Estrella Jail
Find the right Maricopa jail, prepare contact and visits, respond to a health concern, and plan for court or release. This dated guide separates five housing jails from ITR and the older Durango record.
JAIL411 / FAMILY FIELD GUIDE
Five jails. One clear route through the system.
Sources reviewed
Adult Maricopa County Sheriff custody only. Juvenile detention, state prisons, federal facilities and city holding sites have separate rules. Specific onsite visit, mail-routing and arrival details remain unverified and are identified below.
- Verify the record
Confirm identity and housing before any trip, letter or payment.
- Choose the service
Use the correct visit, call, mail or trust channel for that person.
- Plan the next step
Check court, bond, health needs and ITR release separately.
Find the right place
Record, housing jail, intake and release.
Confirm custody before choosing a destination
Start with the Sheriff’s live inmate inquiry. Save the person’s exact booked name, booking or inmate ID, current housing, court case and any release information. The housing jail can change after intake; repeat the lookup before a visit, mailing or deposit. An old Jail411 facility record is not a live roster.
No matching record?
Check spelling and aliases, then ask Sheriff’s Information Management Services (SIMS) at 602-876-0322 whether booking is still in progress, the person was moved, or release processing began. Give the name, birth date and approximate arrest time. For a court case rather than physical custody, use the Superior Court criminal case search or call 602-506-8575.

Five housing jails; two more functions
The county detention report identifies Fourth Avenue, Lower Buckeye, Estrella, Watkins and Towers as the five adult housing jails. The separate Intake, Transfer and Release (ITR) center handles booking, self-surrender and all county-jail releases; its 512 unit is for short stays. ITR is not a sixth ordinary housing jail. Match the current custody record to the destination below before traveling.
| Destination | Address | Role |
|---|---|---|
| Fourth Avenue | 201 S. 4th Avenue | Housing; bond and fine room at northwest corner |
| Lower Buckeye | 3250 W. Lower Buckeye Road | Housing |
| Estrella | 2939 W. Durango Street | Housing |
| Towers | 3127 W. Gibson Lane | Housing |
| Watkins Jail | 2680 S. 28th Drive | Housing; missing from the older imported list |
| ITR / 512 | 2670 S. 28th Drive | Booking, transfer, release and short stay |
Durango Jail appears as “Open” in an older imported record but is absent from the current five-jail inventory. Do not use its old address for a visit, letter or payment. Durango juvenile detention is a separate court system. Arizona prisons, federal custody and Phoenix city detention also have their own rules.

Plan a visit
Provider, preparation and video help.
Choose the visit service for this jail
Current ViaPath facility pages list visitation scheduling and video visiting for Fourth Avenue, Lower Buckeye, Estrella, Watkins and Towers. Watkins explicitly sends visitors to the Maricopa ViaPath scheduler. Register with your legal name, select Maricopa County and the actual housing jail, then use the openings and confirmation presented for that person. Save the confirmation before traveling. Ask SIMS at 602-876-0322 if the jail is missing, a transfer occurred, or no openings appear.
A Securus Maricopa page still advertises different onsite locations, hours and prices. We could not establish whether it applies to any present visit type. Do not buy or schedule through a conflicting provider solely from an old search result. Confirm the provider and appointment at the jail before paying or traveling.

Before leaving for a visit
The MCSO video rules posted in the Maricopa scheduler require the family account holder to be 18 or older. Anyone under 18 must remain on-screen with an adult throughout the visit. Add children through My Account → Manage Visitors → Minor Visitors; if another adult already registered the child, ask the facility to associate that child with your account. Children cannot schedule independently.
- Remain fully clothed. The posted restrictions include sheer or revealing clothing, swimwear, garments above mid-thigh, visible underwear, tank or halter tops, excessively tight clothes and drug or gang insignia. Shoes are required for onsite visits.
- Ordinary video visits are monitored and recorded; the room behind you is visible. Do not photograph or record the session, use another phone or social media, relay another person into the conversation, or allow another incarcerated person to join. The rules identify a legal-counsel exception to the third-party restriction.
- No drugs, alcohol, intoxication, sexual conduct, gang activity or abusive behavior. Violations can end the visit and lead to restrictions; the posted rules list 30-day restrictions for many violations and possible permanent suspension.
The scheduler still posts rules revised April 9, 2020; that is the document’s revision date, not a new policy issued this year. Recheck the confirmation and posted FAQ before each visit. A video appointment does not establish in-person visiting availability. Current accepted visitor IDs, guardian-document exceptions, onsite arrival windows and public entrances were not established for every jail; confirm those specific details with SIMS at 602-876-0322. The county contractor packet describes staff entrances, not visitor permission.

Set up and repair a video session
- Open the Maricopa scheduler and choose Register Today. Enter your legal identity and an email address you can access; finish the verification/security-code steps. If the registration email is missing, check completion, spam and the spelling of the address.
- Under My Account → Manage Inmates, add the person using the inmate ID or the first 2 letters of their first and last names. Confirm identity and housing before selecting the result.
- Use the Visitation tab to select all participating visitors, the person, an available date and location, then confirm. A “Conflict” message requires choosing another date, time or location. No openings can mean full slots, a facility closure, a visit quota or an individual restriction.
- Test camera, microphone and connection before the session. The current scheduler supports browser-based WebRTC, including Safari on iOS. Visbridge is no longer needed or supported. Professional visitors have a separate credential-verification process; it is not the family registration path.
Cancellation, transfer or a failed paid visit
Use Cancel Visit (or the red X) and read the displayed fee/refund terms before confirming cancellation. View Visit History preserves canceled appointments and charges. A facility cancellation may follow a transfer, release, station outage or schedule change. Keep the appointment ID, receipt, time and error screenshot when reporting a failed session through the provider’s support contact. Ask SIMS at 602-876-0322 whether a custody change affected the appointment. A refund is not automatic, and this guide does not promise a free allowance or universal price.

Phone access and the right balance
Source availability checked September 28, 2026: the older policy URLs below now return a landing page instead of their PDFs. The dated policy details are retained as research context; current adoption or later revisions could not be checked. Confirm the applicable rule with SIMS, 602-876-0322, before relying on an exception or deadline.
ViaPath facility pages identify AdvancePay and PIN Debit for Fourth Avenue, Lower Buckeye, Estrella, Watkins and Towers. MCSO’s phone policy distinguishes monitored ordinary calls from protected legal-call procedures. Match the account to the purpose before depositing.
| Account | What it funds | Unused balance |
|---|---|---|
| AdvancePay | Prepaid collect calls to your registered phone number; it does not pay for calls to every relative. | The account holder can request a refund after release or when the account is no longer needed. |
| PIN Debit | The incarcerated person’s calls to approved numbers. Your deposit becomes that person’s property. | The provider says unused funds are refunded to the person upon release, not automatically to the family depositor. |
| GettingOut / video services | The selected messaging, tablet or visit product. | Check that product’s terms; do not assume another account’s balance transfers. |
| TouchPay trust | Jail trust money, separate from a phone account. | Ask jail trust staff about release disbursement. |
Create or access ConnectNetwork, select the correct facility and person or phone number, and review the displayed rate and fee. AdvancePay automated funding is 800-483-8314. For a failed call, record the dialed number, time, product and charge; check the funded account matches that number, then contact the provider through the account. Ask SIMS whether housing or a restriction explains unavailable calls. The provider’s Towers-specific page now confirms an advertised listing for AdvancePay, PIN Debit, visitation scheduling, video and GettingOut tablet services. Select the actual facility/account and check availability before funding; that listing does not resolve the separate Securus conflict, individual access or an onsite visiting schedule.

Personal, legal and publication mail
Source availability checked September 28, 2026: the older policy URLs below now return a landing page instead of their PDFs. The dated policy details are retained as research context; current adoption or later revisions could not be checked. Confirm the applicable rule with SIMS, 602-876-0322, before relying on an exception or deadline.
Confirm the current personal-mail address, permitted format and booking-ID placement with SIMS at 602-876-0322 before sending. A housing address is not necessarily a mailing address. The current family page could not be read during review, and older mail instructions conflict with later routing material. Ask separately for confidential attorney/court mail routing; do not send privileged material as ordinary personal mail.
Photos: limits in the dated policy
MCSO’s authorized-property policy DD-1, effective February 6, 2024, permits up to 5 photographs per envelope, no larger than 4 × 6 inches. Mark the envelope “photographs” and put the person’s name and booking number on each photo’s back. Photos must be unaltered, without stickers, labels or adhesives. Polaroid, gang-related and sexually explicit pictures are prohibited. These content limits do not establish the current delivery address.
Books, parcels and money
Current publisher/retailer requirements, book limits and package-program availability remain unverified; obtain those rules before ordering. Do not send medication or a parcel simply because a catalog offers jail delivery. The funds policy returns unsolicited ordinary mailed money or negotiable instruments; it contains a separate government-check exception, not permission for family money orders. Use the verified trust-deposit channel below.

Fund the inmate trust account carefully
Source availability checked September 28, 2026: the older policy URLs below now return a landing page instead of their PDFs. The dated policy details are retained as research context; current adoption or later revisions could not be checked. Confirm the applicable rule with SIMS, 602-876-0322, before relying on an exception or deadline.
The previously reviewed MCSO funds policy identifies TouchPay channels for inmate trust deposits. The provider accepts eligible online, phone and facility-kiosk deposits, with method and facility availability varying. In Maricopa, TouchPay says to prefix a six-digit inmate ID with P when its lookup fails. Verify the displayed person before payment, retain the receipt and check the fee at checkout. TouchPay says a successful transaction generally cannot be reversed by the provider, and an incorrect account must be taken up with the facility.
TouchPay support is 866-204-1603; it can confirm kiosk location and transaction issues, but it does not hold the inmate account balance. Ask SIMS about booking ID and jail trust questions. That dated MCSO policy does not support mailing ordinary money or negotiable instruments to the person.

Make the trip
Parking, transit and overnight planning.
Two Phoenix clusters, different parking
| Destination | Verified option | Cost and limits |
|---|---|---|
| Fourth Avenue / downtown courts | CityScape, 1 E. Washington Street: two public garages with access from Washington Street, Jefferson Street and First Avenue. | The operator posts $5 per hour and a $30 daily maximum; event rates vary. Business validation is conditional, not jail or juror validation. |
| ITR, 2670 S. 28th Drive | Free paved visitor lot identified by the Superior Court. | This does not authorize parking in adjacent staff or housing-jail lots. |
| Other housing jails | Use the public approach specified with the appointment. | Visitor-lot permissions and entrances still need jail-specific confirmation. |
CityScape’s garages are covered/underground; the reviewed operator page did not establish overnight access hours. Phoenix also manages downtown street meters; follow the sign at the actual space. The county’s contractor packet identifies staff parking, which is not a visitor entitlement. Fourth Avenue and the southwest jails are separate destinations: a downtown garage is not parking for ITR, Watkins or Lower Buckeye.

Plan a bus trip to the actual address
Valley Metro provides the current route map and trip planner. Enter the specific jail street address from the table, not “Maricopa jail”: Fourth Avenue is downtown, while ITR and Watkins are next to one another near South 28th Drive and the other housing sites sit around Lower Buckeye Road and Durango Street. Check the stop, direction, last bus and accessible walking approach on the date of travel. This review did not verify a safe public walk from a particular stop to each jail entrance, so no route number or walking time is represented as universal.
For release pickup, coordinate the ITR address and the person’s expected release stage before sending someone by bus. A bond payment downtown does not mean release occurs at the bond window.

Food and an overnight plan
These are verified downtown options for a Fourth Avenue or court trip. They are not presented as walkable services for the southwest jail cluster, and no jail shuttle is promised.
| Place | Location and contact | Practical details |
|---|---|---|
| The Arrogant Butcher | 2 E. Jefferson Street, #150 602-324-8502 | Sun–Thu 11 a.m.–9 p.m.; Fri–Sat 11 a.m.–10 p.m. The restaurant advertises 2-hour complimentary CityScape parking for its guests; this is not free parking for a jail visit. |
| Courtyard by Marriott Phoenix Downtown | 132 S. Central Avenue 602-603-2001 | Check-in 4 p.m.; checkout 11 a.m. The hotel lists accessible rooms, paid valet, no airport shuttle and no free breakfast. Confirm room availability, accessibility needs and cancellation terms directly. |
Food and lodging suited to each southwest jail remain under review. Confirm the actual visit site before reserving a room. The court warns that release processing after bond can take up to 24 hours, and release pickup is at ITR, not the downtown bond window. Avoid tying a nonrefundable booking to an assumed release time.

Care and safety
Health, grievances and programs.
Pass on a health concern
For nonemergency medical or mental-health information, contact the county CHS Clinical Liaison, 602-506-5240, or use the official clinical contact form. The form specifies Monday–Friday, 8 AM–5 PM; the contact page excludes weekends and county holidays. Messages are forwarded to clinical staff at the person’s housing location, not answered as an emergency dispatch service.
The form requires your name, phone, relationship to the patient, the patient’s first/last name, MCSO booking number and concern; birth date and court-case number are additional fields. Include concrete symptoms, medication names/doses, prescriber/pharmacy and timing when useful. If the booking number is unavailable, use the phone route to explain that. Providing information does not give a relative access to confidential records.
For an urgent after-hours concern, the county directs families to SIMS, 602-876-0322. Do not rely on an unattended form for immediate danger. The person inside should alert detention or medical staff immediately. CHS lists outpatient medication administration, mental-health care and discharge planning; its infirmary and intensive mental-health units are at Lower Buckeye. Clinical staff determine treatment and placement. The mental-health page describes continuity methadone care for people already enrolled before arrest at Estrella, Lower Buckeye, Towers, Watkins and Fourth Avenue, plus clinical pregnancy and court-program pathways. Tell staff about existing treatment promptly; this is not a promise of an individual prescription or permission to deliver medication from home.
Get permission to receive medical records
Use the county’s health-record request instructions and English/Spanish authorization forms. The patient completes, signs and dates every required section; include a copy of the requestor’s state-issued ID. The linked forms, revised November 18, 2025, let the patient specify dates, recipients and records, and require specific consent for mental-health, substance-use and communicable-disease records. A relative’s signature alone is not interchangeable with patient consent; the form includes a separate representative section for inability to consent, which CHS must process.
Submit to CHSHIMROI@Maricopa.gov or mail to Maricopa County Correctional Health Services, Attn: Health Information Management, 234 N. Central Ave, Suite 5400, Phoenix, AZ 85004. Fax conflict: the web instructions give 602-372-6764, but both linked forms give 602-372-8575. Before faxing private information, confirm the recipient with records staff at 602-506-3509, Monday–Friday 8 AM–4 PM, closed weekends/holidays.
CHS normally contacts the requestor within 7–10 business days; it describes processing within 30 days of receipt, or receipt of payment notification when a fee applies. Wait for the approval/fee letter before paying. Posted standard fees are $6.50 for electronic records, or $10 for the first 10 paper pages plus $0.50 per additional page. The current forms also offer released patients a one-time printout of current immunizations and an eye-exam prescription for community transition at no cost. Ask records staff which request applies.
Eyeglasses, contact supplies and an eye examination
The person must submit an Inmate Request Form to the Jail Commander before someone brings glasses or contact supplies. CHS permits only glasses with plastic frames and lenses and contact supplies in sealed containers. Detention must still approve the delivered items even after commander permission. Confirm the actual handoff before travel. Canteen carries some eye-care supplies; indigent patients can request reading glasses from MCSO.
For distance-vision care, the county offers a prepaid eye examination including one pair of glasses. Start with the CHS eye-payment form, using the patient’s name, birth date and booking number and the payer’s contact. The county says it emails a transaction ID/payment link within 24 hours; include that ID when paying and check the processor fee. Scheduling follows payment; no appointment date is promised, and the form says the patient is not notified of the appointment time in advance for safety.
The posted alternative is an $84 cashier’s check or money order sent to CHS Finance, 234 N. Central Ave, Suite 5000, Phoenix, AZ 85004, with patient name, birth date, booking number, an eye-exam note and sender contact. Personal checks are returned. Confirm any unclear payee/payment detail with 602-372-3393 / CHSEYE@maricopa.gov. Suite 5000 for eye payments is different from Suite 5400 for records. This clinical payment is not an inmate trust deposit.

The previously reviewed MCSO grievance policy gives incarcerated people a tablet or paper route, normally within 72 hours of an incident. It exempts excessive-force or restraint, employee-misconduct and PREA allegations from that 72-hour rule. Emergencies should be reported to detention staff immediately, not held for a tablet submission. The policy describes responses and appeal steps; keep dates and copies where possible.
Family members can report an immediate safety concern to SIMS 602-876-0322 and ask how to reach the facility supervisor or PREA reporting channel. The public record reviewed here did not verify an independent confidential external PREA contact for MCSO; ask the supervisor for that route when reporting and record the name and time.

Ask about programs while custody continues
The county identifies the Sheriff’s MOSAIC substance-use program for qualified people in custody, plus education and family resources. It is described as a seven-week program with possible early release, but admission and individual release consequences depend on custody and court decisions. Ask the housing jail’s program staff or SIMS what is available to this person and whether a move would interrupt it. Do not assume that a program listed for one unit is offered across all five jails.

Use the Superior Court’s criminal case search for the case number, charges, docket and upcoming setting. A court record does not prove that the person remains in a particular jail. If you cannot locate the case, Criminal Information is 602-506-8575. The county Public Defender’s main office is 620 W. Jackson Street, Suite 4015, 602-506-7711; ask whether that office has been appointed before sending confidential information. The person should use the jail’s legal-call and legal-mail procedures for privileged counsel contact.

Where a criminal bond is actually posted
The Superior Court directs criminal bond and fine payments in person to the Fourth Avenue Jail Bond and Fine Room at the northwest corner of 201 S. 4th Avenue. Verify the court-ordered amount and case before travel. The court warns it does not solicit bond by text, phone, app, email or wire. If someone demands a remote payment, call the court at 602-506-8575 or SIMS 602-876-0322 using those published numbers.
After accepted payment, release processing may take up to 24 hours. Do not direct the pickup driver to the bond-room corner: county releases process at ITR, 2670 S. 28th Drive.

Arrange belongings before a move or release
Source availability checked September 28, 2026: the older policy URLs below now return a landing page instead of their PDFs. The dated policy details are retained as research context; current adoption or later revisions could not be checked. Confirm the applicable rule with SIMS, 602-876-0322, before relying on an exception or deadline.
- The person inside starts the request. MCSO policy DD-2 requires an electronic or paper Inmate Request Form naming the collector’s first and last name. A paper request carries the person’s thumbprint. If the collector changes, submit a new request.
- Plan to collect the whole group of booked-in belongings. Ordinarily everything except clothing is released together; partial release needs a special circumstance and shift-commander discretion.
- The named collector brings identification and signs for the items. Accepted identification includes a current driver’s license, state ID, passport, consular ID or military ID showing name, birth date, sex and a clear photo. The policy includes Arizona Mobile ID. A supervisor may consider other identifying factors, but that exception is not guaranteed.
- Confirm the collection location and hours. Ask SIMS at 602-876-0322 which unit holds the belongings before traveling. The policy establishes authorization rules, not one universal public pickup door.
Transfer to state prison: a deadline
After transfer to the Arizona Department of Corrections, Rehabilitation and Reentry, booked-in belongings are held in the ITR property room for 30 calendar days before disposal. The person can request release before transfer; the DOC 30-Day Notice is another authorization document used at departure. Arrange collection promptly rather than waiting for eventual prison release.
Clothing, safekeeping and missing property
A clothing exchange requires a request stating the reason and collector, plus commander approval; approved exchanges take place at ITR and are item-for-item. An outside-agency hold can prevent clothing release. Property held separately by the Property Management Division follows different safekeeping procedures, generally requiring a notarized power of attorney and collector ID during business hours, with a documented nearest-relative exception. Ask which category applies.
For missing belongings, ask for the shift supervisor’s search and, if still missing, a Lost Property Incident Report. A reimbursement request uses the MCSO Claim Form; payment is not guaranteed.

Build a release-day plan around ITR
The Superior Court says all MCSO jail-system releases are processed at ITR, 2670 S. 28th Drive. The center is open around the clock and has a free paved visitor lot. Keep the person’s booked name and case information ready, but do not assume a live release time from a scheduled hearing or bond payment. Ask SIMS when pickup instructions can be confirmed; the court says processing after bond can take up to 24 hours.
Arrange a charged phone, weather-appropriate clothing, transport and any urgent medication or follow-up plan. If the person needs care after release, ask Correctional Health about communication before they leave; privacy rules still apply.

Use a real local reentry service
Maricopa County’s Smart Justice workforce program offers coaching, job leads, resume help and training to eligible justice-involved adults. The county lists specific eligibility, including recent release or supervision, work authorization and documentation; it is not automatic for every jail release. Call 602-372-1839 to ask about eligibility and a career-center appointment. The county lists a Southport community location at 3535 S. 7th Street but asks people to confirm the calendar.
For housing, food or immediate social-service needs, ask the jail discharge staff for current referrals before leaving ITR. This guide does not promise a bed or a program placement.

Facility record / Arizona
Maricopa County Jail - Estrella Jail is a county or city jail in Phoenix, Maricopa County, Arizona. It has a rated capacity of 1,380. By capacity it is the 4th-largest of the 11 county or city jail records listed for Arizona with a published capacity. It is one of 21 correctional facilities in Maricopa County.
Jail411 does not hold custody records. A listing here does not mean anyone is held at this address. Confirm the person’s location with the responsible agency before you travel, send money, or pay for a service.
Where this record came from. The contact, status and security fields, with capacity and population, come from the HIFLD and Federal Bureau of Prisons directory release refreshed February 2026. They describe the record, not today’s population. Check the facility’s current official website.

Finding someone held here
Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Maricopa County Sheriff’s Office.

Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
