PART 01

Find the right person and place

Current CJC identity, custody records and useful contacts.

Start with the current adult jail

The Wayne County Sheriff’s Adult Detention Facility (ADF) is part of the Wayne County Criminal Justice Center (CJC), 5301 Russell Street, Detroit, MI 48211. The county identifies adult detention as Suite 500, the Sheriff’s Office as Suite 400 and the public video suite on the Administration Building’s first floor. Use the public entrance and ask for the service you need; a suite number does not authorize entry to a housing area.

The Andrew C. Baird/Division I, Old Wayne County Jail/Division II and William Dickerson/Division III names belong to older physical locations. The Sheriff now uses its old “jail-division-1” website address for the current CJC page. An old web address, directory population or building name is not proof someone is still housed there. Confirm custody at 313-224-0797 before traveling.

CJC also contains a separate juvenile facility, Suite 300, 313-967-2004; this adult guide does not govern youth visits or mail. Detroit Detention Center at 17601 Mound Road is a separate city prearraignment destination: Detroit’s official records document the transfer from MDOC to Detroit Police in 2025. Detroit Reentry Center at 17600 Ryan Road closed January 9, 2021. State prison, federal, immigration and other local police custody require their own location and rules.

Find the booking and troubleshoot a missing record

Use the Wayne County Sheriff Inmate Inquiry reached from the Sheriff’s inmate-information page. Search fields include name, subject number, booking number, custody status, booking-date range and housing facility. Begin with the name or known booking number; a restrictive date or housing filter can hide a relevant record. Match the identity, not just a similar name.

  1. Keep the booked name, date of birth if available, 10-digit booking number, subject number, current custody/housing description, booking date and each displayed court, case, charge, bond or release entry. The subject number and court case number are not interchangeable with the booking number used for money and mail.
  2. If there is no result, try a known spelling variation and remove optional filters. Ask the arresting agency where it actually transported the person and whether county intake has happened.
  3. Call 313-224-0797 with the identifying details, arrest date and agency. Ask about intake, transfer, court movement or release; no public update-time guarantee was found.
  4. Recheck before visiting, depositing or mailing. A historical booking or electronic-monitoring/program entry is not confirmation of an ADF housing bed.

The Sheriff directs questions about the specific charge, case or bond type to the court with jurisdiction and limits further public disclosure beyond its portal. A public-records request is not a fast substitute for confirming an immediate visit or pickup.

PART 02

Plan a visit that can actually happen

Video modes, schedules, identification, children and exceptions.

A jail visit is still a video visit

All ADF social visits are noncontact video. The person in custody uses a housing-unit kiosk or tablet. Families can use their own device remotely or the public Video Visitation Suite on the first floor of the CJC Administration Building. Coming to Russell Street does not create a face-to-face or contact visit.

The Sheriff publishes 1 visit per week, up to 30 minutes for an eligible social visitor. Its public page does not explain whether the same allowance is counted across every remote and on-site mode, what day the week resets, whether additional paid sessions are allowed or whether a particular visit is free. Confirm these points for the booking at 313-224-0797 before buying a service or reserving multiple sessions. A vendor screen offering a slot does not override a jail restriction.

For a person in restricted housing, court, treatment or a newly assigned unit, ask whether social video is available and when eligibility is reviewed. For a denied or suspended visitor, ask the reason, responsible supervisor and review process. Disruptive behavior can result in removal from the visitor list.

Three published schedules: confirm the actual appointment

ADF visiting windows — Detroit local time
Published itemHoursWhat it means
Detailed housing-unit social video8:00–10:30 a.m.; 12:30–2:00 p.m.; 6:00–9:00 p.m.These narrower windows appear on both current ADF and visiting pages. Confirm the person’s available slot.
Public on-site Video Visitation SuiteMonday–Friday 8:00 a.m.–5:00 p.m.; closed weekends and holidaysThis is the public room’s opening schedule, not uninterrupted housing-unit availability.
Broad Social/Professional Visitation headings8:00 a.m.–2:00 p.m.; 4:00–9:00 p.m.The same visiting page also shows these broader hours. The conflict is not explained.

For an on-site appointment, confirm both that the public suite is open and that the housing unit can connect. Do not travel for an evening or weekend public-suite visit based only on the broad heading. Ask 313-224-0797 to verify the mode, date, unit and check-in deadline; the public rules do not state a universal arrival cutoff or a fixed reservation lead time.

Keep the confirmation, visit type and Detroit time. Allow time for the walk from the public lot and security. The Sheriff says hours can change with the facility schedule; court movement, treatment and facility restrictions can interrupt access.

Sources: Sheriff · current ADF visitation · Sheriff · current Adult Detention Facility · GettingOut · visit time zone

Identification, children and the age conflict

The Sheriff’s social-visiting rule says visitors must be at least 17 and have acceptable identification. For the on-site window it lists a City of Detroit Municipal Identification Card, federal military ID, passport, state ID or state driver’s license. Bring the original accepted document and use the same legal identity in the reservation. The general suite paragraph calls for valid government photo ID.

GettingOut separately states its services are intended for people over 18. A 17-year-old should not create an account with a false birth date or assume the Sheriff’s minimum age overrides the provider’s account requirement. Ask 313-224-0797 for the approved arrangement before reserving.

The reviewed ADF pages do not give an under-17 exception, guardian/birth-certificate procedure, maximum party size, infant-counting rule or approved infant-supply list. Before bringing a child, give the child’s age and relationship and ask whether the child may participate, which adult must accompany them, which original documents are required, and whether diapers, feeding supplies, stroller or carrier can enter. A baby is not automatically exempt from admission rules. Get the same clarification for a child who would appear on a remote video.

Clothing, belongings and an accessible visit

The ADF prohibits personal electronic devices, including phones, pagers, computers, laptops and tablets, for social visitors entering the facility. Officers cannot hold or secure them for you. Tobacco and smoking accessories, weapons including knives and TASERS, and any security-risk item are also prohibited. Plan secure storage before arriving; a person using a phone for a home visit should not assume they may carry that phone into the jail’s public suite.

The page bars displaying body parts, photographs, literature or other items during video and expressly prohibits nudity, flashing and lewd or vulgar activity. Keep the camera on the approved conversation and do not hold materials up for display. Violations may end the visit, suspend privileges or lead to removal from the visitor list.

A detailed current ADF garment, footwear, head-covering and bag policy was not published in the reviewed pages. Ask the visitation office about a specific item rather than borrowing a dress code from an old jail or the courthouse. For a mobility device, service animal, hearing/vision accommodation, language assistance or medically necessary item, call 313-202-7155 before travel and ask for the official approval and entrance arrangements. Ask where an accessible vehicle can legally stop: the county says there is no public drop-off area at the CJC site.

Set up remote video and confirm acceptance

The current Sheriff’s “sign up” link opens a ViaPath quick reference guide for GettingOut, rather than an application form. Create or sign into your account using a verified email, select Michigan and the correct Wayne County adult facility, and find the person by the booked identity. Do not select another Wayne County in another state. Complete the provider’s verification and accepted-contact steps.

  1. Choose the offered online or facility video mode. Select an available date, time and duration and review any charge before confirming.
  2. Accept the required terms. The guide describes sending a request to the person in custody for acceptance; a pending request is not a completed visit.
  3. Run the provider’s device test, permit camera and microphone access, and use a charged device with a stable connection and a private, quiet location.
  4. Check your profile time zone and the confirmation: provider guidance uses the facility’s time zone, which is Detroit local time. Save the confirmation and log in before the start.

The guide also describes Visit Now for accepted contacts when an available designated tablet can receive it. This is a feature description, not a guarantee that every ADF unit has immediate access. A separate Wayne County ViaPath scheduling portal remains public; if an existing account routes there, confirm with customer care which workflow is active before funding another account. No current ADF-specific advance-booking interval was verified.

Cancel, troubleshoot and ask about a charge

GettingOut’s cancellation instructions say to open your account’s Calendar, select the scheduled visit and cancel it. Save the cancellation confirmation. Its public answer does not promise a refund or state an ADF cancellation deadline. Ask customer care at 866-516-0115 about the actual session charge, refund eligibility and where a credit would go before assuming the money returns automatically.

If no one appears, check that the correct booking, accepted contact, date, mode and time zone are selected. The provider identifies release, suspended privileges, court/treatment, an unnoticed invitation or logging in too early as possible explanations; try signing out and back in at the correct time. For a missing person or unit restriction, also call ADF at 313-224-0797. Do not repeatedly pay for new sessions to solve the same unresolved failure.

The scheduled timer runs from the appointment start, not from a late login. Record the session ID, scheduled and actual start, error message and amount charged, then request a support ticket. No current Wayne-specific video rate, guaranteed failed-session refund or public-suite no-show policy was verified. Keep trust, phone and video receipts separate; the jail’s release of a person does not itself explain what happens to a provider balance.

Attorney, professional and special requests

ADF professional visits normally use video. An in-person professional visit may be requested and is considered individually according to designated-space availability. The current ADF body directs remote requests to attorneyvisits@waynecountymi.gov; the Sheriff’s footer/contact page still lists attorneyvisits@waynecounty.com. This address conflict is unresolved. If you receive no acknowledgment, verify the working scheduler with administration at 313-833-0864; do not assume an email created an appointment.

Attorneys must show an accepted ID plus a valid bar card with a P-number. Other professionals need accepted ID plus employer ID. The published list includes Detroit municipal ID, federal military ID, passport, state ID and driver’s license. The Sheriff says professional visit rooms are not recorded. Attorneys may bring laptops; the professional rules still prohibit phones, pagers and other listed electronics, and staff cannot store prohibited items.

For clergy, an interpreter, a disability accommodation, urgent family circumstance or long-distance travel, ask ADF which category applies and who can approve it. No automatic special social visit or distance-based exception is published. An attorney’s in-person exception does not establish an exception for ordinary social visitors. Counsel should arrange a privileged channel rather than discussing case details over a family phone/video account.

Confirm the person is still in ADF and compare the full name, booking number and facility before every payment. Save the transaction number, amount, fee, recipient and account type. A payment to one service does not demonstrate that another account is funded. If the wrong account was selected, contact that provider promptly; do not assume funds can be transferred to trust or another person.

Receive calls through the correct phone product

The Sheriff describes collect, prepaid and inmate-funded outgoing calling, including calls to cell phones. Use ConnectNetwork’s specific Wayne County, MI Adult Detention Center page, which identifies 5301 Russell St. and offers AdvancePay and PIN Debit. This verifies the facility, rather than relying on an old jail’s vendor advertisement.

AdvancePay pays for calls to the telephone number you fund. Create/sign into the provider account, choose the correct facility, enter the receiving number accurately and review its rates/fees before a deposit. The published automated payment line is 800-483-8314. PIN Debit funds the person’s calling account for facility-permitted numbers; deposited money becomes that person’s property. The provider lists a PIN Debit payment line at 855-706-2445.

The Sheriff says access depends on security level and conduct and calls may be monitored or recorded. Do not discuss confidential case strategy on an ordinary call. Attorneys should verify privileged-number arrangements through jail administration. No current public Wayne-specific per-minute rate, daily calling schedule or universal call-duration limit was verified; check the selected account and ask customer service before paying. A family member cannot use the jail’s information line to place an incoming social call to a housing unit.

Blocked calls, failures and unused phone money

For ConnectNetwork calling support, call 877-650-4249. Have the receiving number, account holder, facility, booking number and failed-call date/time ready. Check that you funded the right number and product, have enough credit for the call, can receive automated/collect-call prompts, and have not blocked the provider or the contact. Ask support to distinguish a telephone-account block from a jail restriction; a deposit will not remove a court or facility no-contact restriction.

If you do not want calls, request a block through the provider. If you want to remove a block you placed, ask for its identity-verification process. Do not use call forwarding or another person’s account to work around a restriction. For a dropped or charged call, keep the duration and charge and request review. The provider says mobile/cordless call quality is not guaranteed and dropped mobile calls are not routinely refunded.

AdvancePay says refunds are available when the account is no longer needed or the caller is released; ask support how to close the account, stop automatic reload if enabled and request the unused balance. PIN Debit says unused funds are refunded on release to the person, while otherwise remaining restricted to calls. Confirm the payout process and any transfer between facilities; these are different from an ADF trust refund. GettingOut-related transactions should go to 866-516-0115 with their separate receipt.

Every sender must provide a full name and physical return address. Replace the recipient line with the exact booked name and booking number. Personal mail delivered directly to ADF is returned to the sender. Do not assume the fact that the physical jail is in Detroit means family letters go there.

Mail from attorneys, public officials or government agencies acting officially must be identifiable by the return address. The Sheriff says this correspondence is opened and inspected in the person’s presence. Putting “legal mail” on an ordinary family envelope does not make it attorney-client privileged. Ask counsel where originals required for the case should go.

Photos, missing mail and original documents

ADF permits approved letters, pictures and drawings through its digital personal-mail process. It rejects sexual/pornographic material and content promoting disorder, ethnic intimidation or incitement. The reviewed local page does not give a photo count, page limit, size specification, greeting-card rule or full rejection-appeal deadline. Ask TextBehind and the jail mailroom before sending unusual formats, rather than assuming another jail’s allowance applies.

For missing delivery, the Sheriff directs families to info@TextBehind.com. Give Wayne County Adult Detention Facility in Detroit, recipient name and booking number, sender and mailing date; include tracking or the digital transaction reference if you have it. Ask whether the problem is arrival, scanning, identity matching or jail approval. An item reaching the processing address does not prove it has cleared review or reached the person’s tablet. If the problem is lack of tablet access or a jail rejection, request the jail’s accessible delivery option and review procedure at 313-224-0797.

Send copies, not irreplaceable originals. TextBehind’s dedicated original-mail policy says it retains originals for up to 30 days after receiving/scanning and accepts return requests, with handling/shipping charges assessed. Another provider help page still gives a shorter destruction period; do not rely on a maximum retention promise. Request return immediately through TextBehind’s Contact Us process with recipient/ID, facility and sender/customer details. This is a return request, not a guarantee that an already destroyed item can be recovered.

Sources: Sheriff · current Adult Detention Facility · TextBehind · original-mail retention/return · TextBehind · original documents · TextBehind · physical-mail FAQ (retention conflict)

Books, packages and approved Care Packs

The current ADF mail page expressly says no books, packages, checks or money orders will be accepted. It does not publish a publisher-only book exception. Do not order a book from a bookstore or send money with a letter based on instructions for the former Division I/II/III buildings. Ask 313-224-0797 what reading resources or individually approved materials are available for the person’s circumstances before spending money.

The Sheriff’s separate commissary page links an approved Care Pack ordering service through JailATM. An order from that authorized catalog is different from mailing a package yourself. Select the correct Michigan facility and recipient, check eligibility and the offered order/delivery rules, and save the receipt. Do not substitute a retail package or assume a catalog order is allowed for every housing status.

If an order is missing, ask the vendor to trace the order and ask the jail whether a transfer, restriction or release affects delivery. Current ADF-specific pack limits, delivery day and refund rules were not published on the Sheriff’s landing page. Confirm them at checkout and through its support before placing an order near a possible release.

Sources: Sheriff · current Adult Detention Facility · Sheriff · commissary and approved deposits

Deposit into ADF trust and commissary

The Sheriff directs trust deposits to TouchPay using Wayne County facility number 248211 and the person’s 10-digit booking number. Its published telephone alternative is 866-204-1603. Lobby kiosks are on the CJC Administration Building’s first floor near the Visitation Center. Verify public access hours and accepted kiosk payment forms with 313-224-0797 before making a special trip.

  1. Confirm current ADF custody and copy the booking number exactly, including any leading zeros.
  2. Select the correct facility and trust/commissary service. Review recipient, amount and fee on the final screen; do not infer a deposit limit or processing time from a different TouchPay jail.
  3. Keep the receipt until the person confirms the credit. If it is missing, give TouchPay the transaction number and ask ADF accounts whether a hold, debt or housing change affects use.

The Sheriff identifies Continental Distributors, doing business as Canteen Correctional Services, as its commissary vendor and says service operates 4 days a week. That does not identify the particular unit’s ordering/delivery day. Ask the person to check the unit’s current instructions. Mailed checks and money orders are not an alternative: the ADF mail page prohibits them.

Sources: Sheriff · commissary and approved deposits · Sheriff · current Adult Detention Facility

When money is scarce or the person leaves

If the person cannot buy hygiene or writing supplies, ask them to request the current indigent/basic-supplies procedure from housing staff. Ask ADF accounts at 313-224-0797 about eligibility, any look-back period, what is supplied, ordering method and whether later deposits repay a charge. The reviewed current public pages do not publish a threshold, fixed package, waiting period or reimbursement rule. Do not delay reporting an urgent medical need while arranging a deposit.

Before release or transfer, the person should ask accounts how the remaining trust balance is issued, whether any deductions apply, which identification is needed, and whom to contact if money is missing. ADF’s public property rule does not establish its cash-balance payout method. No current public release-card/check policy or post-release trust-refund deadline was verified.

Keep the last deposit receipt and any account statement or release receipt. Ask for a written explanation of a disputed debit and the current grievance route. Recovering a trust balance, requesting a phone-provider refund, cancelling a video payment and applying for a court bond refund are separate tasks; start with the office that holds that particular money.

PART 04

Care, access and safety

How families can report needs, request help and raise concerns.

Tell Jail Health about medical or mental-health needs

Wayne County’s Jail Health Unit publishes 313-224-6442 for anyone with information or concerns about a person’s care in county custody. It is a message line with triage, not a promised immediate conversation. Give the booked name, booking number, your callback number and the specific concern. State any recent missed medication, withdrawal risk, serious symptoms, suicide statement or change in behavior clearly, with dates and the source of your information.

For an immediate danger inside ADF, also call 313-224-0797 or the county-listed adult facility at 313-202-7155 and ask staff to alert the on-duty supervisor and medical/mental-health team immediately. Do not leave an urgent report only in general email or wait for a routine complaint response. If you are witnessing an emergency requiring dispatch, call 911 and identify the facility and exact concern.

The county describes physical and mental-health assessment/treatment, support/liaison services and discharge planning. Ask the person to tell housing or health staff directly when they need care and to keep track of requests. The public pages do not promise a family callback deadline or publish a complete sick-call form procedure. If the concern persists, report what has changed and ask who is following up; a family report can add useful information even when staff cannot share clinical details with you.

Sources: Wayne County · Jail Health Services · Sheriff · contacts · Wayne County · visiting the CJC and map

Medication history, glasses and consent

Prepare a concise care history for Jail Health: medication name and dose, usual schedule, last dose, prescribing clinician, pharmacy/contact, allergies, relevant diagnoses and any immediate symptoms. Include effective prior treatment and current community providers where relevant. Ask the health line at 313-224-6442 how to deliver documents securely. A general Sheriff email or a personal-mail scan is not a confirmed clinical submission channel.

The reviewed ADF pages do not authorize family medication drop-offs or specify rules for prescription bottles, glasses, hearing aids, dentures, mobility aids or medical devices. Before bringing anything, ask the adult facility at 313-202-7155 to connect you with the responsible medical service for approval, labeling, recipient and delivery location. Do not hide medication in mail or a package. Confirm whether the jail supplies an equivalent treatment rather than assuming it will administer an outside product.

For an update or records, ask what consent or release-of-information form the person must sign, whom it should name, and whether an existing authorization is still valid. The county’s Health Information Management program serves patients, providers and others with legal access; it does not promise disclosure to every relative. Separate your offer of information from a request to receive protected records. Request discharge instructions, a medication plan and follow-up arrangements before release where possible.

Disability, language and communication barriers

For a person in custody who cannot use the tablet, read scanned mail, hear telephone audio or communicate a health need, describe the actual barrier to ADF at 313-202-7155 and request the responsible accommodation staff. Include the booking number, needed format or assistance, and any time-sensitive appointment. Ask how the person can make and track an accommodation request from the housing unit.

For a visitor, arrange access before travel: ask about the public entrance, screening of a mobility/medical device, an interpreter or accessible video equipment, and where a driver can legally unload. The public parking notice prohibits ordinary site drop-offs but does not explain a disability exception or publish a continuous accessible walking route. Obtain the approved arrangement rather than assuming the nearest driveway is available.

The reviewed current ADF pages do not identify a dedicated public ADA coordinator, detailed hearing-device procedure or lactation/infant-supply protocol. Ask the adult facility or Sheriff administration at 313-833-0864 for the named office handling that request. For clinical needs, also use Jail Health. A courthouse accommodation process and a detention accommodation are separate requests even though both services are inside the CJC.

A family complaint and an inmate grievance are different

The current ADF page says allegations of employee misconduct or negative actions are documented and investigated and accepts citizen complaints in person, by telephone, email or writing. Start with Sheriff administration, 313-833-0864, at 5301 Russell Street, Detroit, MI 48211, or info@sheriffconnect.com for a non-emergency report. Ask for the office receiving the complaint and a reference number or acknowledgment.

Describe who was affected, booking number, date/time, location, staff names or descriptions, witnesses, what happened and the response you are requesting. Keep copies and separate facts you witnessed from information reported to you. Do not include unnecessary medical or account credentials in a general email. Ask how to send supporting material securely.

An outside complaint does not establish that the person completed the jail’s own grievance process. Ask housing staff for the current grievance form or tablet route, filing deadline, emergency procedure, appeal stages and a copy/receipt. No current public ADF handbook with those deadlines was found during this review. If a form or language assistance is refused, record that and ask a supervisor and counsel for help. Immediate danger and sexual-abuse reports should use their urgent routes, rather than wait for routine grievance handling.

Report sexual abuse, harassment or retaliation

The Sheriff’s PREA page states zero tolerance for sexual abuse and harassment, including allegations involving other incarcerated people, staff, contractors or volunteers. It says reports are investigated and lists the jail at 5301 Russell Street, Detroit, MI 48211 as available for reporting 24 hours. The linked directive is dated July 27, 2022; its later upload date is not a new policy date.

A family member who suspects abuse can call inmate information at 313-224-0797 and ask for the on-duty supervisor/PREA reporting contact, or administration at 313-833-0864. State if there is ongoing danger, injury, threats or retaliation and request immediate safety and clinical attention. The person inside can report directly to a staff member and request medical/mental-health care. If one route is unavailable or the alleged staff member controls it, ask for another supervisor and tell counsel.

The public page does not publish a separate anonymous third-party hotline or detailed outside confidential reporting channel. Ask for the current PREA coordinator and available confidential/third-party options; do not treat general email as confidential or immediately monitored. Keep dates and acknowledgment details. For an emergency needing dispatch call 911, identifying ADF. A routine complaint or vendor ticket is not a substitute for an urgent sexual-safety report.

Read the actual notice for whether attendance is in person or remote and keep the correct court’s case number after a felony case is bound over. A jail video appointment is not a court hearing. Tell counsel about a mistaken or missing date rather than assuming the custody website controls the docket.

Appointed counsel and help with a release plan

The 36th District Court says a person who cannot afford an attorney may ask the court to appoint one at arraignment. Ask the court handling the case for the assigned lawyer’s name and contact information. A family member calling a public-defense organization does not itself create an appointment or replace existing counsel.

Wayne County Indigent Defense Services Department (IDSD) administers assigned-counsel services, including private appointed lawyers and Neighborhood Defender Service. For general navigation questions use IDSDWayne@waynecountymi.gov or the IDSD citizen-inquiry route; its public inquiry form is not confidential attorney-client communication. If NDS Detroit represents the person, contact 313-474-3200, 1333 Brewery Park, Suite 350, Detroit, MI 48207, and ask for the assigned team.

IDSD’s Defender Support Unit helps eligible counsel with social-work support, mitigation, service connections and release planning. Ask the lawyer whether a referral fits this pending felony case. The unit’s current criteria include assigned MAC counsel or retained counsel with an indigency order; its site describes limited post-conviction exceptions. The lawyer, not a family deposit or a general jail form, initiates the professional referral. Give counsel reliable housing, treatment, employment and family-support information that could make a release plan workable.

Confirm the bond order before paying

Ask the court with jurisdiction to confirm each case, bond type, amount and conditions. The County Clerk distinguishes personal bond, cash bond, 10% bond and surety bond. Personal bond is a promise to appear; cash bond calls for the ordered full amount; a 10% bond permits the ordered percentage only when the judge allows that type; surety involves a bonding agency. Do not infer eligibility for a 10% payment from the size of a cash bond.

The Sheriff accepts bonds throughout the year and around the clock except Monday–Friday 8:30 a.m.–4:30 p.m., when cash bonds and fines should be paid at the court of jurisdiction. After paying at court, provide the court receipt to the Sheriff’s CJC for processing. The 36th District Court separately publishes criminal-bond posting Monday–Friday 8:00 a.m.–4:30 p.m. and the jail at other times. Confirm holiday/off-hours arrangements and the correct counter before travel.

For Third Circuit cashier services, the current court payment page gives 5301 Russell, Suite 100. Older County Clerk finance pages still say 1441 St. Antoine and disagree on closing time; use the current court location and confirm bond-specific acceptance at the listed finance contact, 313-224-2414, or ADF 313-224-0797. The court’s online assessment-payment code is not proof a bond can be posted that way.

Sheriff bond payments: age, ID and payment forms

The Sheriff requires the person posting bond to be 18 or older, with a state driver’s license/state ID, federal military ID or passport. The bond ID list does not include the Detroit municipal card listed for visits; verify an alternative before coming with only that card.

Payment rules published by the Sheriff
MethodPublished rule
CashDenominations of $20 or larger.
Cashier’s or certified checkPayable to Sheriff of Wayne County, for the bond amount; a separate check for each charge.
Credit cardThe page lists Discover, Visa, MasterCard and American Express and an 8% Government Payment Services processing fee. Confirm the final fee before authorizing.
Not acceptedMoney orders, personal checks, loose coins or rolled coins.

These are Sheriff bond-window rules. They do not replace a court cashier’s payment rules and do not permit a mailed trust deposit. Obtain a receipt showing the defendant, case/charge, amount and payer and retain it for release tracking and any later court refund request.

The Sheriff describes a first-come bond list, but processing cannot finish until the person has arrived and completed Registry Unit intake. Staff also check for additional warrants. Ask what other hold or order remains and which agency must resolve it; paying one bond is not a guarantee of discharge.

Court bond refunds require a separate request

For Third Circuit bond money, the County Clerk says the person who actually posted/signed for the bond applies at the cashier with current government ID. Its FAQ estimates 4–8 weeks to receive a refund. A person living over 100 miles away may submit a notarized letter with defendant name, case number, bond amount and a copy of ID. Confirm the current mailing destination and required receipt with the cashier at 313-224-2414; the court now identifies the cashier as 5301 Russell, Suite 100, Detroit, MI 48211.

The amount returned depends on the case and payer. The FAQ identifies a fee associated with 10% bonds, deductions from a defendant’s eligible refund for court fees, and possible forfeiture for failing to appear. Request an itemized calculation rather than assuming the whole deposit or a private bonding-agency charge is refundable. For a signed-over refund the Clerk specifies a notarized Irrevocable Bond Assignment form.

If more than 8 weeks pass, ask the cashier to trace the refund; a missing-check affidavit may be required. The FAQ also warns that unclaimed bond money on cases closed more than a year can go to the state after notice. Keep your address current and respond to notices. These are Third Circuit instructions; ask the relevant district court about its own refund procedure.

Property pickup and the ID armband

Keep the WCSO-ADF ID armband after release. ADF requires it to collect property, including when someone must return because release happened after the property office closed. The published property hours are Monday–Friday 8:00 a.m.–4:00 p.m., closed weekends and holidays. Release at night does not mean the property counter is open.

For pickup by someone else, the person in custody must sign the official Property Release Form naming that recipient. The recipient presents valid driver’s license, state ID or passport. Before traveling, call 313-224-0797 to verify that the form is complete, which items are authorized and where the public property counter is located. Being a spouse or relative alone does not substitute for the named authorization.

The Sheriff says unclaimed property/clothing is destroyed or handled through escheatment 90 days after release. Arrange pickup promptly; ask about a missing armband or inability to attend before the deadline rather than assuming the property will be kept longer. Preserve the inventory and pickup receipt and report discrepancies immediately.

Property held as evidence by an arresting agency and a vehicle held by a tow operator are not necessarily in ADF’s inventory. Use the arrest paperwork to identify the custodian and ask it for its own release requirements. No current general ADF family clothing-drop procedure was found; obtain approval before bringing replacement clothes.

Release, pickup and proof of incarceration

After a court order or bond payment, confirm with ADF that intake, receipt of the order and checks for other warrants/holds are complete. The Sheriff does not publish a guaranteed release-processing time. Ask whether the person is being discharged to the community, transferred to another agency or sent to a program; these have different pickup arrangements.

Arrange a reachable ride and confirm the actual public release meeting point at 313-224-0797. The county says there is no ordinary visitor parking/drop-off at the CJC site, so do not wait in a restricted service drive. The last bus and the property office may finish well before release. Agree on a callback plan if the person’s phone, keys or wallet remain in property until the next business day.

Before leaving, the person should check their release papers for the next court date, reporting conditions, supervision contact and treatment instructions; ask staff or counsel to explain anything unclear. Keep the ID armband for later property collection and ask accounts about the remaining trust balance.

ADF offers proof of incarceration through a tablet request or Proof of Incarceration Request Form. It requires name, inmate number and the period of incarceration; processing is Monday and Wednesday 10:00 a.m.–3:00 p.m., with a $10 fee. Ask ADF how a released person obtains the form and completed document. This proof is different from a court disposition or certified criminal record.

Connect the release plan to real services

Start planning while the person is still in custody. Jail Health describes discharge planning and links to community care; ask for the medication/follow-up plan and the Inmate Support and Liaison service through 313-224-6442. Ask counsel whether the IDSD Defender Support Unit can help document housing, treatment and other support for an eligible case.

Wayne County Community Corrections receives referrals from the court, MDOC and the Sheriff for treatment, case management and alternatives. It is not a general walk-in promise of release. Its linked program brochure still refers to Dickerson and the closed Detroit Reentry Center; ask counsel or the referring agency for the current program and reporting address. Do not report to an obsolete building because it appears in that brochure.

Get to the public entrance

Actual public lots, current DDOT service and local contacts.

Public parking and the final entrance

Set the destination to Wayne County Criminal Justice Center, 5301 Russell Street, Detroit, MI 48211. The county describes free public parking but expressly says there is no visitor parking or drop-off area at the CJC site itself. Use its identified public lots and obey posted restrictions.

County-designated public parking
LotAddressApproach shown on county map
Lot B5560 Rivard Street, Detroit, MI 48211At Rivard and E. Ferry, north of the main entrance area; continue on public sidewalks toward Russell.
Lot C5300 Russell Street, Detroit, MI 48211Across Russell from the CJC entrance area, near Frederick Street.

The county’s map and visitor page show the CJC entrance on the west side of Russell near Frederick and the public lots as separate destinations. Allow time to park, cross at a lawful crossing, walk to the public entrance and pass security. Follow signs for the Administration Building’s first-floor Video Visitation Suite for social video; confirm the property or bond counter separately.

No complete public lot-hours/overnight-parking rule, accessible curbside exception or continuous step-free route was verified. Call ADF 313-202-7155 for a visitor accommodation or late-release meeting point. A map symbol is not confirmation of a usable ramp, open gate or permission to enter a service drive. Do not leave prohibited electronics with staff; arrange secure storage in advance, particularly when arriving without a car.

DDOT Route 40 and Russell Street stops

DDOT Route 40 Russell connects downtown Rosa Parks Transit Center with the Russell corridor. The operator’s current live pages reviewed here show service dates 2026-09-07 through 2027-02-07. Use the current timetable and real-time information on the travel date; older cached pages showed a different downtown bay.

The operator describes weekday peak service about every 50 minutes, daytime about 70 minutes, and weekend service about 70 minutes. The reviewed weekday return-stop page’s last scheduled departure is 7:54 p.m.; verify the day’s timetable rather than assuming service continues through a late release or all evening video hours. Missing one bus can make an appointment impossible. For trip planning or an accessibility question call DDOT at 313-933-1300.

The county map places the public entrance near Frederick and the separate parking lots, but no field audit of curb cuts, construction, winter clearance or night access was performed. Ask ADF about the final accessible entrance. A route passing the building does not provide transport through security or a guaranteed return ride after release. Arrange an alternative if the appointment or pickup can overrun the last bus.
