Use the active adult jail—not the Old Jail museum
Heard County Jail is the Sheriff-operated adult local jail at 11820 Highway 100 North, Franklin, GA 30217, 706-675-3329 (TTY 711). The Sheriff says it holds people arrested on felony and misdemeanor allegations, has a 70-person housing capacity, sometimes houses people for other jurisdictions and is staffed 24 hours a day. A contract or federal/ICE housing role is not published.
| Identity | Meaning | Use this guide? |
|---|---|---|
| Heard County Jail, 11820 Highway 100 N | Active Sheriff adult booking and housing site. | Yes. |
| Old Jail, 161 Shady Street | Historical Center and museum; no custody. | No—never send mail, money or visitors. |
| Franklin Police, 118 Davis Street | Municipal arresting agency; not county housing. | Call only to trace a Franklin arrest. |
| Martha K. Glaze RYDC, Hampton | State youth detention serving Heard County. | No—adult rules never apply. |
A state-sentenced person may remain temporarily at the county jail, and the Sheriff publishes a special contact-visit possibility for people going to prison. That does not turn the jail into a state prison or make GDC family rules applicable before transfer.

Call for the live booking; no official online roster was found
The Sheriff does not publish a public inmate-search link on the jail pages reviewed. Call 706-675-3329 with the person’s full booked name, date of birth and approximate arrest time. Ask staff to confirm the booking number, current custody, housing section, charge/case or warrant number, assigned court, displayed bond and any known transfer or release.
- If the booking is very recent, ask whether intake is complete and when to call again.
- If the jail has no record, call the arresting agency. Franklin Police is 706-675-6624; after-hours dispatch is 706-675-3328.
- Ask whether the person moved to youth custody, GDC, another county, a hospital, federal/ICE custody or release. Use that custodian’s locator and rules only after the transfer is confirmed.
Reconfirm before every visit, payment, mailing or pickup; a directory entry or old booking report is not live custody proof.

Reconcile the two published visit paths
Housing schedule, visitor list, video setup and failure handling.
Reconcile the posted housing schedule before traveling
The Sheriff publishes 20-minute family/friend visits on Wednesdays and Sundays, but a separate current page also offers Pay Tel on-site and remote video. It does not say whether the housing schedule is a face-to-face/noncontact schedule, a video schedule, or operates alongside Pay Tel. Call 706-675-3329 before relying on either page.

For the posted schedule, arrive 15 minutes early to sign in; late visitors are refused. Confirm the person’s section the same day because housing can change.

Get onto the four-person list and confirm every exception
The resident designates up to four people during admission. Once all four slots are used, the Sheriff says the list cannot change for at least six months unless the Jail Administrator approves, a visitor dies or a visitor moves out of state. A victim of the crime leading to incarceration cannot be placed on the list. Only two listed visitors may visit on a visiting day, and staff may end a visit for safety or security.
Do not wear halter tops, short shorts or skirts, low-cut tops or dresses, or clothing exposing the midriff. The local page does not publish accepted ID, minor/guardian documents, infant supplies, belongings/lockers, disability or service-animal exceptions, protective-order effects, criminal-history restrictions, or long-distance/special visits. Call before bringing a minor or requesting an exception. Legal counsel and ministers need Jail Administrator authorization. Contact visits are limited to state-sentenced people going to prison and require administrator authorization and scheduling.

Schedule Pay Tel correctly and preserve evidence of a failure
- Create the Pay Tel Connect account for the correct person and facility. The Sheriff publishes three options: a resident-requested immediate “Let’s Visit Now” session, a personal-device visit scheduled at least one day ahead, or an on-site visit scheduled at least one day ahead.
- Before the first visit, verify the account identity and test camera, microphone, speakers/headset, connection and browser. Pay Tel’s current general minimums include Android 10/iOS 13 and supported Chrome, Edge, Firefox or Safari versions; requirements can change.
- Adults must provide a valid unexpired government photo ID under Pay Tel’s general rules. Children under 18 must remain with a registered parent or legal guardian. Confirm that Heard accepts those provider rules without additional local documents.
- For failure, save appointment, time, resident, charged minutes and screenshot. Call 800-729-8355. Pay Tel says customer internet/cellular/hardware failures are not refunded; a claimed Pay Tel system failure may be reviewed. Facility or conduct cancellation can end a session without refund.
The local per-minute rate, appointment blocks, on-site station location and accessibility are not published. Ordinary sessions may be recorded and monitored; counsel must arrange privileged status through the jail in advance.

Use the right communication and money channel
Unpublished voice provider, mail distinctions, photos, packages and trust funds.
Confirm the voice-call provider before funding anything
The Sheriff identifies Pay Tel for video but does not publish the provider, rates, call hours, duration or account type for ordinary voice calls. Do not infer that Pay Tel video proves Pay Tel voice service. Call 706-675-3329 and ask which company currently carries calls and whether the account belongs to the outside phone number or the resident.
If staff confirms Pay Tel, its general products include prepaid calls, direct billing for qualified customers and resident debit at selected facilities. Call 800-729-8355 from the affected number to open/check an account, obtain a facility rate quote, learn why a number is blocked or request refund information. For a failed call, save the date, time, number, resident and charge; check provider balance/blocking and ask the jail separately about a custody restriction. Release/transfer balance handling is not published locally—ask before adding a large balance.

Use the P.O. box and a plain, complete envelope
Address ordinary mail exactly:
Heard County Sheriff’s OfficeResident’s full name
P.O. Box 339
Franklin, GA 30217
Put a complete return address on the envelope and do not add extra writing or graphics. The Sheriff prohibits mail between incarcerated people. Incoming and outgoing mail is inspected and may be read for security information. A letter with explicit sexual content is refused. If mail contains a prohibited item, the Sheriff says the entire envelope and everything in it is returned to sender.
Reconfirm spelling and custody before mailing. The page does not publish page/enclosure limits, greeting-card rules, language rules, rejection notice or appeal deadlines.
Sources: Heard County Sheriff: Inmate Mail · Heard County Sheriff: Jail Division
Do not assume ordinary-mail rules protect legal mail
The Sheriff’s mail page does not publish a separate attorney/legal-mail address, required privilege marking, approved-sender verification, opening-in-presence rule, rejection notice, original-document handling or appeal. Counsel should call 706-675-3329 before sending and ask for the current legal-mail address and exact envelope markings.
Do not place confidential case facts in ordinary mail, an ordinary Pay Tel session or a public complaint email. Ask the jail to confirm the protected attorney channel and how it is made non-recorded before using it. Families sending an original court, identity or benefits document should first ask whether a copy is accepted and how an original is returned.

Send only verified photos; pause books and packages
The Sheriff expressly permits pictures only when they contain no nudity and do not depict violence or illegal activity; a violation causes the entire mailing to be returned. It does not publish photo size/count, Polaroid/digital-print rules or whether writing is allowed on the back.
No current Sheriff page reviewed states who may send books, magazines, newspapers or packages; whether a direct publisher/vendor is required; or the format, quantity and rejection process. Call 706-675-3329 before ordering. Do not use a vendor’s “facility accepted” label as jail approval, and do not send clothing, hygiene goods or food from home—the commissary page says the jail does not accept those commissary items from family or friends.

Choose one verified deposit route and keep the receipt
| Method | Action | Check first |
|---|---|---|
| JailATM online | Select Heard County and the exact resident; save the receipt. | Current fee, card limit and posting time. |
| Lockdown lobby kiosk | Use the kiosk in the Sheriff’s Office main lobby. | Lobby/entry hours and accepted tender. |
| The mail page says money orders or certified checks are removed, credited and receipted to the resident. | Payee, memo/booking identifier and accepted issuer. |
Do not mail or bring cash. For that week’s order, funds must post by 11 p.m. Sunday. The published spending cap is $45 per week. Store items include snacks, hygiene, undergarments, stamps, writing materials and envelopes. The jail supplies indigent residents necessary hygiene, stamps, writing material, envelopes and an initial pair of undergarments, but not snacks; disciplinary action can suspend store privileges.
Deposit limits, deductions, online/kiosk fees, refunds, release/transfer balance and payout method are not published. Call Debbie Moreland through 706-675-3329 before a large or time-sensitive payment.

Protect health and rights
Medical and mental-health escalation, grievances, access and PREA gaps.
Give urgent health information directly to the jail
No public Heard page identifies the jail medical contractor, family clinical line, medication-delivery protocol, glasses/device process, hospital-notification practice or medical-records office. For an urgent concern, call 706-675-3329 and ask for the on-duty supervisor or medical staff. Provide the resident’s full name/date of birth, condition, medication and dose, pharmacy/prescriber, last dose, current symptoms and your callback number. Ask staff to read back the information and note the date/name.
Do not bring medication, glasses or equipment without approval and do not put protected health details into a monitored video/phone call or public complaint email. Privacy law may limit what staff can disclose, but it does not prevent you from giving relevant information. Ask medical staff what authorization the resident must sign for records or two-way discussion and how discharge medications are handled.

Report custody risk first; use outside crisis help as support
For suicidal statements, acute withdrawal, psychosis, threats or other immediate risk in custody, call the jail at 706-675-3329, ask for the on-duty supervisor and request an immediate welfare check. Give exact words/behavior, timing and access to medication or means; ask how and when staff will follow up. A monitored message or voicemail is not an emergency channel.
Georgia’s Crisis and Access Line, 800-715-4225, and 988 operate 24/7 for crisis support and connection to services. They do not replace notifying the jail about a person already in custody. For community follow-up after release, Heard’s resource directory lists Pathways Heard County Behavioral Health Clinic, 1206 Franklin Parkway, 706-675-6399.

Separate the resident grievance from a public employee complaint
The Sheriff publishes a signed Citizen/Internal Complaint and Inquiry Form for alleged employee conduct. It asks when/what happened, what the employee did wrong and a sworn signature; the contact page says forms may be returned in person at 11820 Highway 100 or by email to hcso@heardcountyga.com. Keep a copy and request a complaint number.
This public form is not a published substitute for the resident’s internal grievance. The jail does not publish grievance forms, deadlines, emergency/confidential filing, response levels, appeal or retaliation reporting. The resident should ask an officer for the current grievance process; a family member should call the Jail Administrator for the exact route. Do not send medical, attorney-client or sexual-abuse details through ordinary email until confidentiality is confirmed.

Request accommodations before the visit or release
The Sheriff lists TTY 711 with its jail number, but does not identify a jail ADA coordinator, language-access coordinator, interpreter process, request form, accessible visitor station, service-animal rule or accessible release pickup. Call 706-675-3329 early, describe the functional need and ask who owns the request, what documentation is required and how approval will be confirmed.
For Pay Tel, tell support at 800-729-8355 whether the problem is account, device or accommodation-related; the platform requires audio/video hardware and a supported device. For travel, Heard Transit permits wheelchairs, respirators/portable oxygen and service animals, and carries a personal care attendant free; request the modification when reserving.

Ask for the jail’s confidential PREA route
No current local page reviewed publishes a PREA coordinator, confidential resident hotline, outside reporting entity, third-party report method, anonymous option, advocate or follow-up process. For an immediate threat, call 706-675-3329, ask for the on-duty supervisor and say you need the PREA/emergency safety route. Ask where a third party can report without using monitored resident communications and how to preserve the report number.
The Heard resource directory lists the Prevention & Advocacy Resource Center sexual-assault hotline, 770-834-7273, for community advocacy. It is not verified as the jail’s designated PREA reporting entity. Ask both the jail and advocate what confidentiality and coordination apply before sharing identifying details.

Track court, bond and release
Current circuit/counsel, bond methods, property, holds, reentry and records.
Track the court and case separately from custody
Ask the jail for the case/warrant number and assigned court. For first-appearance or bond questions, Heard Magistrate Court is at 215 East Court Square, 706-675-3002, Monday–Friday 8:30 a.m.–5 p.m., closed noon–1 (12–1 p.m.). For Superior Court felony records, call the Clerk at 706-675-3301, Monday–Friday 8:30 a.m.–5 p.m.
Georgia Courts warns that online court-record providers may require an account and does not list Heard on its statewide e-access table. A missing online result is not proof that no case exists. Give the clerk the exact name, date of birth and case/warrant number; confirm next date, courtroom, hearing format and which office accepts filings. The courthouse is not the jail.

Use the current West Georgia public defender office
Heard County moved from the Coweta Judicial Circuit into the West Georgia Judicial Circuit effective January 1, 2025. The Georgia Public Defender Council lists the Heard satellite at 215 East Court Square, Suite 4099, 706-675-0288; main office 770-830-1323. Ask whether counsel has been appointed and give the exact case number, court, custody location and next hearing.
The county’s older pages and Sheriff affiliate link still say Coweta Circuit; treat those circuit labels as stale. The current West Georgia District Attorney Heard office remains at 215 Court Square, 706-675-0955, but prosecutors do not represent the accused. Do not discuss defense strategy with the DA. Counsel must arrange legal mail and privileged calls/video through the jail before use.

Match the bond method to the Sheriff’s exact requirements
Bond amounts are set by a judge. The Sheriff publishes cash, Heard-property, out-of-county property and approved professional bond routes. Before paying, call 706-675-3329 for the exact amount, charge eligibility, court conditions, payee and current acceptance window; ask about other holds.
- Cash bond: Monday–Friday 8 a.m.–5 p.m., USPS money order or cashier’s check drawn on a local Heard County bank. After hours, USPS money order or cash. No personal/business check or credit card.
- Heard property: property must be in Heard County. Every person on the warranty deed/tax receipt must appear with government photo ID, warranty deed, current tax bill and quitclaim deed if applicable.
- Out-of-county property: the sheriff where the property lies prepares it; deliver the sealed package bearing that sheriff’s letterhead.
- Professional bond: use a company registered with Heard County. Other-county companies are not accepted. Request the approved list; detention staff cannot recommend. The Sheriff says Georgia allows up to 15% plus actual posting costs, nonrefundable.

Confirm authority before trying to collect property
The Sheriff does not publish property-release hours, an authorization form, accepted pickup ID, who may collect, retention limits or the property door. The resident should ask how to authorize a named person; the collector should call 706-675-3329 with the booking number and ask what original ID/form is required, what items are available, and the exact date, time and entrance.
Do not assume that posting bond automatically releases stored property to someone else. Ask separately about clothing, keys/phone, medications, evidence held by an arresting agency and remaining trust funds. Evidence may remain with Franklin Police or another agency even after release.
Sources: Heard County Sheriff: Jail Division · Heard County Sheriff: Contact, Complaint and Open Records · Franklin Police Department: Contact
Plan pickup only after every hold clears
A posted bond does not promise immediate release. Ask the jail whether all charges are bondable, every bond and court condition is satisfied, and any probation/parole, other-county, state, federal/ICE or medical hold remains. Ask when identity checks and release paperwork are complete; do not rely on an estimate as a guarantee.
The jail does not publish a release door, waiting/parking area, after-hours instruction, accessible pickup, clothing/medication supply or account payout method. Call 706-675-3329 before leaving home, provide a reachable number and bring weather-appropriate clothing only if staff approves. Counsel should address unexplained legal holds; the public defender is 706-675-0288.

Build the release plan with concrete local contacts
The jail does not publish current in-custody programs, eligibility or discharge planning. Ask the Jail Administrator what education, treatment, work detail, ID, benefits, medication and referral help the specific resident can request.
- Outpost Family Resource Center: 1191 Franklin Parkway; navigator 706-616-7042. Published hours Tuesday 1–6 p.m., Thursday 9 a.m.–5 p.m. and Friday 8:30 a.m.–noon (food-pantry distribution).
- Pathways behavioral health: 1206 Franklin Parkway, 706-675-6399.
- Heard County Public Library: 564 Main Street, 706-675-6501, for computer/internet and referral access; confirm current hours.
- State reentry help: if Heard is absent from the DCS county directory, email reentryservicesinfo@dcs.ga.gov for assistance.
Confirm eligibility and appointment availability; a listing does not promise a bed, benefit or service.

Send each record request to the proper custodian
For Sheriff incident, booking or agency records, use the Sheriff’s open-records route; the contact page accepts an open-records form and lists hcso@heardcountyga.com. For filed Superior Court records, call the Clerk at 706-675-3301. State the person, date range, incident/case number and exact document; ask for fee, redaction, response and delivery details.
Medical records, attorney-client communications, internal grievances and PREA material may have different privacy/custody rules. Do not request them through a generic public-record email without asking the responsible medical, legal or jail office for its authorization and confidential delivery process. Keep the request and response.

Reserve Heard Transit; it is not a fixed-route jail bus
Heard County Transit is advance-reservation shared-ride service for Heard County residents, not a published fixed stop at the jail. Call 706-675-1410 (TTY 711), Monday–Friday 8 a.m.–2:30 p.m.. In-county trips require at least 24 hours; out-of-county trips require three days. You must speak with the dispatcher—leaving a message does not guarantee a ride. Service operates Monday–Friday 7 a.m.–4 p.m.; last scheduled pickup is 3:30 p.m.; cancel at least two hours ahead.
One-way fare is $1 within Franklin, $1.50 elsewhere in Heard County, $5 to Carroll/Coweta/Troup, plus $1 per stop; exact fare is required. Wheelchairs, respirators/portable oxygen and service animals are allowed; an ADA personal care attendant rides free. Ask whether your residence qualifies, whether the jail trip can be scheduled, the exact accessible curb/drop-off and a return pickup that allows for check-in.
Seven-date service check, September 29–October 5, 2026: Tue Sep 29, Wed Sep 30, Thu Oct 1, Fri Oct 2 and Mon Oct 5 are published operating days; Sat Oct 3 and Sun Oct 4 are closed. This is eligibility, not a timetable or guaranteed trip. None of the listed dates is a published transit holiday.

Use nearby verified contacts, not assumed hospitality
For a long or disrupted day, the most useful verified public contacts are Heard County Public Library, 564 Main Street, 706-675-6501; Outpost Family Resource Center, 1191 Franklin Parkway, 706-616-7042; Heard County Health Department, 1191 Franklin Parkway, 706-675-3456; and Pathways Behavioral Health Clinic, 1206 Franklin Parkway, 706-675-6399.
These are community resources, not jail waiting rooms or guaranteed release services. No Sheriff, county or verified direct-operator source reviewed identifies a jail-affiliated restaurant, lodging partner, overnight waiting area or safe walking route, so this packet names no food or lodging business. Anyone arranging either must independently confirm the business's same-day hours, price, accessibility and availability. Do not leave a vehicle at the jail without parking confirmation.

Finding someone held here
Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Heard County Sheriff’s Office.

Before you travel, pay, or mail anything
Get two things first: which facility the person is actually in, and their booking or ID number. Almost nothing works without them. Then check this facility’s current instructions — rules and service providers change.
Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
