PART 01

Confirm the adult Sheriff system

Identity, lookup and contacts

Use the adult Security Center at 224 W Water Street

Jay County Security Center / Jail is the adult Sheriff jail at 224 W Water St., Portland, IN 47371. Call the Security Center at 260-726-7541; Sheriff dispatch is 260-726-8188. The Corrections page reports a rated capacity of 144.

This guide applies only to adult Sheriff custody there. Community Corrections, probation, youth services, municipal police, courts, IDOC, BOP, ICE, former and namesake systems remain separate.

Use the Sheriff app roster, then call the jail

The Sheriff’s current site directs custody searches to its mobile app, where Recent Bookings and Current Inmates appear under Jail Information. Record the exact name, booking identifier, charges and bond fields before paying or creating an account.

If the app is unavailable or no match appears, retry spelling and aliases, then call 260-726-7541. Ask whether the person is still at Water Street, released, transferred, booked under another name or held for another agency. MyCase is a case search, not a housing locator.

Route each question to the office that owns it

Call 260-726-7541 for custody, mail, medical relay, property, release and local rules. Call 866-340-7879 for InmateSales phone, Chirping or video scheduling/account issues; CPC also publishes 877-998-5678. Use Clerk 260-726-4951 for filings and court records, not housing.

For case-specific court orders call counsel or the assigned court. Sheriff email is not an emergency or privileged clinical channel; call 911 for immediate outside danger.

PART 02

Plan video and exceptions

Schedule, minors and failures

Use the current 8:00 a.m.–7:30 p.m. video window

The current Jail Information page publishes onsite video hours of 8:00 a.m.–7:30 p.m., two onsite visits of 15 minutes per incarcerated person each week and unlimited offsite visits when available. Schedule onsite or offsite video through InmateSales or 866-340-7879 at least 24 hours ahead.

An older current-linked Corrections page instead shows daily visitation from noon–7:00 p.m. Treat that as a conflict and confirm the live slot before travel.

Sources: Jay County Sheriff — Jail Information · Jay County Sheriff — Corrections · InmateSales

Apply the published adult/minor limit and confirm the rest

Each onsite visit permits 2 adults and 1 minor child. The jail may make an exception when the incarcerated parent has more than one minor child, and proof may be requested. The county does not publish what proof is accepted, a local ID list, guardian rule, dress code, belongings, infant supplies or denied-ID review.

Call 260-726-7541 before scheduling children or anyone needing an accommodation, long-distance exception or professional visit.

Sources: Jay County Sheriff — Jail Information · Jay County — Sheriff’s Office

Create InmateSales carefully and preserve failure evidence

Use the exact visitor identity and current incarcerated-person record when registering. Select Jay County, Indiana; do not confuse it with a namesake. Test camera, microphone, app/browser permissions and connection before the slot.

For scheduling or account trouble call 866-340-7879. The county does not publish cancellation, interrupted-session, duplicate-charge, refund or local suspension appeal rules; save the confirmation, time, error screen and support case number.

PART 03

Use each channel for its verified task

Calls, messages, mail and money

Fund the CPC/InmateSales task, not commissary

The current jail page assigns inmate telephone service and Chirping to InmateSales/CPC and lists 866-340-7879. A separate older Corrections page lists CPC phone deposits at 877-998-5678. Confirm which number the provider wants for the transaction.

The county does not publish account type, call rate, connection fee, hours, blocked-number repair, transfer consequences or unused-balance/refund rules. Do not assume a JailATM commissary deposit funds calls.

Sources: Jay County Sheriff — Jail Information · Jay County Sheriff — Corrections · InmateSales · Combined Public Communications

Treat Chirping as a separate communication product

The Sheriff verifies InmateSales for phone and Chirping, but does not publish local message prices, character/media limits, delivery timing, device availability, rejection rules or refunds. Confirm the incarcerated person has access before buying.

Do not use ordinary messages for privileged legal advice, medical emergencies or time-sensitive release instructions. Use provider support for account/charge errors and the jail for a local restriction.

Sources: Jay County Sheriff — Jail Information · InmateSales · Combined Public Communications

Call for the current personal-mail destination

No reviewed current Sheriff page publishes a personal-mail address, recipient format, scan-mail vendor or content rules. Do not infer that 224 W Water Street accepts family mail merely because it is the facility address.

Call 260-726-7541 before mailing and ask for the exact name/booking fields, address, sender format, page/photo limits and what happens to rejected originals. Keep the postal receipt.

Sources: Jay County Sheriff — Jail Information · Jay County Sheriff — Corrections

Do not order publications or packages until rules are confirmed

The county does not publish current photo size/count, postcard rules, publisher-direct requirements, ISBN/vendor limits, hardcover rules, subscriptions, package program, prohibited enclosures or rejected-item disposition.

Call 260-726-7541 before ordering. Ask whether Stellar Services offers only commissary fulfillment or any approved family package; the Sheriff identifies Stellar as commissary provider but does not advertise a package program.

Sources: Jay County Sheriff — Jail Information · Stellar Services

Use JailATM or the 24/7 lobby kiosk only for commissary funds

The current Jail Information page verifies a 24/7 lobby kiosk accepting cash/credit card and JailATM web deposits for commissary; Stellar Services is the commissary provider. Use the exact person and facility, review the fee before submission and keep the receipt.

An older page points to InmateDeposits.com and 866-345-1884. Because that conflicts with the current JailATM handoff, do not use the older route unless the jail confirms it. Fees, limits, reversals, debt deductions, indigent supplies and release balance remain unpublished.

PART 04

Protect health, safety and access

Medical, grievance, ADA and PREA

Use the jail for a family medical relay, not a diagnosis request

No reviewed local page names the current medical contractor, sick-call method, copay, urgent family-relay workflow, hospital-notification practice or discharge-medication process. For time-sensitive information call 260-726-7541, ask that it be routed to medical staff and record the time/name.

Staff may accept safety information without disclosing protected health details. For immediate outside danger call 911; do not rely on social media or provider payment support.

Sources: Jay County Sheriff — Corrections · HHS — HIPAA for individuals

Escalate crisis and withdrawal information directly

The county does not publish mental-health intake, suicide-watch, withdrawal, crisis-response or family follow-up procedures. Give the jail the person’s exact identity, observed behavior, substances/last-use time, diagnosis and prescriber contact; ask for the concern to be logged and routed.

For a community crisis or release plan, Indiana 211 can connect local services. This does not replace jail clinical staff while the person is in custody.

Sources: Jay County Sheriff — Corrections · FSSA — Indiana 211 · Jay County — Health Department

Confirm medication continuity and records authorization

No current local source states whether family may bring medication, required pharmacy verification, original-container rules, delivery entrance/hours, controlled-substance handling, glasses/dental/device procedures or records custodian.

Call 260-726-7541 before carrying anything to the jail. Ask medical staff for the authorization form and records contact; HIPAA may limit disclosure, but it does not prevent family from giving relevant information.

Sources: Jay County Sheriff — Corrections · HHS — HIPAA for individuals

Ask for the internal grievance form and appeal path

The county does not publish the inmate grievance form, emergency flag, filing deadline, response time, appeal levels or outside reviewer. The incarcerated person should request the current form/process through housing staff and retain dates and copies where permitted.

Family may call 260-726-7541 for the procedure, but an outside complaint does not replace the internal process. Separate a service-account dispute from a conditions or care grievance.

Sources: Jay County Sheriff — Corrections · Jay County Sheriff — Administration

Request accommodation through the jail and preserve the response

No reviewed local page identifies a jail ADA coordinator, interpreter request, auxiliary-aid process, TTY/video-relay number, response time or appeal. Call 260-726-7541 with the person’s name, functional need and requested accommodation; ask who owns the decision.

Relay Indiana supports outside callers, and Indiana courts have a separate language-access process for court events. A court interpreter request does not automatically arrange jail communication.

Sources: Jay County Sheriff — Corrections · Relay Indiana · Indiana Judicial Branch — Language access

Use a local call-first path while confidential details remain open

No reviewed Jay County page publishes a PREA coordinator, confidential outside reporting line, third-party form, advocacy partner, medical response or retaliation follow-up. For immediate safety call 260-726-7541 or dispatch 260-726-8188 and state that the report concerns sexual safety and retaliation risk.

Ask how to make a confidential or third-party report and obtain a case/reference number. The federal PREA resource is background, not Jay County’s reporting endpoint.

PART 06

Plan the trip to Water Street

Parking, transit, food and lodging

Treat Water Street as the destination, but confirm the public door

Plan for 224 W Water St., Portland. The Sheriff site does not publish visitor parking, accessible stalls, drop-off, overflow, screening entrance, after-hours pickup point or a protected final path.

Before travel, call 260-726-7541 and ask which entrance serves scheduled video visitors, whether parking is on the Water Street property and where an accessible vehicle may wait. Do not use the Courthouse address for a jail visit.

Sources: Jay County Sheriff — Home · Jay County Sheriff — Jail Information · Jay County — Sheriff’s Office

New InterUrban is demand response, not a fixed jail route

INDOT assigns Jay County public transit to The New InterUrban. Local authoritative sources describe door-to-door rural service for all ages, Monday–Friday 7:00 a.m.–5:00 p.m., with advance reservation. Call 888-589-1121; another local source lists 765-759-1121, so verify the live booking line.

No official source names a jail stop, fare, eligibility rule, same-day ride, return guarantee or final entrance. Reserve both legs, identify 224 W Water Street as the destination and ask about accessible service.

Sources: INDOT — Indiana public transit systems · Jay County Drug Prevention Coalition — Transportation · Jay County Development — Public Transportation

Seven planning dates show reservation service versus closure

For September 30–October 6, 2026, the published Monday–Friday pattern means reservation service should be planned for Wed 9/30, Thu 10/1, Fri 10/2, Mon 10/5 and Tue 10/6; Saturday 10/3 and Sunday 10/4 are outside published service. These are planning determinations, not confirmed ride bookings.

Reserve at least 48 hours ahead where possible and confirm holidays, capacity, fare, exact pickup, destination acceptance and return. No GTFS stop or fixed timetable was found.

Sources: Jay County Drug Prevention Coalition — Transportation · INDOT — Indiana public transit systems

Use verified nearby food contacts without assuming delivery

Two provider-verified Portland options are Subway, 611 N Meridian St., 260-726-8191, and McDonald’s, 618 N Meridian. Confirm live hours, dietary needs and same-day service before relying on either.

Neither source establishes jail delivery, visitor parking or a safe walking route from the jail. For food insecurity, use the local pantry directory or Indiana 211 rather than a restaurant listing.

Book only after confirming the ride to Water Street

Holiday Inn Express & Suites Portland is at 100 Holiday Drive, 260-726-6688; the operator publishes check-in 3:00 p.m., check-out 11:00 a.m. and minimum check-in age 21. Visit Jay County also lists Hoosier Inn and Motel 6.

Confirm price, availability, accessibility and cancellation directly. No listed lodging publishes a jail shuttle, so arrange the final ride separately.

PART 07

Separate systems and prepare

Boundaries, populations and first day

Keep jail, court, supervision and youth systems separate

The Water Street Security Center is adult Sheriff custody. The Courthouse at 120 N Court is the Clerk, Circuit/Superior Courts and Prosecutor—not housing. Community Corrections/probation are court-supervision programs. The Youth Service Bureau and DCS office serve youth/families and are not adult jail units.

IDOC, BOP and ICE use their own locators and rules. A local arrest, federal-agency booking or future IDOC sentence does not authorize copying those systems’ rules to everyone at Jay County Jail.

Apply special status only to the person actually affected

The Corrections Division processes people arrested by local, state and federal agencies and transports adult and juvenile offenders. That operational relationship does not make the Security Center a federal prison, youth facility or IDOC prison.

County pretrial, county sentence, probation/parole hold, federal hold, juvenile transport and pending IDOC transfer require status-specific confirmation. Use the current booking/case and responsible agency before applying a rule.

Use VINE and the local Victim Assistant together

Register with Indiana SAVIN/VINE for custody-status notifications and keep the PIN private. The Sheriff’s communications page also publishes VINE at 1-866-959-8463/1-866-949-VINE. For case updates, impact statements, restitution and hearing support call the Prosecutor at 260-726-6980.

Keep contact information current with the Victim Assistant. For immediate danger call or text 911; a VINE notice is not the only safety plan.

Sources: Jay County Sheriff — Communications · Indiana SAVIN / VINE · Jay County Prosecutor — Victim Assistance · Jay County — Prosecutor

Confirm which jail programs are active in the person’s unit

The Sheriff verifies a work crew and a chaplain program, but does not publish inmate eligibility, schedule, certificates, religious services, education, treatment, tablet programming, waitlists, language/ADA access or effect on release. Ask the jail what is active and how the person requests enrollment.

Community Corrections is a separate program and cannot be presented as an in-jail offering or automatic transfer.

Build a pickup plan that can absorb delay

Before travel, confirm the order, all holds, property, medications, remaining funds, clothing, supervision instructions and release door with 260-726-7541. Keep a working phone, flexible arrival and backup plan.

Reserve New InterUrban only after the jail gives a realistic window; demand response is not an on-call release shuttle. Use Indiana 211 and the local guide before release for food, shelter, treatment and benefits.

Sources: Jay County Sheriff — Corrections · Jay County Drug Prevention Coalition — Transportation · FSSA — Indiana 211 · Jay County Resource Guide

A practical first-day order

  1. Use the Sheriff app Current Inmates/Recent Bookings and save exact identifiers.
  2. Call 260-726-7541 when custody, bond or release is unclear.
  3. Check MyCase for court and counsel; do not use it as a housing locator.
  4. Create InmateSales only for verified phone, Chirping and video tasks.
  5. Use JailATM or the 24/7 kiosk only for verified commissary funds.
  6. Call before mailing, ordering books/packages or bringing medication/property.
  7. Confirm parking and reserve both New InterUrban legs at least 48 hours ahead.

Finding someone held here

Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Jay County Sheriff’s Office.

Before you travel, pay, or mail anything

Get two things first: which facility the person is actually in, and their booking or ID number. Almost nothing works without them. Then check this facility’s current instructions — rules and service providers change.

Clear information.
Clear boundaries.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.

Can Jail411 tell me if someone is in custody right now?

No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.

Does posting bond mean the person comes home?

Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.

What should I confirm before visiting?

The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.

What if I find something that needs correcting?

Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
