend evening window ends at 11:00 p.m., conflicting with the current public page and guidelines ending at 10:00 p.m. Use the confirmed appointment within current published hours; do not arrive for an assumed later slot.
Arrive early enough to park, walk, identify every visitor and pass screening before the booked start. The website says cancellation at 10 minutes late; the guidelines say more than 10 minutes. Treat this as a cancellation boundary, not extra arrival time. No separate universal early check-in interval was verified. Recheck before a long trip: a resident can refuse, and lockdown, emergency or discipline can cancel or shorten a visit. The guidelines’ unlimited video frequency is subject to equipment/availability and does not mean unlimited free visits. Ask 980-314-5200 about Central unit restrictions and 704-336-8100 about reopened North.

Identification, children and infant questions
Public visitors need valid identification: the Sheriff lists a state ID, driver’s license, passport, military or international ID. Cracked, expired, taped, faded, laminated or apparently altered cards are refused. Match the booking account to the identification; ask before travel if you have a replacement receipt or another document not listed.
The current guidelines allow at least one adult, no more than two adults and no more than three visitors total. They define an adult as over 18, while the website’s on-site video paragraph says 18 and over; the August 2024 handbook calls children those under 16. These are real category conflicts. For a visitor aged 16–18, confirm required ID, adult supervision and how the person counts in the party at 980-314-5200 or, for North, 704-336-8100.
Add every child through the portal’s Manage Visitors process and include the child on the scheduled party. A child should not create an independent adult account. The reviewed documents do not resolve whether infants count toward the total, exact birth-certificate/guardianship proof, who may supervise another person’s child, or diaper/bottle/stroller exceptions. Ask about each child’s age and required documents before booking travel. The ordinary ban on bags and food provides no automatic diaper-bag or formula exemption.

Clothing, belongings and screening
Wear clothing covering cleavage and all underwear, with trousers/skirts at the waist. Skirts and shorts must reach mid-thigh. The rules prohibit halter, tube, bikini or low-cut tops; narrow straps/tank tops; miniskirts/short shorts; and leggings, jeggings or tights unless under appropriate clothing. Hats, do-rags, hoodies and face masks are listed as prohibited. Religious or medical exceptions are not explained publicly; request an accommodation before travel through the facility.
Do not carry bags, handbags, backpacks, food/drinks, cellphones or other electronics into a public visit. Knives, pepper spray, nail files or anything staff considers a weapon, tobacco, matches and lighters are prohibited. Staff may allow certain items in check-in lockers, with electronics fully switched off, but storage is discretionary. Leave unnecessary belongings elsewhere and confirm arrangements if arriving by transit. Ask specifically about essential medication, mobility equipment and infant supplies rather than assuming an exception.
Visitors entering or leaving secured areas may be searched. Follow staff directions, keep feet on the floor, avoid intoxication and do not pass anything to the resident. Disruptive behavior, contraband or rule violations can end the visit and lead to further restrictions. A professional device exception does not apply to family visitors.

Long-distance, hardship and clergy visits
The August 2024 handbook describes a special-visit request to the Administrative Captain or designee with listed conditions: the visitor lives at least 50 miles from Charlotte, the resident has no disciplinary write-ups during the preceding 60 days, and a family emergency or hardship prevents the regular visit. The resident submits an Administration kiosk request with reasons and visitor names, ages and addresses. Approval is discretionary; a special visit is limited to once every 60 days and replaces the ordinary weekly visit. Ask whether this procedure is currently available for the person’s Central or North unit before buying travel.
Clergy must obtain permission from the Volunteer Coordinator at 980-314-5172 during weekday business hours, bring photo ID and ministerial credentials, then register in the visit portal. Relatives cannot use clergy status to visit their own family member. The webpage lists Monday–Friday and Sunday windows 8:00–11:00 a.m., 1:00–4:00 p.m. and 8:00–10:00 p.m.; Saturday is not listed. It describes noncontact, potentially recorded visits.
The same clergy page offers one free 25-minute video plus one in-person visit weekly but later limits clergy visits to one per week. Confirm the actual allowance with the coordinator. No public family-contact program or automatic compassionate exception was verified; request approval rather than arriving without a reservation.

Counsel and professional exceptions
The current guidelines give law-enforcement/defense-team hours daily: 8:00–11:30 a.m., 1:00–4:30 p.m., 5:30–6:30 p.m. and 8:00–10:00 p.m. Standard noncontact professional visits need no advance booking; contact visits require the linked Professional Contact Visit Request Form at least 24 hours ahead. Because the professional instructions identify Central, counsel should confirm North arrangements separately.
Bring state photo ID plus a bar card, agency badge or appropriate defense-team letter. An unaccompanied non-attorney team member needs a signed, dated firm-letterhead authorization on file and hard copy at Central check-in; letters last 12 months. Standard visitors must be 18 or older; unaccompanied contact visitors 21 or older, or 18 with an attorney/officer. Approved professionals may control a phone and one additional device themselves; the resident cannot use them. Contact visits require closed-toe shoes and exclude ties, scarves and similar risky accessories.
Document exchange has a specific staff-mediated exception: a sealed, unaltered envelope of 8½ × 11-inch documents, maximum 500 pages, may be screened and passed during the professional visit when staffing permits. More than 500 pages can be delivered by counsel/representatives to Central’s visiting desk Monday–Friday, excluding holidays, 8:00 a.m.–4:00 p.m., in labeled sealed envelopes with resident name/PID and attorney contact details; photo ID/sign-in and no staples/clips are required. Review the full professional guidelines before delivery.
For confidential video, the Sheriff offers the paid Jurislink route on its attorney-client page. Counsel must register legal telephone numbers through the Sheriff’s unrecorded-call procedure; the page gives fax 980-314-5237. Ordinary family accounts are not privileged simply because an attorney joins.

Test video, cancel and report failed sessions
The Mecklenburg portal says iPhone/iPad users can schedule and visit in Safari using WebRTC; VisBridge is no longer required. Android users should follow the portal’s current GTL VisMobile/Schedule Visits/Internet Visits links and update the required apps. Allow camera/microphone access, test the selected device and connection ahead of time, and use headphones as recommended. Keep the confirmation available and log in before the start. Select a quiet, private setting and follow the same conduct rules; ordinary visits may be monitored or recorded.
To cancel in the portal, open the appointment summary or its cancel/red-X control, read any charge shown and confirm cancellation. Verify it moved to Canceled Visits; closing the browser is not cancellation. View Visit History for the transaction. The public portal displays its applicable refund notice during booking, but a fixed Mecklenburg cancellation/refund deadline was not publicly verified. Read that notice before paying.
If the resident never appears, audio/video fails or the jail cancels, note the date, time, PID, appointment/transaction number, device and error, and save screenshots without recording private legal content. Contact 855-208-7349 for support and request review of the specific charge; contact the jail for resident availability. A failed call does not prove release. Avoid repeatedly buying replacement sessions before the account problem is understood. A fee refund is not guaranteed merely because a session ended early.

Calls, correspondence and resident money
Keep communication products, mail addresses and payment purposes separate.
Separate trust, calls, video and messages
| Service | Correct starting point | What it supports |
|---|---|---|
| Resident trust/commissary | TouchPay through Sheriff Send Money; facility locator 228201. | Resident purchases/authorized trust uses, subject to local limits. |
| Calls to your telephone | ConnectNetwork AdvancePay; Mecklenburg site 145. | Prepaid incoming calls to the funded outside telephone number. |
| Scheduled video | Mecklenburg ViaPath visitor portal. | The selected remote/on-site visit; check its own free allowance and price. |
| Electronic messages/tablet services | GettingOut through Sheriff attorney-client/contact information. | The selected messaging account; separate from AdvancePay and trust. |
Start from the Sheriff’s money page, phone page or visitor portal. A shared ViaPath/GTL brand does not make balances interchangeable. The local ConnectNetwork page lists AdvancePay and video/scheduling, not a verified direct family PIN Debit option. The handbook describes residents purchasing debit calling through commissary; do not deposit into an unverified product because another jail uses it.
Check the person’s PID, exact Mecklenburg facility, product, recipient number, total fee and receipt before paying. North’s reopening does not require inventing a different account code; confirm the selected resident remains available after a transfer. Never send payment to an individual claiming a private release fee.

Set up and receive a resident call
The Sheriff uses GTL/ViaPath telephone service. Create or fund an AdvancePay account for the telephone that will receive calls, online through ConnectNetwork or at 800-483-8314. Keep the funded number accurate. The resident initiates calls; family cannot telephone the housing unit and expect an incoming call to be connected. Follow the recorded acceptance instructions; the Sheriff says billing begins when you accept.
Calls are limited to 20 minutes, with a warning at 19 minutes. The handbook describes collect, prepaid and resident debit calls, including international debit, with phones unavailable around meals, shift changes and lockdown. Ordinary calls are monitored/recorded; keep case strategy for approved confidential counsel contact.
The free-call schedule conflicts: the current phone page says one free 5-minute call monthly on the 7th; the visiting page and portal say one free 5-minute call weekly. Confirm the resident’s actual allowance with the jail or provider before budgeting. Current Mecklenburg per-minute rates and all taxes/fees were not publicly verified; review the rate shown in the selected account before funding. A general provider rate for another state or facility is not Mecklenburg’s rate.

Blocked calls, refunds and remaining credit
If calls fail, first check the funded outside number, available balance, call-block settings and whether your carrier accepts the call type. The Sheriff lists 866-230-7761 or 877-650-4249 for telephone blocks/account help. The handbook warns that call waiting, putting the call on hold, transfers, three-way calls or keypad use can disconnect it. Ask the resident to report a unit telephone fault to staff; outside support cannot override housing restrictions.
For a disputed or poor-quality call, record date/time, originating resident/PID, called number, duration, charge and error. Ask provider support to investigate the transaction. Following a transfer or release, check whether the receiving facility supports the same service before adding funds; a resident trust refund does not close your AdvancePay account.
ViaPath’s terms effective June 1, 2026 say friends/family accounts become inactive after 180 days without activity and allow a refund request within 270 days of the last activity; after that, remaining funds are converted to a free-calling program unless law/facility requirements provide otherwise. Older help text can differ. Request unused credit promptly through ConnectNetwork support or GettingOut 866-516-0115 for that product, keep the confirmation and update contact details. Do not assume deposits, promotional credit and transaction fees all have the same refund treatment.

Electronic messages and tablet access
The Sheriff identifies GettingOut for electronic messaging. Register your own account, choose the Mecklenburg resident and the service actually offered, and check whether the purchase funds your account or the resident’s account. A messaging balance is not a phone or commissary balance. Save sent-message status and receipts; approved delivery depends on facility screening and the resident’s access.
The handbook describes tablet material including facility messages and reading resources, with some content charged separately. Current local message/photo charges, attachment limits, approval time and tablet access in each reopened North pod were not verified. Read the charge screen and ask 866-516-0115 about account/delivery issues; ask the jail about an unavailable tablet, disability access or a housing restriction. Do not repeatedly pay to resend while a message is awaiting review.
Ordinary messages and photos are subject to review and are not a confidential legal channel or an urgent medical reporting method. Provider branding may move toward myViaPath; follow the link and instructions on the existing official account rather than creating duplicate balances. A provider transition notice alone does not prove Mecklenburg has changed every service.

Personal mail, legal mail and money use different addresses
| Purpose | Address format | Route rule |
|---|---|---|
| Personal letters/photos/drawings | Mecklenburg County Sheriff’s Office, NC Resident full booked name, PID P.O. Box 247 Phoenix, MD 21131 | TextBehind scans personal mail for digital delivery. Include sender full name and physical return address. |
| Legal mail (handbook address) | Resident full booked name, PID P.O. Box 31367 Charlotte, NC 28231 | Use proper attorney/court identification; legal mail is opened for contraband in the resident’s presence. |
| Approved money order/cashier’s check | Resident full booked name, PID P.O. Box 31427 Charlotte, NC 28231-1427 | Follow Finance instructions; do not enclose funds in personal correspondence. |
Use the exact booked name and PID on correspondence and a complete handwritten sender return address; the Sheriff prohibits sticker address labels. Do not abbreviate the facility/state in the personal-mail heading. Phoenix is a processing address, not the jail or a public counter. Do not send legal originals, cash, money orders or packages there as ordinary letters.
The Sheriff mail page and scanning notice govern personal mail; the handbook supplies the separate legal address. Signature-required certified/registered incoming mail is not accepted. If counsel needs tracked delivery or the resident moved, confirm the correct legal method with the mailroom through 980-314-5200 first. Physical visit addresses are not interchangeable with these postal boxes.

Photos, prohibited enclosures and missing mail
Send ordinary flat correspondence and permitted images, keeping copies. The Sheriff prohibits Polaroids; stickers/tape; plastic, cloth, wood, glass, ribbon, metal or magnets; staples/clips; glued contents; perfume/lipstick; food; stamps/envelopes; newspaper clippings; and photocopied books/magazines. Cardboard and bubble envelopes are not accepted. Nudity, sexual content, gang material, hate/violence advocacy and instructions for unlawful substances/explosives can cause rejection.
The August 2024 handbook lists up to 10 internet pages per envelope, cards no larger than 9 × 6 inches, and possession of 10 photographs, 4 × 6 inches. Those physical-possession limits do not establish a current TextBehind upload or scan-batch allowance. Confirm photo/page limits and an alternative for someone without tablet access with the mailroom before a large or unusual mailing.
For missing scanned correspondence, first verify name/PID, full facility heading, postage, return address and whether the resident transferred or was released. Keep the mailing date and copy; contact TextBehind at info@textbehind.com for processing and the jail for delivery/access. Rejected items may be returned or handled under the mail/property policy; ask for the reason and resident notice. The handbook describes a publication-disposition response within 5 days, excluding weekends/holidays; preserve that notice and promptly use the resident grievance process if contesting the decision. No separate current public sender-appeal deadline was verified.

Books, packages and keeping originals
Books and periodicals must come directly from a bookstore or publisher with an invoice. Hardcover books are prohibited. The mail page limits cell possession to 5 books and 5 magazines, including legal/religious texts; excess must be sent out rather than assumed stored. Check the current banned-publication list linked from the mail page and ask about content before purchasing.
A clearly separated current shipping address for commercial books was not verified. The personal-mail page combines publication rules with the Phoenix scanning address without resolving every parcel type. Ask the Central mailroom through 980-314-5200 for the authorized book delivery address and North resident handling; do not guess that either the legal box or Phoenix will accept your parcel. Family-packed food, clothes and supplies are not book shipments. Approved commissary gift packages use the separate iCare route.
Do not send irreplaceable photographs or documents for scanning. TextBehind’s original-return topic says originals are retained up to 30 days, while its physical-letter topic warns of destruction after 15 days. Request return immediately through TextBehind’s return-request process, giving the resident name/ID, facility and sender details; ask for handling/shipping costs. Neither source promises that originals will remain available until release. Legal originals belong in the approved legal process, not ordinary scanning mail.

Deposit into resident trust correctly
The Sheriff authorizes TouchPay online through its linked payment portal, by telephone at 866-232-1899, or published lobby kiosks. Use facility locator 228201 and the resident’s correct PID/name. The local page names Central and North kiosks, but current public lobby access at newly reopened North needs confirmation at 704-336-8100 before traveling. Read card/cash options, total fee and receipt on the selected channel; no single current all-channel fee was verified.
The published resident-account ceiling is $300; intake money is a stated exception. Check eligibility/balance before depositing rather than splitting a payment to bypass a limit. Account details are supplied to the resident, not automatically to family.
By mail, send an approved money order or cashier’s check payable to the resident’s full booked name, with DOB and PID on its face. Put the sender’s full name/address on the instrument and envelope. Use P.O. Box 31427, Charlotte, NC 28231-1427. Do not mail cash or personal checks, and keep the purchase receipt. Do not send it with personal letters to Phoenix.
For a lost money order, Finance requires a written inquiry to Resident Trust Account Department, 801 East Fourth Street, Charlotte, NC 28202, with resident name/DOB/PID, sender contact details and copy of the receipt/check number. The page says these inquiries are not handled by telephone. General Finance questions use 980-314-5165, 8:00 a.m.–5:00 p.m., seven days.

Orders, iCare and supplies without money
Central’s current commissary page lists ordering Sunday and Tuesday, 8:00–11:30 a.m., 1:00–4:30 p.m. and 7:00–11:00 p.m.; deliveries Tuesday/Thursday. It permits two orders weekly, maximum $50 per order. The August 2024 handbook contains lower classification-based figures and a different weekly maximum. Confirm current unit limits with Finance; North’s new delivery schedule was not verified and is not necessarily Central’s.
The resident needs the identification bracelet, signs for their own order and should check it before signing; the page disallows later returns/exchanges. The Sheriff links iCare packages: select the correct facility/person, choose only offered eligible products, review limits/delivery/refund terms and keep the order confirmation. This does not authorize a home-packed parcel or a restaurant delivery. Ask Finance about a missing order and use the vendor’s order tracking/support for the purchase.
For people without funds, the handbook describes eligibility after 10 days without money and a balance of $3 or less: request weekly indigent hygiene and stationery kits through commissary. The stationery kit contains 2 sheets, 2 stamped envelopes and a pencil; basic soap is provided weekly. Charges may create an account debt deducted from later funds. Ask staff for the request and current eligibility rules; lack of money does not justify denying necessary medical care.

Money releases, unused orders and final balance
A resident’s authorized money release is separate from an ordinary deposit or bond payment. The handbook limits the routine release to qualifying intake funds; the money page sets a $25 minimum and $2 check fee. The resident completes the release form naming the recipient. The public page requires pickup the same day it is signed: obtain the paperwork at the housing facility, then use Central Finance’s published 8:00 a.m.–5:00 p.m. window, excluding holidays/inclement-weather closures. Bring the required state photo ID and confirm the exact process with 980-314-5165 before traveling, especially if housed at North.
At release, ask for a balance statement and payment instructions. The money page says money not received at departure can be collected at Central during the finance window or mailed by check. Confirm forwarding address and any deductions; do not assume phone/video balances are included. Intake funds used for cash bond have a separate authorization and Clerk-of-Superior-Court check process, described as available at any time; this does not make a family trust deposit a posted bond.
For commissary ordered before release but not delivered, the current page gives 7 days to collect at Central Finance, Monday–Friday, 8:00 a.m.–5:00 p.m., and says no refund/credit for ordinary release. The handbook lists broader daily pickup hours and a transfer exception; use weekday hours or confirm before a weekend trip, and ask about a transferred person’s order specifically. Keep order and release dates.

Care, access and safety
Report urgent needs, request accommodations and use complaint channels.
Tell medical staff what the family knows
The Sheriff’s family medical hotline is 980-314-5222. It is a voicemail for routine medical or mental-health concerns, with a published callback in 48–72 hours. Leave the resident’s full name/PID, current facility if known, your relationship and callback number, and a concise concern. Have diagnosis, medication/pharmacy/prescriber details, allergies and recent treatment information ready; ask how to provide records securely.
For immediate danger, possible self-harm, withdrawal, missed critical medication or a rapidly worsening condition, do not wait for that voicemail. Call Central 980-314-5200, APC 980-314-5100 if newly booked, or system/North 704-336-8100; explicitly request the on-duty supervisor and medical staff for an urgent welfare concern. Say what was reported or observed and when, without guessing a diagnosis. Use 911 when emergency dispatch is needed.
The resident should tell staff immediately about urgent symptoms and use the medical/mental-health kiosk request for routine care. Family can provide important information even when staff cannot disclose the resident’s private health details. Ask the clinical team what authorization the resident must sign before they can discuss treatment with you; being next of kin does not automatically provide access to records. The public sources do not supply a complete family consent form or guaranteed callback outcome.

Medicines, glasses and care costs
Do not bring medication, glasses, contact solution or a medical device to the visiting desk without clinical approval. The handbook allows specified personal medical items but does not publish a complete family drop-off protocol. Call the medical hotline for nonurgent instructions, or the urgent facility route when delay threatens care. Ask which clinician must approve the item, original packaging/prescription requirements, receiving location and how delivery is documented. The family’s outside prescription information helps review; it does not itself authorize use inside.
The August 2024 handbook publishes $20 sick-call and $10 per medication for a 30-day supply charges, with exceptions including chronic care, mental health, emergencies, screening, follow-up and sexual-assault care. These are dated published charges; ask Finance/medical staff about the current assessment and any disputed charge. The handbook says care is not denied because the resident cannot pay.
At release, ask medical staff for remaining medication and follow-up instructions before leaving. The handbook says outside medication brought to the facility must be claimed within 2 days after release or it is disposed of. Confirm where an authorized recipient may collect it, especially following North housing or a transfer. This short collection rule is not permission for an unapproved drop-off.

Disability, language and religious needs
Ask early for the accommodation actually needed: accessible visiting station, help using a kiosk, hearing/vision communication, interpretation, mobility access or a medical/religious dress exception. The handbook directs residents to Support Service Supervisors through the kiosk and to the pod supervisor for help reading or submitting requests. It describes video communication for deaf residents; ask staff how to access the current equipment rather than assuming an ordinary telephone account solves the need.
Families should contact the housing facility before the appointment, state the barrier and requested assistance, and keep the response. No dedicated current public detention ADA telephone or complete visitor accommodation form was verified. Use Central 980-314-5200 or system/North 704-336-8100 to reach the responsible supervisor. A wheelchair-accessible transit vehicle does not establish an accessible route from a street stop through a jail entrance.
For court accommodations, the separate Mecklenburg court ADA contact is 704-686-0268. Detention religious needs can go through the chaplain at 980-314-5465; clergy permission is a different process. Ask about language assistance for the particular office instead of relying on a child to interpret important medical or legal instructions.

Resident grievances and family complaints
For an ordinary detention problem, the handbook directs the resident first to the pod supervisor, then to the kiosk Request/Grievance process if unresolved. Describe the event, dates, people involved and requested remedy, and save the tracking/response. It gives a response period of 7 days excluding weekends/holidays and an appeal within 72 hours excluding weekends/holidays, with one appeal level. Ask for assistance or a usable alternative if disability, literacy or kiosk access prevents filing. Discipline and classification appeals have their own procedures; do not substitute this general deadline.
Families can report employee misconduct to the Office of Professional Compliance (OPC), 980-314-5840, 901 Elizabeth Avenue, Suite 400, Charlotte, NC 28204, through its official complaint route, in person, by mail or phone. The office accepts anonymous and third-party complaints. Give incident date/time/place, staff name or employee code if known, witnesses and supporting material, and ask for a reference number. Its stated investigation target is 60 days, not a guaranteed resolution date.
Use the current OPC page for submission details. The PREA page still carries an older office address; use the current OPC address above for an ordinary personnel complaint. An OPC complaint does not automatically file the resident’s grievance or appeal, and neither should delay an urgent safety report. Keep copies of each separate submission.

Report sexual abuse or immediate safety concerns
The Sheriff’s adult PREA reporting voicemail is 980-314-5192; the page describes anonymous/confidential reporting. Family and other third parties may report suspected sexual abuse or harassment. State the resident name/PID, facility/unit, what happened, when, immediate safety risk and a safe way to contact you. The page also lists Charlotte-Mecklenburg Police at 704-336-7600 for third-party reports.
A resident can tell trusted detention or medical staff, a volunteer or the PREA Coordinator, or use the kiosk reporting route. Immediate danger needs the on-duty supervisor/medical response, not waiting for a routine grievance or voicemail callback. Report retaliation or threats separately. The handbook describes a PREA administrative decision within 90 days, with a possible 70-day extension and notice; these are case-handling periods, not waiting periods before requesting protection.
For outside sexual-assault/domestic-violence support, Safe Alliance’s current Greater Charlotte Hope Line is 980-771-4673, 24/7, with Spanish-speaking advocates/interpreters. The handbook has an older outside number, so use the provider’s current line. Its resident dialing instructions should be confirmed with staff. A support advocate and a Sheriff incident report serve different needs; ask the advocate about confidentiality and available help.

Court, belongings and coming home
Confirm orders, counsel, payment, pickup and a practical release plan.
Find the case, hearing and correct courthouse
Use the official North Carolina Courts Portal for case information, with the case number and exact name. Confirm the next hearing date, court division, courtroom or remote instructions and any release conditions. A scheduled hearing does not mean transport to a public courtroom is certain; ask counsel about the person’s attendance arrangements.
Mecklenburg County Courthouse: 832 East Fourth Street, Charlotte, NC 28202; 704-686-0400. The court page lists public hours Monday–Friday, 9:00 a.m.–5:00 p.m., closed weekends. It is a separate building from Central at 801 East Fourth Street. Use the court’s current calendar/notice for a particular hearing and allow screening time. Court ADA help is 704-686-0268.
The jail’s record and court file answer different questions. If a bond/order changed in court but the custody screen has not changed, retain the order/case number and ask counsel or the Clerk what has been transmitted; then ask APC about release processing. Do not treat an online docket entry as a pickup authorization.

Reach appointed counsel and protect legal contact
Mecklenburg Defenders lists 720 East Fourth Street, Suite 300, Charlotte, NC 28202, 704-686-0900. If the court appointed the Public Defender, give the name and case number and ask who is assigned and how to provide information. Appointment depends on the court’s eligibility/representation process; calling the office does not itself appoint a lawyer or guarantee that office handles the case.
Tell counsel about approaching hearings, changed contact information, safety/medical concerns relevant to the case and possible release-plan resources. Ask counsel about bond review, holds and court conditions rather than relying on a bond amount alone. The handbook lists resident Public Defender dialing code *05 during 10:00–11:00 a.m. and 3:00–4:30 p.m.; ask staff if the current system or unit differs.
Lawyers should arrange protected telephone/video access through the Sheriff’s attorney-client procedure and identify legal mail properly. Do not discuss confidential strategy over a family call, ordinary GettingOut message or public video session. A trusted relative may help deliver information to counsel, but should not impersonate the attorney in a professional account.

Understand the order before paying a bond
Copy each case number, bond amount, bond type and hold from the current record, then confirm with the criminal magistrate at 704-686-0050 or APC 980-314-5100. Resident Inquiry uses codes including SEC (secured), UNS (unsecured), CASH (cash), CUST (custody) and NONE. Ask what the actual signed order permits; do not infer that every code represents a payable cash bond.
North Carolina’s court explanation distinguishes release by written promise, unsecured bond, custody of a responsible person and secured bond. A secured order may require an approved cash/property/surety arrangement; another hold or case may still prevent release. A lawyer can address a request to change conditions. A commercial bondsman’s charge is different from money held by the Clerk and may not be refundable. Use the official licensed/prohibited bondsman lookup if considering that route and read the contract.
Cash bonds cannot be paid through the court Portal. Paying a fine or court fee online does not post a release bond. Before taking money, ask the magistrate/APC for the current posting counter, hours, exact accepted payment form, ID/payee requirements and receipt/refund process for that order. A current complete Mecklenburg public payment-method/counter schedule was not verified; do not rely on an assumed card option or a quoted release-time estimate. Trust-account deposits and iCare purchases are not bond payments.
County Pretrial Services can assess eligible people and supervise release ordered by a judicial official; its recommendation is not binding on the court. Ask counsel whether assessment or reconsideration is appropriate. Before leaving, obtain the assigned case manager, first reporting date/location and all conditions, which can include office visits or substance screening. Missing supervision obligations can result in return to custody; a pending appointment request does not change a court order.

Authorize property pickup and avoid disposal deadlines
The resident must authorize the named recipient through the property-release process. The handbook requires a signed Resident Property Release Form and appropriate identification for pickup; ask the housing unit how the form reaches Central’s property/finance staff. Confirm whether the particular item is personal property, evidence held by the arresting agency, or a medical item with separate handling. A family relationship alone does not release it.
The handbook publishes Central property access 8:00 a.m.–5:00 p.m., excluding holidays/inclement-weather closures, and disposal of unclaimed property after 90 days following release. Excess property has a much shorter 7-day pickup period after notice. Confirm the item, signed authorization, receiver ID and deadline at 980-314-5200 before coming. North housing does not establish a separate verified North public property counter.
Do not bring routine clothing, shoes or personal supplies as an unapproved drop-off. Arrange court clothing through the legal representative and facility procedure. Money releases, undelivered commissary and medication collection follow their own rules and shorter deadlines described in this guide. Keep a pickup receipt and identify missing items before leaving.

Prepare for the actual release, not an estimate
APC’s Records and Release staff check court paperwork, all charges, warrants and holds before release. Paying an eligible bond or seeing an order online starts or advances a process; it does not establish an exact departure time. Confirm with APC 980-314-5100 whether paperwork is received, another case/hold remains and whether this is release to the community or transfer to another custodian.
- Confirm the current physical facility and actual public pickup point. For North, ask 704-336-8100 rather than assuming Central’s exit.
- Arrange a reachable driver, working phone and backup transport; check the last usable transit trip, not only the service’s general closing time.
- Before leaving, ask for personal property, money instructions, medication/follow-up information and next court/supervision obligations.
- Keep receipts and release paperwork; contact the responsible office promptly about anything missing.
No public guaranteed release duration, North-specific exit/waiting area or overnight public waiting arrangement was verified. Do not pay an unofficial person for a faster release. If the person has no safe destination or needs treatment continuity, request release-planning help while still in custody; a late-night release may occur when community offices are closed.

Ask for a usable reentry plan before departure
Use the resident kiosk or Programs 980-314-5183 to ask about education/GED, English learning, vocational skills, substance-use support, parenting and case planning. Availability depends on eligibility, classification and location; a Central program listing does not prove the same class runs in every newly reopened North pod.
The Sheriff’s Post Release Resource Center at 801 East Fourth Street, announced November 21, 2025, connects people with identification/birth certificates/Social Security documents, Medicaid/food assistance, housing, employment, behavioral-health and transportation resources. Ask Programs for the current access hours and referral or appointment before release. It is not a promise of a bed, immediate benefits or a guaranteed ride.
Re-Entry Support Services (RESS) offers practical supplies and referrals, but its page says it is unavailable nights/weekends. Request help early through the chaplain 980-314-5465 or volunteer office 980-314-5172. Have a specific destination, medication plan and follow-up contact. The handbook also describes release preparation for people held longer than 180 days, requested within 60 days of expected release through the Classification Housing Manager.
County Criminal Justice Services lists coordinated-entry housing help at 704-284-9665 and Alliance crisis support at 877-223-4617; 988 is another crisis-contact option. State-prison reentry programs described on county pages may have different eligibility from county-jail release. Call the receiving service to confirm eligibility, intake and availability rather than arriving expecting immediate placement.
County Re-Entry Services also publishes an online referral route for voluntary help after state/federal incarceration or an active sentence in a local jail, including people in the community within one year of release. Submit the referral before or after departure as appropriate; the program can address documents, treatment and employment needs. Its housing component requires participation in a CJS direct service and additional eligibility, so a referral is not an immediate housing placement.

Travel to the actual public destination
Real decks, current CATS stops, final approach and useful local contacts.
Arrive at the correct door and public parking
| Destination | Practical parking/arrival | Limit to confirm |
|---|---|---|
| Central — 801 East Fourth Street | Sheriff directs visitors to 4th Street Parking Deck, 983 East Fourth Street, at McDowell. Entrance on Fourth Street opposite the I-277 exit ramp. | Follow detention signs for Central; the courthouse across the street has its own entrance. |
| Public video — 901 Elizabeth Avenue | No public parking at the administration/video building. Use the same Fourth Street deck and walk to the address on your appointment. | Do not go to the old Work Release name expecting housing. |
| North — 5235 Spector Drive | Spector Drive leads from Statesville Road to the facility. The older handbook describes I-77 exit 16A, Sunset Road, then Statesville and Spector. | Old juvenile-era free-lot instructions do not verify reopened adult visitor access, lot hours or drop-off. Confirm before arrival. |
The courthouse’s current parking guidance quotes the Fourth Street deck at $1 per half hour or $12 per day, accessible parking on Level 2, and vehicles up to 9 feet on that level; motorcycle drivers should ask the attendant. Confirm the posted price and access on arrival. An alternative Government Center deck is 232 South Davidson Street, at Fourth/Davidson.
Full evening/weekend deck entry and retrieval hours were not verified. Check before booking an 8:00–10:00 p.m. visit, and allow time for walking/security. The court’s published crosswalk-to-McDowell-entrance directions lead to the courthouse, not automatically the jail or video center. For accessible drop-off, entry door, lockers or North parking ask Central 980-314-5200 or system/North 704-336-8100. Do not stop in a secured vehicle entrance or assume staff parking is public.

Current CATS routes and the final approach
| Area | Service/stop | What remains after the ride |
|---|---|---|
| Central / public video | Gold Line streetcar: Davidson St. or McDowell St.; CTC/Arena connects the center-city transit hub. | Use signed crossings and continue to 801 East Fourth Street or 901 Elizabeth Avenue according to the reservation. |
| Central bus alternatives | CATS local routes 6, 9, 14, 15, 20 and 27 serve 4th St & McDowell St, stop 45768. Routes 17 and 23 serve Davidson St & 4th St, stop 25420. | Check the direction and return stop in the trip planner; an outbound stop is not automatically the return boarding point. |
| North | Route 7, Beatties Ford, serves Statesville Rd & Spector Dr: outbound stop 45839 and inbound stop 45852. | Buses do not travel down Spector Drive to the detention entrance. Confirm a safe, accessible final connection with the facility. |
The reviewed official CATS GTFS feed covers September 8–October 4, 2026. It confirms Route 7 at Spector, not an assumed Route 21 based on the word “Statesville.” For the September 28 weekday service, the last listed inbound trip at stop 45852 is 1:04 a.m. the following morning. This is scheduled data, not a guaranteed late-release ride; weekend patterns, detours and the time needed to reach the stop differ. Check CATS’s current route/day/direction schedule and live service before traveling.
The Gold Line page publishes roughly 30-minute frequency, weekdays 6:00 a.m.–11:26 p.m., Saturdays 8:00 a.m.–11:26 p.m. and Sundays 8:00 a.m.–10:36 p.m., with fare-free service until further notice. Those are line operating spans, not a guaranteed departure from your particular platform. Ordinary bus fares are separate.
For routing and accessibility, call CATS 704-336-7433. Ask for both outward and return trips and any service alert. North’s Spector Drive walk has no verified continuous accessible sidewalk/lighting or approved rideshare drop-off in the reviewed sources; do not promise a short or accessible walk. Ask North through 704-336-8100 about the final approach, especially with children, mobility needs or an evening appointment.

The North hotel’s dining page lists daily takeout 5:00–10:00 p.m. and a 24-hour guest pantry; call for current restaurant hours and whether non-guests may use the service. Both hotels require a separate transport plan to the correct detention/video entrance. Do not assume a jail shuttle, walkable route, room availability or a fixed rate.
Confirm the jail appointment before making a nonrefundable reservation and check business hours directly before a late arrival. Restaurant/hotel parking is for their customers under their rules, not substitute jail parking. Food purchased outside is not an approved resident package and is prohibited in public visiting areas unless the facility has expressly approved a specific exception.

Facility record / North Carolina
Mecklenburg County Jail North is a county or city jail in Charlotte, Mecklenburg County, North Carolina. It has a rated capacity of 722 and a reported population of 85 — about 12% occupancy, as recorded in the February 2026 federal dataset. By capacity it is the 6th-largest of the 96 county or city jail records listed for North Carolina with a published capacity. It is one of 3 correctional facilities in Mecklenburg County.
Jail411 does not hold custody records. A listing here does not mean anyone is held at this address. Confirm the person’s location with the responsible agency before you travel, send money, or pay for a service.

Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
