JAIL411 / FAMILY FIELD GUIDE
A practical family guide to Spalding County’s GDC-regulated correctional institution.
Sources reviewed
County-operated, GDC-contract adult male correctional institution at 295 Justice Boulevard. Facility sources use GDC identifiers and describe state inmates; GDC also says the mission includes state and county offenders. Applies local SCCI rules facility-wide where expressly stated and GDC SOPs to GDC-supervised offenders. Excludes the Sheriff jail, youth, other state facilities, municipal custody, transitional centers, federal/ICE, community supervision, former work-camp site and off-site work-detail locations.
- Confirm SCCI custody
Use GDC Find an Offender, save the GDC number and call 770-467-4760.
- Use the local channel
SCCI publishes its own visit, scanned-mail, Access Corrections and Keefe instructions.
- Resolve before travel
Reconcile the visit-scheduling conflict and confirm parking, video, health, property and release details.

This is the county-run prison at 295 Justice Boulevard
Spalding County Correctional Institution (SCCI) is a county correctional institution at 295 Justice Boulevard, Griffin, GA 30224, 770-467-4760. GDC lists adult male felons at minimum and medium security. The county operates the institution through its Board of Commissioners/County Manager under a GDC contract and GDC standard operating procedures.
GDC's facility profile says the mission includes state and county offenders; the county's current page describes about 225 inmates and about 150 minimum/medium-security state inmates on work details. Public instructions for mail, money and packages require a GDC number. No official source reviewed gives a separate current count or separate family rules for locally sentenced offenders. If a person has no GDC number, call SCCI before using any process in this guide.

Use the GDC locator, then confirm with SCCI
Search the GDC Find an Offender service by GDC ID or name. Save the exact name, GDC number, current facility, sentence/release fields and case identifiers shown. Recheck the current facility before visiting, mailing, ordering a package or depositing money.
- No result: try the legal surname and another spelling; confirm whether intake or transfer is still processing.
- A result at 401 Justice Boulevard belongs to the separate Sheriff jail, not SCCI.
- A result at another GDC facility means that facility's rules control.
- For an SCCI match, call 770-467-4760 with the GDC number to confirm present housing and eligibility for the task. The public locator carries a no-warranty disclaimer and is not a visit reservation.

Start with the office that owns the question
- SCCI switchboard, counselor, health, property and release questions: 770-467-4760.
- GDC family/grievance line: 404-656-4661.
- GDC Ombudsman and Inmate Affairs: 478-992-5358.
- Pardons and Paroles: 404-656-5651.
- PREA reporting: 888-992-7849.
Have the full name, GDC number, facility, date, unit/counselor if known, and one clearly stated question. Record the answer and staff role. Do not call the Sheriff jail for SCCI procedures.

Arrange an approved visit
Facility schedule, current scheduling conflict, minors, ID and video gap.
Resolve the two published scheduling instructions before booking
SCCI's own page says family visits are Saturday, Sunday and county-observed holidays, 9 a.m.–3 p.m. It says to call the facility and speak with a counselor in advance; the deadline is 4 p.m. Wednesday for the coming weekend. GDC's current statewide page instead says approved visitors request visits through its online portal from 5 a.m. Monday to 5 p.m. Wednesday, with one session per visiting day, no more than two hours and up to four approved visitors together.
These instructions conflict; do not silently combine them. Call SCCI at 770-467-4760 and ask whether this institution currently uses counselor scheduling, the GDC portal, or both. Obtain confirmation before travel. Ask what a county-observed holiday means for that date, because the facility page does not publish a dated holiday calendar. If the institution cancels or locks down, ask whether a new request is required; neither source promises automatic rescheduling.

Every visitor, including a child, must be approved
The facility says every visitor must be on the approved list regardless of age, clear the metal detector and be appropriately dressed. Anyone 14 or older needs proper identification; anyone 16 or younger must be accompanied by an adult on the list. Before applying, GDC instructs applicants to submit its visitation form to the current facility with supporting documents such as photo ID, marriage license and birth certificate when applicable.
| Item | Rule |
|---|---|
| Carry-in | ID, car keys and up to $40 in coins for vending only. |
| Prohibited | Weapons, phones, drugs and other items; a person appearing impaired will not enter. |
| Dress | No shorts for anyone over 12; no see-through, halter, tank, tube or sleeveless tops; dresses no more than two inches above knee; underwear required. |
| Denial | Anyone not allowed to visit must leave SCCI property. |
Call about an expired or non-driver ID, custody/guardian papers, infant or medical items, service animals, disability accommodations, prior conviction/supervision, long-distance or special visits, and where belongings can be secured. Those exceptions are not fully stated on SCCI's public page.

Remote video is not officially confirmed for SCCI
No current SCCI, county or GDC facility page reviewed identifies a remote-video provider, on-site video kiosk, price, session length, reservation lead time or failed-session/refund process for this institution. The county describes in-person weekend/holiday visits, and Smart Jail Mail is documented for scanned mail—not for live video.
Call 770-467-4760 and ask whether remote video exists for this person's classification, the exact provider/facility listing, approval requirements, cost, cancellation/refund rules and technical support. Do not create or fund a Securus, ICSolutions, Smart Jail Mail or other video account based on a third-party directory.

Keep every channel separate
Voice calls, personal and legal mail, books, photos, packages and money.
GDC identifies Securus for offender calls; confirm SCCI enrollment
GDC's current offender-contact page identifies Securus for prepaid collect and direct-bill accounts at 800-844-6591. It publishes $0.08 per minute for local and domestic long-distance calls, a 25-minute maximum, no three-way calling or forwarding, monitoring/recording except approved attorney calls, and calls only to numbers on the offender's Call Allow List. The statewide SOP permits collect, prepaid, debit and limited free calls; the offender reports trouble on the designated phone-trouble form through the counselor or facility phone contact.
Because SCCI's own site does not name a voice provider and older public records are inconsistent, call SCCI before funding. Ask staff to confirm Securus for this person, account type, whether the number is approved, blocked-call procedure and refund/transfer handling. Attorney numbers use a verified request process so protected calls are not monitored.

Personal mail is scanned; originals are shredded
Address cards, letters and photographs with the person's name and GDC number to:
Spalding County Correctional Institution
P.O. Box 9104
Seminole, FL 33775-9104
The county says these items are scanned to the inmate tablet, stored electronically and the originals shredded. A released person can log into Smart Jail Mail with name and password to download photos, messages and postal mail. MailGuardTracker can show receipt, review, viewing and rejection reason.
The page does not publish photo count/size, card construction, ink/paper, language, retention period, appeal steps or what happens after transfer. Confirm before sending anything irreplaceable; never send an original photograph or document through the scanning address.
Legal and court mail goes to the physical institution
Legal mail, financial documents, Significant Other forms, court paperwork, approved packages and publications must include the person's name and GDC number and go to:
Spalding County Correctional Institution
295 Justice Blvd.
Griffin, GA 30224
Do not send legal material to the Florida personal-mail scanner. The local page does not publish the privileged-mail marking, attorney return-address rule, opening procedure, receipt, rejection appeal or delivery time. Counsel or the sender should call 770-467-4760 before sending time-sensitive originals and retain tracking/copies.

Use the approved Keefe catalogs; do not send a family box
SCCI says families cannot mail food or property directly. Order only through the linked Georgia County Packages/Keefe catalog using the correct SCCI program and the person's GDC number: one food package per quarter during posted windows, one property package per month, and one snack/hygiene kit per week. Confirm the displayed name and location before paying.
Publications may be mailed to 295 Justice Boulevard only when property-approved; the source does not define approved seller, format, title limits or rejection/return handling. Personal photos go through the Florida scanning address and will not be returned. GDC's statewide Union Supply page is a different program; the SCCI-specific Keefe page controls unless the institution announces a change.

SCCI publishes Access Corrections—not the statewide JPay route
For SCCI, use Access Corrections and select “Spalding County Correctional Institution, GA,” then match the GDC number or full name. Keefe customer service accepts credit-card deposits at 866-345-1884. Or mail a U.S. money order up to $300 with the inmate name/GDC number and sender name, address, date of birth, phone and email to:
Secure Deposits – Spalding County C.I.
P.O. Box 12486
St. Louis, MO 63132
The county warns missing fields cause rejection. Save receipts and verify the current facility before paying. Ask SCCI/Keefe about fees, limits, posting time, debt deductions, reversals, commissary schedule, indigent hygiene/postage and a transferred or released person's remaining balance. Although GDC publishes JPay statewide, it does not reconcile JPay with SCCI's current Access Corrections page; use the facility-specific instruction until SCCI says otherwise.

Protect health and rights
Clinical messages, mental health, grievances, disability access and PREA.
Call SCCI for urgent medical concerns and ask for the clinical channel
The county says SCCI provides healthcare, and GDC says its Health Services organization oversees medical, mental and dental services. No SCCI public page identifies the onsite contractor, sick-call process, family medical-message line, medication/glasses delivery, hospital-notification procedure or release-record contact.
- For an immediate threat, call 770-467-4760, say “urgent medical concern,” give the name/GDC number, symptoms, last contact and time, and request the shift supervisor/medical unit.
- For routine information, ask how the offender requests sick call and how a family member can send records, medication history, pharmacy details or glasses information. Do not mail medicine.
- Ask what authorization is required before staff can disclose protected information. GDC says medical/mental-health records require HIPAA-compliant consent outside the open-records route.
- If unresolved, follow counselor, chief counselor, care-and-treatment leadership, warden, regional director and GDC Ombudsman escalation.

Treat self-harm or psychiatric danger as urgent
For threats of self-harm, suicide, acute psychosis, victimization or medication interruption, call SCCI now at 770-467-4760. Ask staff to initiate an immediate welfare check and notify mental-health/medical staff. Give exact words, behavior, timing, known diagnosis/medications and the last contact; ask for an incident or follow-up reference without expecting confidential clinical details.
For non-emergency concerns, ask the counselor how the person requests mental-health care and how the family submits collateral information or a release-of-information form. GDC's public mental-health policy index includes evaluation, treatment and authorization forms, but SCCI publishes no local clinical contact or response deadline. Escalate through the GDC chain and Ombudsman if the facility-level concern remains unaddressed.

The GDC grievance has a 10-day filing clock
GDC SOP 227.02 makes the grievance process available to GDC-supervised offenders, including healthcare complaints. A grievance normally must state one personally affecting issue and be filed within 10 calendar days after the person knew or should have known the facts; late filing requires good cause. It is initiated on the kiosk/tablet, or by a paper form from the housing control room and hand-delivery to a counselor when the device is unavailable. Staff must help for language, literacy or disability needs, and retaliation is prohibited.
The warden normally has 40 calendar days, with one written 10-day extension. A Central Office appeal normally must be filed within 7 calendar days of the warden's response; the Central Office response period is 120 days. Emergency grievances go immediately to the duty officer, with an initial response within 48 hours if accepted as an emergency. Preserve reference numbers, receipts and responses. A family complaint does not replace the offender's filing deadline.
Sources: GDC SOP 227.02: Statewide Grievance Procedure · GDC: policy library, conditions of confinement · GDC: questions about loved ones
Request visitor and offender accommodations before the deadline
For an offender accommodation, ask the counselor for the facility ADA coordinator and state the disability, communication barrier and requested effective accommodation. The grievance policy routes ADA allegations to that coordinator and requires effective communication during grievances; accepted or rejected ADA-related grievances may continue as an ADA investigation.
For a visitor, call SCCI before scheduling to ask about an accessible parking-to-entry path, mobility devices, service animals, medication/medical items, ASL or other communication support and an ID/screening modification. The SCCI page only states that visitors must clear the metal detector; it does not publish an exception workflow. For language help, ask for interpretation when calling; do not use a child to interpret a legal or clinical emergency.

Sexual abuse or harassment can be reported outside SCCI
For immediate danger, notify SCCI staff/shift command at 770-467-4760 and request separation and medical/mental-health attention. A family or third party may also report to the GDC PREA Unit at 888-992-7849; calls are recorded and messages are checked Monday–Friday, 8 a.m.–5 p.m. GDC also publishes a PREA email and Ombudsman at 478-992-5358.
A report may be anonymous, but include names, GDC number, SCCI location, what happened, where and when, present danger and optional callback details. PREA allegations are routed to the institutional response team, not decided through an ordinary grievance. Do not confront an alleged perpetrator or post identifying details publicly.

Track sentence, parole and release
Legal access, parole, programs, property, release funds and reentry.
This is sentenced custody, not the place to post bond
SCCI is a correctional institution for adult male felons, not the Sheriff booking/bond jail. Do not take a bond payment to 295 Justice Boulevard. For an active appeal, post-conviction matter, detainer or court production, keep the court name, county, case number, sentence date and attorney contact separate from the GDC number. Contact the attorney or issuing court for the case record.
GDC policy provides access-to-courts and legal-library procedures. The phone SOP provides a verified attorney-number process so approved attorney calls are not monitored, and the local mail page routes legal mail to 295 Justice Boulevard. Ask the counselor how to request the law library, a legal call or a confidential attorney visit. The grievance process cannot change a sentence, court decision or parole decision.

A Tentative Parole Month is not a release date
Use the State Board of Pardons and Paroles TPM lookup for parole status. The Board says a Tentative Parole Month is when it expects a final review; it is conditioned on conduct and any required programming and is not a final release decision. Not every sentence is parole-eligible.
Parole questions belong to the Board at 404-656-5651, not the GDC Ombudsman. Time-computation concerns start with the SCCI counselor and may proceed through the grievance process. Ask whether the displayed date is TPM, maximum release date, parole release date or another status before arranging a ride or housing.

Ask the counselor about actual placement, not just the directory list
GDC lists GED and literacy, personal/self-growth, family violence, victim impact, Motivation for Change, recreation, worship and Bible study at SCCI. The county describes healthcare, education and job skills tied to public work details. A listing does not promise eligibility, a seat or completion before release.
The offender should ask the counselor which assessment controls placement, waiting time, transfer continuity, certificate/credit and whether a parole condition names a specific program. Families should ask how to send approved education records or verify completion; do not send books or course materials until property approval is confirmed.

Confirm property, exit and funds before making a pickup trip
No reviewed SCCI page publishes a property-authorization form, recipient ID rule, pickup hours, release exit, release processing time or transfer disposition. Call 770-467-4760 with the GDC number and ask the counselor/property officer: what can be released before discharge, who must authorize it, exact pickup door/hours, recipient ID, and what happens to stored property after transfer or release.
Also ask whether the person will receive a Georgia Release Card for remaining funds. GDC's card page says activation requires the 16-digit card number, expiration date, security code and date of birth at 866-777-5729. Do not treat that card page as proof of balance, delivery time or SCCI pickup procedure.

Start release planning with the counselor, then verify community appointments
- Ask the counselor for the controlling release authority/date, destination approval, ID status, transportation, property/funds, medication supply, records, supervision reporting and benefits plan.
- If release is to parole/probation, confirm the assigned officer and first report directly. The DCS “Griffin” field office serving Spalding is at 700 Legacy Park Drive, Barnesville, 770-358-5047; do not report there unless the papers say so.
- For employment, WorkSource Three Rivers specifically offers offender-reentry employment help at 770-229-9799; eligibility and appointments must be confirmed.
- If parole is authorized but housing alone blocks release, ask the counselor/Board whether Reentry Partnership Housing eligibility applies. It is not open self-referral or guaranteed housing.
Build a flexible pickup plan. A locator date or TPM alone does not establish an hour, door or completed discharge.

Use the correct custodian and authorization
For public GDC records, use the GDC open-records portal and identify the person, GDC number, facility, date range and specific record. GDC warns that security-sensitive policies and offender medical/mental-health records without HIPAA-compliant consent are not available through an ordinary open-records request.
For clinical records, ask SCCI/Health Services for the authorization and delivery process. For court records, use the sentencing court clerk and case number. For county personnel/operations records, ask Spalding County which records officer owns the request. Keep legal mail and public-record requests separate and never send private health documents through the scanned personal-mail address.

Reach the right building
Arrival, parking boundary, reservation-only transit and practical contacts.
Navigate to 295 Justice Boulevard—not the jail next door
SCCI's public address is 295 Justice Boulevard, Griffin, GA 30224. GDC directs drivers from I-75 to US 19/41 South, then the Griffin bypass, the Williamson Road/GA-362 exit, an east turn and an immediate left onto Justice Boulevard; the institution is on the left near the hilltop. The GDC text also uses the historical alias “Spalding County Prison”; it refers to SCCI, not another active facility.
The separate Sheriff jail is at 401 Justice Boulevard. Before leaving, confirm at 770-467-4760 that the appointment is at SCCI and ask which drive, gate and check-in entrance serves visitors, attorneys, property pickups or release rides.
Sources: GDC: Spalding County Correctional Institution · GDC: Spalding County Jail · Spalding Sheriff: detention services
A designated area is referenced, but no public parking plan is published
GDC's statewide visit instructions tell scheduled visitors to park in the designated area and remain in the vehicle until staff signals entry. Neither the SCCI page nor its facility profile names the lot, publishes capacity/hours, confirms accessible spaces, overflow parking, towing boundaries, lighting or a pedestrian path. The neighboring jail and county offices are not verified SCCI visitor parking.
When confirming the visit, ask for the exact lot/driveway, arrival time, whether visitors must remain in the vehicle, accessible route and what to do if the lot or gate is closed. Do not park on Justice Boulevard or at 401 Justice Boulevard based on assumption.

Three Rivers is reservation-only demand response—there is no fixed jail stop
Three Rivers operates Spalding public transportation by demand response: no fixed routes, stops or set pickup times. The operator lists Monday–Friday, 8 a.m.–5 p.m., last pickup 4:30 p.m., and a $2 one-way fare for its five-county program. Call 855-407-7433 24–48 hours ahead; next-day requests must be made by noon and space is limited, first-come/first-served.
Ask whether a ride to 295 Justice Boulevard is available, whether the rider must reside in the service area, round-trip pickup timing and the correct gate. The published pickup window can begin one hour before and extend 15 minutes after the stated time; the driver waits five minutes. Wheelchair-accessible vehicles, service animals, oxygen/respirators and free ADA personal-care attendants are supported when arranged. Because this is not a fixed schedule and trips are not guaranteed, this packet does not invent seven dated departures.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
