JAIL411 / FAMILY FIELD GUIDE

A practical family guide to Will County adult custody in Joliet.

Sources reviewed

One active adult Will County Sheriff jail at 95 S. Chicago Street; the public Video Visitation Center at 20 S. Chicago Street is a service location. Youth, state, municipal, federal, court, supervision, closed and administrative identities remain separate.

  1. Confirm custody

Save booking and case numbers; call when the roster does not fit.

  2. Confirm the rule

Use the responsible jail, court or provider before paying or traveling.

  3. Preserve the record

Keep receipts, screenshots, names, dates and orders.

PART 01

Start with the right record

Identity, lookup and contacts.

Confirm one adult Sheriff detention system

The in-scope facility is the Will County Adult Detention Facility (WCADF), 95 S. Chicago Street, Joliet. Illinois inspected it on July 30, 2025 as one Sheriff jail with 909 rated adult beds, 488 people present (448 male and 40 female), and no juvenile detention. The Sheriff describes pretrial detention and local sentences up to one year.

Boundary: the public Video Visitation Center at 20 S. Chicago Street is a service location, not housing. The courthouse, River Valley juvenile center, municipal lockups, state prisons and Sheriff headquarters use different rules.

Search the current roster, then call when the result does not fit

Use the Sheriff inmate inquiry and search the legal name. Save the booking number, displayed custody status, charges, booking date and court information before opening another system. If spelling, a recent arrest or a transfer produces no result, retry without a middle name and call the 24-hour ADF at 815-740-1250.

The Sheriff will not disclose transport arrival times. A blank search is not proof of release; city lockup, youth, federal, hospital, court hold or another county may require the responsible agency.

Use the task-specific jail contact

Call ADF general information at 815-740-1250 24 hours a day. Use Mail Regulations 815-740-5531 and Video Visitation 815-774-7950. The ADF contact form accepts property, release and other jail questions.

Keep the booking number and record the staff member, date, time and exact answer. A provider can resolve account access; only the jail can decide local eligibility.

PART 02

Visits and communication

Appointment rules and account failures.

Call 24–48 hours ahead for the on-site video appointment

The Sheriff directs social visitors to the Video Visitation Center, 20 S. Chicago Street, across from the jail. Call 815-774-7950 24 to 48 hours before the visit; appointments are first come, first served and cannot be made more than 48 hours ahead. Most people receive two 30-minute visits weekly, any day when booths are available.

Arrive 15 minutes early. Published scheduling/visit blocks are 9:15 a.m.–12:00 p.m. and 1:00–4:15 p.m. daily, while the contact directory says the line operates 9:00 a.m.–12:00 p.m. and 1:00–5:00 p.m.; call rather than treating the broader line hours as visit time.

Bring current-address government photo ID and supervise minors

Each session permits no more than two visitors. A visitor must be 17 or older or accompanied by a parent or legal guardian. Bring a recognized government photo ID showing date of birth and current address: the page lists a driver license, state ID, FOID card, military ID, passport or green Matrícula Consular.

A person confined at WCADF during the last 30 days may not visit. The detained person must have completed the first court appearance. Dress properly and obey posted rules. The page does not publish the complete dress, infant-supply, belongings, disability or alternate-document rules, so confirm before travel.

Sources: Sheriff visitation rules

Cancel missed visits and separate local access from technology

If you cannot attend, call the visitation center to cancel; the Sheriff warns that failing to cancel may restrict later visits. If the line plays a recording during scheduling hours, all lines are busy and the page directs callers to try again.

Save the appointment time and staff instructions. Ask the jail about booth access, first-court eligibility and cancellation; ask Smart Communications about a remote account or device problem. No current public rule promises reconnection, replacement or refund.

Sources: Sheriff visitation · Smart Communications

Set up the current Sheriff-linked Smart Communications account

The current family page says detained people make collect calls only to numbers configured through Smart Communications and links SmartJailMail. Verify the person and facility before funding or accepting charges. Jail trust funds, commissary deposits and phone products are separate.

The public jail pages do not state current rates, hours, call length, international access, blocked-number procedure or how an unused balance is handled at transfer/release. Preserve receipts and use provider support for billing; use ADF for local calling restrictions.

PART 03

Mail, publications and money

Use the correct channel and preserve receipts.

Send personal mail to the Florida scanning address

Address ordinary personal mail exactly as the Sheriff publishes: Smart Communications / Will Co. Adult Det. Ct., Person’s Name and Booking Number, PO Box 9172, Seminole, FL 33775-9175. Use USPS; do not deliver envelopes to reception. Mail is opened and searched. Envelopes may be no larger than 8.5 by 11 inches.

Do not include cash, checks, stamps, blank paper/envelopes, plastic or laminated cards, stickers, labels, tape/glue, staples, perfume, lipstick, hair, glitter/confetti, writing tools, credit/phone cards, gang/racist material or foreign substances.

Sources: Sheriff family mail rules · Sheriff prohibited-mail list

Use one compliant photo and publisher-direct softcovers

The family page permits a photograph but bans nudity, guns, gang signs/affiliation, drugs, criminal acts and Polaroids; the older mail list also flags an excessive number of pictures without defining a limit. Books and periodicals must come directly from a legitimate distributor, publisher or subscription service and must be softcover.

No hardcover books, newspapers, road maps/atlases, pornography, hate material, weapons/explosives or martial-arts material are accepted. Ask 815-740-5531 about quantity, packages and what happens to a rejected item.

Sources: Sheriff family information · Sheriff mail list

Choose one verified trust-deposit channel

The Sheriff currently links JailATM for online commissary deposits. It also says a money order may be mailed payable to W.C.A.D.F. – (Inmate’s Name); cash may be deposited 9:00 a.m.–5:00 p.m. daily at the Video Visitation Center or 24 hours daily at the Bond Lobby. Coins are not accepted and staff cannot make change.

Confirm name and booking number before payment. Do not confuse a trust deposit with phone funding or a court payment. Current fees, limits, posting cutoff and transfer/release balance handling are not published.

Sources: Sheriff family deposits · Sheriff current deposit link · JailATM

Plan around the published weekly order cycle

The Sheriff says orders process Monday and deliver Tuesday; when Monday is a holiday, processing occurs the preceding Friday. Trust funds may buy writing supplies, hygiene items and snack food. The 2025 inspection says Stellar Services’ contract ran through September 2025 and the reviewed audit found at-least-weekly service and prices consistent with local stores.

Because the contract date has passed, do not present Stellar as the confirmed 2026 vendor. Ask ADF about the current catalog, spending limits, indigent supplies and credits for rejected orders.

PART 04

Care, complaints and safety

Medical, mental health, grievance, ADA and PREA.

Use ADF for urgent family information; clinical details remain private

Call 911 for an immediate community emergency. For urgent information about a person inside, call ADF at 815-740-1250 and state that the message concerns health or safety; provide name, booking number, symptoms, medication/pharmacy and callback information without asking staff to disclose protected records.

The 2025 inspection found booking nurse triage, medication verification, 24-hour medical coverage, daily mental-health coverage, emergency hospital transfer and a 14-day medication voucher for most releases. It also names Wellpath under a contract that ended September 2024, so the current contractor and family records route require confirmation.

Sources: 2025 IDOC inspection · ADF contact

Escalate danger and preserve a community follow-up route

If someone reports self-harm, psychosis, withdrawal or immediate danger, call ADF, say it is urgent and request a supervisor/medical relay; call 911 when the danger is outside custody. The state inspection records mental-health care daily from 8:00 a.m.–4:00 p.m. and referrals plus most-medication vouchers at release.

For community follow-up, Will County Behavioral Health is 815-727-8521; the Community Health Center at 1106 Neal Avenue is 815-727-8670, including after-hours contact.

Sources: 2025 inspection · Will County Health contacts · Behavioral Health

Use the internal process first and retain the state oversight contact

The inspection shows a handbook/orientation and state-required complaint controls but the public pages do not provide the resident grievance form, deadlines, emergency review or appeal ladder. The person inside should request the current form and keep copies, dates, names and responses.

For unresolved compliance questions, the Illinois Jail and Detention Standards Unit lists 217-558-2200; the inspection letter identifies extension 4212. A family contact form is not a substitute for exhausting the resident process when a deadline applies.

Sources: 2025 IDOC inspection · IDOC Jail Standards · ADF contact form

Request the jail accommodation and use the County grievance route carefully

Ask ADF promptly for a visit, communication or custody accommodation. Will County’s general ADA notice names Bruce Tidwell, Human Resources, 302 N. Chicago Street, 815-740-4634, and asks for event accommodations at least 48 hours ahead; disability complaints are due within 60 calendar days, followed by written response and appeal steps.

That county route does not replace urgent jail medical access and does not identify the jail’s clinical ADA coordinator. Record the specific barrier and the accommodation requested.

Sources: County ADA notice and grievance · ADF contact

Use the Sheriff PREA crime-tip route and mark the subject

The Sheriff states that sexual contact involving detained people is prohibited and reports will be investigated. A community reporter may use the Sheriff Crime Tip form and include PREA in the subject. For immediate danger, call 911; for a person inside, also use available staff, medical and grievance channels.

The public page does not explain anonymity limits, an independent outside reporting recipient, notification timing or the current coordinator. Preserve the confirmation and do not use ordinary email for privileged clinical detail.

PART 05

Court, counsel and release

Court records, representation, pretrial decisions, property and reentry.

Track the jail record and court case separately

Use the Twelfth Judicial Circuit case lookup with the displayed case number. The Will County Courthouse is 100 W. Jefferson Street, Joliet, IL 60432, normally open 8:30 a.m.–4:30 p.m. weekdays except holidays. Courtrooms and times are case-specific.

Call Circuit Clerk general information at 815-727-8592. Court staff cannot give legal advice. The jail and courthouse are nearby but are separate destinations and entrances.

Sources: Court information · Court contact · Case lookup

Call the assigned lawyer, Public Defender or bar referral

Save counsel’s name from the case record. Will County Public Defender is 815-727-8666; the Will County Bar Association private-attorney referral contact is 815-726-0383. The Center for Correctional Concerns says its social-services staff may make calls to public defenders and agencies for people inside.

Attorney visits and privileged communications do not use ordinary social-visit assumptions; the 2025 inspection says in-person visits are reserved for attorneys, clergy and family members with a court order.

Sources: Court requested contacts · Public Defender · Sheriff facility programs · 2025 inspection

Follow the current court order, not a generic cash table

The Sheriff’s current bail page says online bail is not accepted and directs families to ADF/booking; it warns that the Sheriff does not solicit bail and does not accept Venmo, Cash App or Zelle. A separate family page retains a cash/credit-card fee table and says the Ottawa Street Bond Lobby operates 24 hours a day.

Illinois pretrial release depends on the judge’s current order. Confirm the case and amount with the Circuit Clerk or ADF before bringing money or initiating a wire. Do not assume an old fee table applies to every case.

Sources: Current Sheriff bail notice · Sheriff family bail table · Court contact

Ask ADF before sending a third party for property

The inspection documents an itemized property receipt, secure storage and written authorization/signatures for third-party release. It also requires inventory/return at discharge. The public ADF form expressly accepts inmate-property and release questions.

The Sheriff does not publish the pickup door, public hours, recipient ID, authorization wording or abandoned-property deadline. Call 815-740-1250 before travel and bring the booking number and government ID.

Sources: 2025 IDOC inspection · ADF contact form

Prepare for a changing release time and notification

Confirm custody immediately before pickup and register for Illinois VINE notification using the legal name or booking number. The Sheriff says VINE can notify for release/transfer and supports English and Spanish; Will County VINE help is 815-740-5560.

The latest inspection requires identity verification, property return and records at release and reports a 14-day voucher for most medications plus mental-health referrals when needed. The public pages do not identify the release door, pickup timing, waiting area, transportation or trust-balance method.

Sources: Sheriff VINE information · 2025 inspection

Ask CCC inside; line up local care and documents outside

The Center for Correctional Concerns provides social services, GED/ESL, literacy, substance-use classes, counseling, religious services, reading material, veteran outreach and reentry help inside WCADF. The person inside should request CCC through the unit/program channel.

Outside, Will County Health offers medical and behavioral care; Workforce Services is listed by the county at 2400 Glenwood Avenue. The Spanish Community Center offers bilingual family, housing, immigration and pantry help. Confirm eligibility and hours directly.

PART 06

Plan the trip

Entrances, parking, transit and useful local contacts.

Treat 95 and 20 S. Chicago as separate public tasks

Housing/booking is at 95 S. Chicago Street; ordinary social video check-in is across the street at 20 S. Chicago Street. The Sheriff places the Bond Lobby on Ottawa Street. Do not report to Sheriff headquarters at 16911 W. Laraway Road for a jail visit.

No current Sheriff page identifies a dedicated visitor lot, accessible drop-off or step-free path. Joliet’s downtown parking page warns that spaces can change with active construction. Check the current city map and confirm the correct entrance before driving.

Sources: Sheriff family maps · Sheriff contacts · City downtown parking

Use Joliet Transit Center as the verified hub; confirm the final walk

Pace’s Joliet Transit Center is at the Joliet Gateway Center on Marion/St. Louis streets, just west of Chicago Street; Pace also identifies the support facility as 50 S. Chicago Street. Routes 505 and 508 connect there and publish weekday/Saturday service, not Sunday service. Route 508’s current page carries 2026 detour information.

The reviewed operator material does not label a detention-facility door stop or a step-free final walking route. Use the live Pace map on travel day, call 847-364-7223, and do not infer an entrance from street numbering alone.

Sources: Pace Joliet Transit Center · Pace Route 508 · Pace Route 505 · Pace stop policy

Use Access Will County only after eligibility and reservation

Access Will County is curb-to-curb for registered Will County residents age 60+ or living with a disability. Begin with the Mobility Manager at 815-774-6346. Approved riders schedule through Pace at 800-244-4410.

Vehicles and the call center operate 6:00 a.m.–5:00 p.m. Monday–Friday, with no weekend or holiday service. Registration, advance reservation, pickup window, companion and return-trip details must be confirmed before relying on it for a visit or release.

Sources: Access Will County

Use nearby listings as planning contacts, not promises

For a daytime waiting/work stop, Joliet Public Library’s Ottawa Street Branch is at 150 N. Ottawa Street, 815-740-2660, with published weekday/weekend hours and Wi-Fi. The Joliet City Center Partnership lists downtown dining, including Chicago Street Pub at 75 N. Chicago Street.

Harrah’s Joliet lists a hotel at 151 N. Joliet Street, 815-740-7800. These are independent services: confirm hours, room availability, age/access rules and cost directly; Jail411 does not assert vacancy or a jail parking arrangement.

Sources: Joliet Public Library · Downtown dining directory · Harrah’s Joliet directions

Keep practical community numbers ready

Will County Behavioral Health: 815-727-8521. Community Health Center: 815-727-8670. Spanish Community Center lists Monday–Thursday 9:00 a.m.–5:00 p.m. and Friday 9:00 a.m.–12:00 p.m.; its pantry publishes separate Monday/Tuesday sessions.

Call before travel because program eligibility and hours can change. These contacts support community care and basic needs; they do not control jail records, releases or visitation.

Sources: Will County Health · Spanish Community Center · Food pantry

Do not merge nearby custody identities

River Valley Justice Center juvenile detention at 3200 W. McDonough Street is separate; the 2025 jail inspection says WCADF does not detain juveniles. Stateville, Northern Reception and Classification Center and Joliet Treatment Center are state identities. Joliet and other municipal agencies may hold someone before transfer.

The courthouse, court holding, probation/electronic monitoring, Sheriff headquarters and Video Visitation Center are service or court locations, not additional adult jail housing. Confirm the operator before attaching any rule.

Keep the source conflicts visible

Address: Sheriff pages show 60436 while IDOC and the visit page show 60432. Capacity: the Sheriff says over 1000; IDOC rates 909. Visits: the contact line’s hours are broader than the appointment blocks. Providers: Smart, Wellpath and Stellar contract dates in the 2025 inspection do not establish every 2026 renewal.

Release money: a current bail warning and an older cash/credit fee table coexist after Illinois pretrial reform. Confirm each task with the responsible jail, provider or court and preserve the answer.

Use a short, evidence-preserving checklist

  1. Save the booking number and court case.
  2. Call the task-specific jail number before paying, mailing or traveling.
  3. For visits, reserve 24–48 hours ahead and arrive 15 minutes early with accepted ID.
  4. Use the Florida address only for ordinary personal mail until legal-mail instructions are confirmed.
  5. Keep screenshots, receipts, names, times and rejected-item notices.
  6. Recheck custody and Pace alerts on the travel date.

Finding someone held here

Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Will County Sheriff’s Office.

Clear information.
Clear boundaries.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.

Can Jail411 tell me if someone is in custody right now?

No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.

Does posting bond mean the person comes home?

Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.

What should I confirm before visiting?

The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.

What if I find something that needs correcting?

Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
