Adult Sheriff custody at 6499 W 100 N only; the former jail, dispatch, supervision, court, youth, state, federal, immigration and municipal identities remain separate.
- Confirm custody
Use the Indiana portal, then call 765-822-2166 ext. 2 for the current identifier.
- Use task-specific vendors
CPC handles verified communications; eXpressAccount handles commissary; bonds are in person.
- Confirm the rural last mile
Call 765-564-2772 for eligibility and both directions; no fixed jail stop is claimed.
Confirm the adult Sheriff system
Separate active custody from the former jail and outside authorities
Use the operating adult Sheriff jail west of Delphi
Carroll County Jail is the adult Sheriff system at 6499 W 100 N, Delphi, IN 46923. The Sheriff announced that people in custody moved there on April 14, 2025 and that the new Sheriff’s Office and jail were operational. Call 765-822-2166 and choose extension 2 for the jail.
Do not travel to 310 W Main Street using a legacy directory or stale map. Dispatch remained at the former site with 765-564-2413, but the Sheriff’s current jail page and move notice place adult custody at 6499 W 100 N.

Confirm physical custody before paying, mailing or traveling
Start with the official Indiana County Jail Public Portal and select Carroll County. Search the full legal name; if a birth date or middle name suppresses a result, retry with fewer fields and check spelling. Then call the jail at 765-822-2166 ext. 2 with the arrest date and arresting agency.
Ask for the exact displayed name and booking identifier needed by CPC, eXpressAccount or mail. MyCase tracks the court file but does not prove current housing. If county custody is not established, check IDOC, BOP and ICE separately.

Route each question to the office that owns it
Use 765-822-2166 ext. 2 for custody, housing, facility rules, clinical relays, property and release. Use 765-564-2413 for 24-hour dispatch or a deputy response; call 911 for an emergency. The published administrative hours are Monday–Friday, 8:30 a.m.–5 p.m., not a statement that custody closes after hours.
The Sheriff warns not to send confidential, medical, identity or payment data through ordinary email. Use CPC for account/device failures, eXpressAccount for commissary deposits, and the jail for facility decisions.

Prepare current CPC visiting
Schedule through the verified provider and confirm every local exception
Schedule through InmateSales, then confirm local rules
The Sheriff assigns all inmate visitation to Combined Public Communications. In the InmateSales app, request facility/person access, open Schedule Video Visitation, review the live Carroll policies and available slots, and save the confirmation. The CPC workflow distinguishes an onsite scheduling path from remote visits completed through InmateSales View.
No reviewed current Carroll page publishes visiting days, hours, housing schedules, lead time, duration, frequency or check-in cutoff. Before payment or travel, call the jail and confirm the mode, public entrance, arrival time and any housing restriction.
Sources: Carroll County Sheriff — Jail Division · Combined Public Communications — Friends and Family · Combined Public Communications — App Connect · Combined Public Communications — InmateSales App
Verify ID, minors, clothing and special needs before departure
CPC requires a clear shoulder-up account photo and a valid ID matching the account; its accepted examples are a driver’s license, state ID or passport. That provider rule does not establish Carroll’s minor, guardianship, dress, belongings, infant-supply, late-arrival, attorney, clergy or long-distance exceptions.
Call the jail for the specific visit date. Ask which original documents a minor needs, the visitor count, what can enter the lobby and how to request disability, language or professional-visit accommodation.

Separate account and connection failures from jail decisions
Use the InmateSales app to schedule. CPC directs remote participants to InmateSales View and says Chrome works best; test the camera, microphone, connection and ID image before paying. Save the displayed rate, date, cancellation terms and transaction ID because Carroll-specific price and credit rules are not published.
For login, token, camera, payment or connection problems, use CPC’s current support channels; for denial, lockdown, housing restrictions or early termination, call the jail. Do not create a duplicate account before support checks the first one.

Keep calls, messages, mail and money distinct
Follow task-specific vendors and current jail limits
Use CPC prepaid calling and preserve the collect-call conflict
The Sheriff assigns phone service to CPC and says people may make collect calls or buy phone time through commissary. CPC’s current FAQ says collect calling is no longer available and describes prepaid Direct Pay and PIN Debit instead. Treat the provider’s current account workflow as controlling for payment, but confirm the housing unit with the jail.
Direct Pay attaches funds to one phone number; PIN Debit belongs to the person in custody and permits calls to multiple numbers. People cannot receive incoming calls. Save the transaction ID, which CPC requires for refund or transfer review.

Confirm which CPC tablet and messaging products are active
The Sheriff assigns tablet services to CPC, and CPC offers email, Chirper texting, tablets and other products across participating facilities. That does not prove every product is active in every Carroll housing unit.
Open the live facility listing after selecting Carroll and the person. If email, photo, document, Chirper or tablet funding does not appear, do not fund a different product as a substitute; ask CPC whether the feature is unavailable and ask the jail whether housing restrictions apply.

Send only source-supported letter mail to the new jail
Address personal mail to the person at 6499 W 100 N, Delphi, IN 46923. The Sheriff says the facility accepts letter mail only; elsewhere on the same page it says letters, cards and pictures are accepted. Put no money, medicine, property or unverified item in the envelope.
The page does not publish the required booking-ID line, return-address rule, paper/envelope limits, scan/copy method, rejection notice or final disposition. Confirm those details before mailing anything difficult to replace.
Sources: Carroll County Sheriff — Jail Division · Carroll County Sheriff — New jail operational notice
Confirm privileged-mail routing before counsel sends originals
The public jail page does not publish a separate legal-mail address, required privileged marking, attorney-identification rule, opening/inspection practice, document handoff, rejection appeal or original-item disposition. Do not assume the personal-mail rule protects privilege.
Counsel should call 765-822-2166 ext. 2 and obtain the current legal-mail and confidential-communication instructions before sending originals or time-sensitive filings.
Sources: Carroll County Sheriff — Jail Division · Indiana CCAA — Right to Counsel and Complaint Procedures · Indiana State Public Defender — Public Defender Offices
Observe the five-photo limit and the no-package rule
The Sheriff allows up to five pictures per card or letter. Pornography, drug paraphernalia, gang affiliations, guns and pictures marked with crayons, colored pencils or markers are prohibited; the page says those items go to the person’s property. Stickers, string or adhesive also go to property if staff cannot remove them.
The jail accepts no packages and says only letters, cards and pictures are accepted through the mail. No reviewed current page creates a book-by-publisher exception, so call before ordering any publication or care package. Mail from another correctional facility requires prior Jail Commander authorization.
Keep commissary, communications and bond money separate
For commissary, the Sheriff directs families to eXpressAccount and says money orders stopped on April 23, 2025. eXpressAccount publishes self-service phone deposits 24/7 and agent support at 866-422-6833, Monday–Friday, 8 a.m.–4 p.m. Eastern, excluding holidays; assisted deposits may cost more.
Do not treat an InmateSales communication purchase as commissary. The Sheriff’s page places an InmateSales link near communications, while CPC says it does not take commissary deposits. Verify the recipient, product, fee and receipt before submitting.

Protect health, safety and access
Relay urgent facts and keep unpublished procedures explicit
Relay urgent facts to the jail without expecting disclosure
For an immediate danger, call 911 and give the facility name, address, person’s name and exact symptoms. For a non-emergency clinical relay, call 765-822-2166 ext. 2 and ask staff to pass concise facts to the medical team.
The Sheriff does not publish the current medical contractor, sick-call process, family clinical line, copay, dental path or outside-hospital notification. The county Health Department is a community office, not the jail’s medical department.
Sources: Carroll County Sheriff — Jail Division · Carroll County Sheriff — Home · Carroll County Health Department · Indiana Department of Health — Local Health Department Map and Contacts
Use emergency channels for imminent harm and ask for a clinical relay
If there is imminent self-harm, overdose or violence risk, call 911 and the jail immediately; do not use ordinary email. For non-immediate concern, give the jail observable facts, timing, medications and a callback number and ask that the information reach mental-health staff.
Indiana 988 can support the caller and help plan what to report, but it does not replace the jail’s emergency response or establish whether someone is in observation housing. Carroll does not publish a jail mental-health contractor or family callback process.

Bring only current prescriptions and arrange authorization first
The jail accepts medication only when the prescription is current; outdated prescriptions are refused. A nurse reviews accepted medication and decides whether it is authorized before administration. Call before travel for the container, labeling, drop-off time, sharps, inhaler, glasses or durable-equipment rules.
The Sheriff says medical information is not discussed unless the person previously authorized the requester through the medical department or the requester has power of attorney, and also warns that the jail is not required to release information. Ask the medical department which authorization or records form it will honor before seeking details.
Do not substitute a family complaint for the person’s grievance
No reviewed current page publishes Carroll’s inmate request, medical grievance, emergency grievance, appeal, deadline, retaliation-report or family-complaint procedure. A family member may document dates, names and a concise concern to jail administration, but only the person in custody can follow the internal path unless staff says otherwise.
Ask which form or kiosk function starts a grievance, who decides it, the appeal deadline and how urgent medical or safety issues bypass ordinary timing.

Request access directly and document the response
Disability law may require reasonable modifications and effective communication, but no reviewed Carroll jail page names a facility ADA coordinator, accessible visit equipment, mobility route, auxiliary-aid procedure or interpreter process. Call the jail before the service date and describe the functional need rather than only a diagnosis.
Indiana Relay can assist with a telephone connection. Keep the request date, staff name, requested modification and response; ask for the county grievance route if access is denied.

Report immediate sexual-safety risk to the facility
For immediate danger, call 911 and the jail. State that the concern involves sexual abuse, harassment, retaliation or staff misconduct and ask for separation from the alleged aggressor and preservation of evidence. Do not investigate or confront anyone.
PREA establishes national standards, but no reviewed Carroll page publishes its PREA coordinator, third-party or anonymous channel, outside reporting agency, evidence window or status-contact process. Ask the jail for the local route and document the response.

Coordinate case, counsel, bond and release
Use the office that owns each decision
Use MyCase and the correct Carroll court for the case
Search MyCase for the cause number, charges, court, hearing date, counsel and financial entries. Carroll Circuit Court is at 101 W Main Street, 3rd Floor, 765-564-3711; Carroll Superior Court is at the same courthouse floor, 765-564-2136. The Clerk is 765-564-4485.
A docket entry is not proof of physical custody, release or transport. Call counsel or the court about the case and the jail about housing or release processing.
Sources: Indiana Courts — MyCase · Carroll County — Court System · Carroll County — Clerk’s Office · Indiana Judicial Branch — Carroll County
Ask the court for appointed counsel and the jail for confidential access
If the person cannot afford counsel, ask the assigned court how to request appointment. Indiana CCAA says the local court determines eligibility and can provide the local appointed-counsel contact; trial and direct-appeal questions belong to the county system, while the State Public Defender has a separate post-conviction role.
The jail does not publish attorney visit, confidential call/video, legal-document exchange or after-hours instructions. Counsel should call the jail and preserve any denial or deadline problem for the court.
Sources: Indiana CCAA — Right to Counsel and Complaint Procedures · Indiana State Public Defender — Public Defender Offices · Carroll County — Court System · Carroll County Sheriff — Jail Division
Bring the exact bond amount in an accepted form
The Sheriff says Carroll no longer accepts internet bonds. Go to the Sheriff’s Office with the correct amount; cash and credit card are accepted, while cashier’s checks and money orders are not. Do not use the Clerk’s fine-payment methods for a jail bond.
Before traveling, confirm the amount and type in MyCase or with the court, then call the jail for the posting door, card fee, cardholder/ID rule, processing time and other holds. A posted bond does not guarantee immediate release.
Sources: Carroll County Sheriff — Pay Bonds · Indiana Courts — MyCase · Carroll County — Court System · Carroll County — Clerk’s Office
Get authorization before attempting a property pickup
No reviewed current page publishes Carroll’s property-release authorization, recipient ID, pickup hours, abandonment period, vehicle/key release, clothing exchange or evidence boundary. Call the jail with the person’s exact name and booking identifier before leaving home.
Ask whether the person must sign a form, whether one pickup releases all property, which door to use and what cannot be released because it is evidence or belongs to another agency.
Sources: Carroll County Sheriff — Jail Division · Carroll County Sheriff — Contact Us
Confirm every hold and plan pickup without a promised time
Use MyCase for case status and VINE for optional notifications, then call the jail to confirm that every Carroll charge, warrant, detainer, transport order and agency hold is cleared. A court order, payment or portal change does not by itself mean discharge processing is finished.
The jail does not publish a release window, public door, pickup notice, property/medication handoff or transportation practice. Keep the driver reachable, avoid blocking emergency access and reconfirm before a long trip.
Sources: Indiana Courts — MyCase · Indiana VINE / VINELink · Carroll County Sheriff — Jail Division · Carroll County — Court System
Prepare identification, benefits, health and supervision contacts
Before release, ask the person to request discharge paperwork, current medication information, appointment details, property, identification and the name of any supervising office. Indiana FSSA and Medicaid handle benefits; Indiana 211 can identify current food, shelter, transportation and treatment resources.
Carroll Community Corrections at 210 S Market Street, 765-263-4063, serves people sentenced to community corrections or pretrial services. It is not the jail and should be contacted only when the order or case names it.

Request the right record from the right custodian
The Clerk owns court filings and certified court records; MyCase provides public docket access. The Sheriff controls its incident, jail and administrative records, subject to Indiana access and privacy rules. Medical records follow the jail medical department’s authorization process.
Ask each office for the request form, exact record description, date range, case or booking number, fee and delivery format. Do not send Social Security, driver-license, medical or payment data through the Sheriff’s ordinary email form.

Plan the rural last mile
Verify the new address, eligibility and both directions
Verify the public jail door and accessible path before travel
Navigate to 6499 W 100 N, Delphi, IN 46923, not the former downtown jail. No reviewed current page identifies the visitor entrance, parking row, accessible path, security screening, after-hours door or rideshare/loading point.
Call the jail before departure and ask where visitors, counsel, bond payers, medication deliveries and release pickups should enter; those tasks may use different doors. Do not leave anyone at an unconfirmed driveway or block staff and emergency lanes.

Treat Senior & Family Services as limited eligibility, not a fixed jail route
Carroll County Senior & Family Services publishes transportation for county seniors and people who are handicapped or disabled, for medical trips, local grocery shopping and other necessary appointments. It does not publish jail visits, release pickups, general-public eligibility, days, hours, fare, lead time, pickup window, fixed stops or service to 6499 W 100 N.
Call 765-564-2772 before relying on the service. Ask whether the trip purpose and rider qualify, whether both legs can be booked, the fare/tender, mobility accommodation and exact public jail drop-off. No fixed jail stop is claimed.
Sources: Carroll County Senior & Family Services — Services · Carroll County Senior & Family Services — Contact · INDOT — Indiana Public Transit Systems · INDOT — Region 5 Coordinated Public Transit-Human Services Plan · Carroll County Sheriff — Jail Division
Use seven dated planning checks, not seven service promises
The seven dates in this packet are planning prompts only. The operator page does not publish a current service calendar or prove jail-trip eligibility, so none is represented as booked, available or guaranteed. Call 765-564-2772 and obtain confirmation for both directions.
If the operator cannot serve the trip, ask Indiana 211 for current options and arrange a private ride with a confirmed release/visit time. Do not assume neighboring-county transit crosses into Carroll or stops at the jail.

Use live community referrals instead of stale restaurant promises
No current official source reviewed here verifies a walkable food option, hours or route from the rural jail. Do not rely on old search snippets or assume a business is open. Bring permitted needs only after confirming lobby rules.
Indiana 211 can identify current meal and food-assistance resources. Carroll County Senior & Family Services publishes a Thursday congregate meal for its program, but that is not a general traveler restaurant and the page carries a stale COVID-era banner; call before relying on it.

Confirm lodging by phone before a long-distance trip
No current official local source reviewed here verifies lodging availability, rates, accessibility, check-in rules or transportation to the rural jail. Use a live booking channel, call the property directly and confirm the address, cancellation terms and late arrival before payment.
For emergency shelter or displacement assistance, contact Indiana 211. Do not present emergency shelter as ordinary visitor lodging or the jail as able to reserve a room.

Keep facilities and authorities distinct
Do not transfer adult jail rules to another identity
Keep custody, dispatch, court and supervision identities separate
The adult Sheriff jail is 6499 W 100 N. The former jail at 310 W Main, dispatch, Community Corrections at 210 S Market, the courthouse, Circuit and Superior Courts, probation, municipal police, youth proceedings, IDOC, BOP and ICE are separate identities. Rules do not transfer among them.
CPC and eXpressAccount are bounded service vendors, not custodians. A person held temporarily for another authority remains physically in the Carroll jail until the jail confirms transfer; check the receiving authority separately after transfer.

Use emergency services and notifications without revealing a private plan
Call 911 for immediate danger. For non-emergency deputy response, call dispatch at 765-564-2413. Indiana VINE can provide custody or release notifications, but alerts can be delayed and do not replace a personal safety plan.
Keep notification credentials private, verify unexpected contacts through official numbers and do not send sensitive details through ordinary Sheriff email. Indiana 211 can connect callers with current community resources.

Finding someone held here
Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Carroll County Sheriff’s Office.

Before you travel, pay, or mail anything
Get two things first: which facility the person is actually in, and their booking or ID number. Almost nothing works without them. Then check this facility’s current instructions — rules and service providers change.
Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
